In order to depoliticize any claim that any U.S. president would ever take military action especially one involving tactical nuclear weapons based on politically predetermined intelligence, Congress needs to legislate and fund with a small budget what I'm calling the Contrarian Threat Assessment Directorate.

The director of this small, independent intelligence arm would be nominated by the president, confirmed by the Senate, and report directly to the president. Through a statutory amendment, the director would become an adviser to the National Security Council (NSC) on the contrarian, dissenting and minority intelligence assessments.

Immunizations represent both basic clinical care as well as an essential public health activity with population-wide health implications, and for a number of reasons, the focus on national immunization policy has intensified in recent years. Insurers and employee health plans may cover immunization services as a matter of benefit design choice. Federal and state insurance laws also may mandate coverage of one or more classes of immunization services. For approximately 100 million persons who are members of state-regulated health insurance plans, state law plays a primary role in determining coverage. Should the justices of the Supreme Court rely on “original intent” as the foundation for constitutional interpretation? Or should they be free to interpret the Constitution in light of hermeneutical approaches created by current philosophies of law? This essay examines the Marshall Court to determine whether its opinions take their bearings from the American Founding or instead rely on a philosophy of jurisprudence that can be separated from the Founding. In 2001 the FSl / NABO project Landscapes of Settlement in Northern Iceland collected animal bones from a stratified midden deposit associated with the abandoned site Selhagi on the property of the modern farm Haganes. Selhagi is located in the lushly vegetated lakeshore zone and its environmental setting presents a strong contrast with the eroded uplands to the S of the lake where the early sites at Sveigakot and Hrísheimur are under excavation. Close to both major migratory waterfowl nesting areas and some of the best trout fishing in Iceland, the site would appear to be optimally located for exploitation …

This first phase of the plan for Rockport and its four (4) major harbor areas was developed to ensure growth, prosperity, and preservation of Rockport’s important resources through responsible and reasonable future use and management of the harbors and their shorelines.

Social Security provides retirement income to eligible elderly individuals who reach age 62 and apply for benefits. Beyond this age, some recipients continue to work on a full- or part-time basis. The Social Security Administration reduces the annual level of benefits for those recipients who have earnings above a specified amount known as the earnings test threshold. Effective in 1990, the earnings test penalty for a person aged 65 to 69 was reduced from 50 cents to 33 cents for every dollar earned in excess of the annually adjusted threshold. Whichever of 150-strong definitions [1] is accepted, the consequential aspect of terrorism is ideational: the assault targets the concept and experience of normal in the lives and minds of ordinary people.
