In January 2001, a three-year Indigency Screener pilot project was initiated in Lancaster County for the purposes of assessing:
1) The advisability of a uniform rule developed to clarify defendant eligibility for courtappointed counsel.
2) A standardized form for documenting eligibility for appointed counsel.
3) The use of dedicated county court staff to obtain financial information from a defendant and verify the information submitted by a defendant in support of his/her claim of indigency.

The purpose of this project was to examine state dental practice laws and the extent to which they encourage alternative models of delivering preventive oral health care. This project encompassed two distinct study components: 1) an analysis of existing state dental statutes and regulations; and 2) case studies to examine the enactment of public health-oriented provisions encouraging alternative models of delivering preventive oral health care to low-income children; and the development and implementation of such alternative models.

This dissertation examines the evolution of the high technology industry in the Portland-Vancouver metropolitan region. The research explains how and why the region was able to grow a high technology industry cluster in the absence of a major world-class engineering and computer science research university. The research challenges the conventional assumption that a research university must be in place to create a high technology center. It was hypothesized that high technology firms functioned as surrogate research universities by attracting and developing labor, creating knowledge, and functioning as incubators for startup companies. Wildlife Knowledge Among Migrants In Southern Sumatra, Indonesia: Implications For Conservation, Philip J. Nyhus, Sumianto Tilson, Ronald Tilson

The value of traditional ecological knowledge for biodiversity research and conservation is widely recognized. The value of wildlife knowledge provided by recent migrants is less clear. Photographs of 10 mammal species were shown to 622 individuals in communities near Way Kambas National Park in Sumatra, Indonesia, to assess wildlife knowledge among recent migrants and to identify socio-economic variables that can be used to identify more knowledgeable informants. Knowledge scores were categorized by taxonomic family, genus and species. Large, charismatic and abundant animals were identified more frequently than smaller and more secretive animals. The risks associated with tiger attacks on people in the wild are well documented. There may currently be more tigers in captivity than in the wild, but relatively little is known about the risks of injury or death associated with owning and managing captive tigers and other large carnivores. The purpose of this study was to conduct a global assessment of attacks by captive tigers on people, with particular emphasis on cases in the United States. Our analysis of 30 international media sources and additional documents uncovered 59 unique incidents in 1998-2001 in which people were reportedly injured or killed …

Medicaid-funded long-term care services are traditionally delivered in nursing homes. States may apply for waivers which allow them to provide home and community based services with Medicaid funds. Because these services are by definition an alternative to nursing home care, waiver services are generally based upon a medical model which emphasizes medical deficits and tends to restrict consumers’ movements to inside the home. Recent developments such as the Olmstead Decision and federal New Freedom Initiatives have caused states to recognize that consumers desire and have a legal right to be part of a community rather than institutionalized or homebound. Debates continue to rage about the causes of recent currency and financial crises around the globe and their implications for the desirability of domestic and international financial liberalization. Beneath the heated exchanges of the most vocal disputants, a quiet consensus is beginning to emerge among serious scholars and policy officials. The big lesson from these crises is that while financial liberalization is still a desirable goal, it must be approached very carefully. Competition law (encompassing both antitrust and consumer protection) is the forgotten stepchild of health care quality. This paper introduces readers to competition law and policy, describes its institutional features and analytic framework, surveys the ways in which competition law has influenced quality-based competition, and outlines some areas in need of further development. Competition law protects the competitive process--not individual competitors. It guides the structural features of the health care system and the conduct of providers as they navigate it. Competition law does not privilege quality over other competitive goals but honors consumers' preferences with respect to trade-offs among quality, price, …
