Accountability And Ethics: Reconsidering The Relationships, Melvin J. Dubnick

ABSTRACT

While a relationship between accountability and ethics has long been assumed and debated in Public Administration, the nature of that relationship has not been examined or clearly articulated. This article makes such an effort by positing four major forms of accountability (answerability, blameworthiness, liability and attributability) and focusing on the ethical strategies developed in response to each of these forms.

How Safe Do Individuals Feel In Clayton County?, Scott M. Clemens

To determine if individuals feel safe in their communities, a self- administered questionnaire was distributed to six hundred residents of Clayton County, Georgia. In addition to overall safety, the survey sought to measure how being a victim of a burglary or rape and the level of income impacts the individuals' feeling of safety. The survey also sought to measure how safe those same individuals believed the community was for their children and how likely a terrorist attack was in the county. Non- probability sampling, specifically the accidental sample, was used for conducting the research. The results of the survey show …

Alternative staffing is a key form of labor market intermediation worthy of consideration alongside that provided by other community-based job placement programs. Furthermore, an examination of alternative staffing services underscores the essential role that supports to employment play in job-brokering for workers who are disadvantaged in the labor market because these are businesses that tend simultaneously and daily to the two sides of the work relationship (worker-client and customer business). Growing Disparities Among Greater Boston Communities During The 1990s, David Terkla

During the 1990s, rich communities in the Greater Boston area got richer, and the richest made gains that were proportionally greater than the gains made by those communities only slightly less rich. At the same time, the poorest communities stayed poor, and in fact became more poor in comparison with communities slightly less poor. This dynamic is even more striking when the ten poorest communities are compared and contrasted with the ten wealthiest communities. Census figures show a rapidly expanding differential between the communities of the Greater Boston area. As a commonwealth, we should be considering policies designed to ameliorate …

Development And Test Of The Humanitarian Demining Sifting Excavator, Christopher Wanner

The Humanitarian Demining Sifting Excavator has been developed to address the problem of finding and clearing deeply buried, mixed minefields. The motivation for the development came from a 2002 site assessment by the team of an existing mine problem in Honduras. Areas were identified containing both antipersonnel and antitank landmines buried up to 0.5 meters in mineralized soils. Conventional mine clearing techniques employed in the areas of interest had uncovered widespread evidence of these deeply buried mines, however, these techniques were unreliable for consistently finding mines buried at these depths. For several years tax dollars have gradually diminished, causing parks and recreation managers to become more entrepreneurial in developing financial strategies for delivering high quality and cost efficient recreational services to the citizens. One financial tool, under much discussion, is for parks and recreation managers to establish formal cost recovery plans for their departments. This paper presents the results of a study in which local Nevada governmental parks and recreation departments were surveyed and evaluated to determine if they are using formal cost recovery plans and if cost efficiencies have been improved. ECHO housing was introduced in the United States in the 1980s based on a program started in Australia in 1975. An ECHO unit is a small house in which an elderly person resides and which is placed near the home of a host (either relatives or close friends of the elderly person). The purpose of this arrangement is to make it convenient and efficient for the occupants of the host family dwelling to provide assistance to the elderly person residing in the smaller ECHO house.

A BM-12 smoke shell was reported near the Safe UXO Store of [Demining group] teams working in Logar province. The acting TL briefed the SL to take the UXO away and demolish it. Mr. Paya-I-Din was climbing a hill while taking the UXO to the demolition pit, slipped and the accident happened. It is worth-mentioning that the UXO he was carrying did not explode and apparently a BD RPG7 fuse caused the injuries.

Delivering Social Services Through Faith-Based Organizations: Case Of United Way Of Massachusetts Bay, Kevin Peterson

As deliverers of social services, faith-based organizations have been stereotyped as being inefficient and focused on spiritual outcomes alone, and have therefore been largely ignored by funding agencies. The United Way of Massachusetts Bay, realizing the importance of such organizations, particularly in communities of color, has actively sought to dispel these stereotypes and work with faith-based organizations to enhance service delivery to needy Black communities in Massachusetts. Through training and participatory research, faith-based organizations have begun to appreciate the importance of measurable outcomes.
