Price Negotiation Strategies Adopted By Shippers Of International Air And Ocean Transportation, Padmapriya Baboo, Evelyn Thomchick

Government regulations in the international air and ocean shipping industry have undergone a wide range of new developments geared towards deregulation. These changes, coupled with the emergence of new technologies, have facilitated foreign trade operations leading to a substantial increase in international air and ocean cargo traffic in recent years. This study investigates the regulation reforms that have affected pricing techniques in both industries and their implications on the negotiation strategies adopted by shippers and carriers. The survey results identified that each shipping firm negotiated on a variety of issues and employed more than one strategy for negotiating price.

A generic risk management methodology has been derived, and aspects of it were used to develop risk management strategies for Cambodia and Bosnia. These countries presented different problems and so required very different approaches. In Cambodia, the available resources are wholly inadequate to remove the risk from landmines in the medium-term. Moreover, the mine treatment options that might be practicable, even if they were available, are limited, because of the poor infrastructure and type of terrain where they would be applied. We report results of a pilot study designed to investigate the possibility that REST (Remote Explosive Scent Tracing) technology could be used to find mines in Bosnia. The find rate for mines on 88 filers was 68%. Detection success was linked to humidity and temperature at the time of sampling, and to location within Bosnia. Detection success was not linked to when the filter passed across the mine during the sampling period, or how long the filter was held over the mine. Two mines were found at similar rates (PMA3, TMA4). Success was lower for a third type (TMM1) but …

The Lived Experience Of Welfare Reform In Drug-Using Welfare-Needy Households In Inner-City New York, Eloise Dunlap, Andrew Golub, Bruce D. Johnson

The Journal of Sociology & Social Welfare

Welfare reform has transformed a needs-based family income support into temporary assistance for persons entering the workforce. This paper uses observations from an ethnographic study covering the period from 1995- 2001 to examine the impact on drug-using welfare-needy households in inner-city New York. The analysis suggests that studies may underestimate the extent to which substance use is associated with welfare problems. Nearly all of these already distressed households lost their AFDC/TANF benefits, had difficulty with work programs, and were having more difficulty covering expenses. Serving The "Hard-To-Serve": The Use Of Clinical Knowledge In Welfare Reform, Rufina Lee, Laura Curran

The Journal of Sociology & Social Welfare

This critical analysis of recent research and evaluations of welfare reform efforts describes how states have increasingly drawn on clinical knowledge in their efforts to move "hard-to-serve" recipients into the labor force. It argues that a clinical perspective is helpful as it brings attention to the mental health needs of low-income women. At the same time, however, this article suggests that states' use of a clinical framework is problematic in so far as it based on limited knowledge, dampens a broad discussion of the relationship between poverty and mental health, contributes to policy ambiguity, and increases recipient oversight.

Prevalence Of Child Welfare Services Involvement Among Homeless And Low-Income Mothers: A Five-Year Birth Cohort Study, Jennifer F. Culhane, David Webb, Susan Grim, Stephen Metraux, Dennis Culhane

This paper investigates the five-year prevalence of child welfare services involvement and foster care placement among a population-based cohort of births in a large US city, by housing status of the mothers (mothers who have been homeless at least once, other low-income neighborhood residents, and all others), and by number of children. Children of mothers with at least one homeless episode have the greatest rate of involvement with child welfare services (37%),followed by other low-income residents (9.2%), and all others (4.0%). The refugee advocate excoriating the government for its mistreatment of asylum seekers, no less than the departmental official bemoaning the numbers of boat people landing on Australian shores, feels well-justified in insisting that, somehow, something must be done to put an end to this 'evil trade'. On the scale of virtue, the people smuggler appears barely a notch above (and for many, several notches below) the drug dealer, the child molester, or the gangster.

Scientific studies and resident testimony suggest that urban residents in low-income and minority communities have been subject to an unequal burden of environmental pollution and inequitable environmental enforcement practices. A key component of the equitable development and implementation of environmental policies is the participation of citizens and community-based organizations in the policy process. Such participation rests upon equitable access to agency-generated environmental information and effective use of that information by citizens.
