Information Systems and Quantitative Analysis Faculty Publications

This paper presents a comprehensive framework for describing the diffusion of the Internet in a country. It incorporates insights gained from in-depth studies of about 25 countries undertaken since 1997. The framework characterizes diffusion using six dimensions, defining them in detail, and examines how the six dimensions relate to underlying bodies of theory from the national systems of innovation and diffusion of innovations approaches. It addresses how to apply the framework in practice, highlighting Internet diffusion determinants. In 1998, the Sisters of Charity Foundation of Cleveland began a program-related initiative to increase the availability, affordability and quality of permanent, affordable housing units for low-income and underserved families and persons in Cuyahoga and Lorain Counties. The Affordable Housing Initiative will award approximately six million dollars to community organizations over a five-year period. As part of this initiative, the Foundation funded more than 25 grantees to undertake a variety of non-capital projects. The Maxine Goodman Levin College of Urban Affairs, Cleveland State University was asked to evaluate the overall initiative and the projects of each of the grantees.

The paper explores empirically the relationship between school quality in Egyptian preparatory (middle) schools and the likelihood of school dropout either during preparatory school or before the completion of secondary school. Despite strong empirical evidence for the many positive social and economic returns associated with more years of schooling, there has been little research exploring how the quality of particular schools might influence grade levels attained. The authors address this research gap using detailed data on Egyptian preparatory schools (grades 6-8, the last three years of the eight years of basic schooling) that are linked with a national survey of …

At the core of Kenneth Arrow’s classic 1963 essay on medical uncertainty is a claim that has failed to carry the day among economists. This claim—that physician adherence to an anti-competitive ethic of fidelity to patients and suppression of pecuniary influences on clinical judgment pushes medical markets toward social optimality—has won Arrow near-iconic status among medical ethicists (and many physicians). Yet conventional wisdom among health economists, including several participants in this symposium, holds that this claim is either naïve or outdated. In this paper we use cross-national comparisons made possible by the LIS to examine America’s experience in maintaining a low poverty rate. We compare the effectiveness of United States antipoverty policies to that of similar polices elsewhere in the industrialized world. If lessons can be learned from cross-national comparisons, there is much that can be learned about antipoverty policy by American voters and policymakers. The United States has one of the highest poverty rates of all the countries participating in the LIS, whether poverty is measured using comparable absolute or relative standards for determining who is poor. The author’s focus in this article is on racial disparities in medical care provision--that is, on differences in the services that clinically similar patients receive when they present to the health care system. Racial disparities in health status, which is not greatly influenced (on a population-wide basis) by medical care, are beyond his scope here. Disparities in medical care access-potential patients' ability, financial and otherwise, to gain entry to the health care system in the first place, are also outside his focus. In this paper, I would provide a logically consistent taxonomy of alternative health care financing avenues. I then explore the implications of these alternatives, finally establishing the conclusion that a combination of tax-financing and capped voluntary payments, supplemented by the setting of "moral hazard neutral" fees, would serve the purposes of expenditure containment, universal access to health care, and optimal resource allocation.

Statement Local government officials are faced with ever-increasing citizens' demands and unfunded Federal and State mandates while competing with neighboring governments for dwindling federal and state monies. Both of these tend to fuel intergovernmental conflicts. Research is necessary, therefore, to determine the most effective ways of addressing the alarming rate at which intergovernmental conflict is occurring in order to meet the needs of local government officials.

In his speech The Light on the Hill Noel Pearson criticises the nature of contemporary social reality in Australia. In his view this social reality is co-dependent in portraying Indigenous Australians as victims and non-Indigenous Australians as guilty. The result has been the generation of a welfare mentality to the structural disadvantage of Indigenous Australians. I conclude that the debate Pearson has initiated is ongoing. This debate has adopted ideological overtones consistent with emphases on individual and community development and these emphases are emerging in policy. However I suggest that governments are seeking to divest responsibility for individual and community …

This study analyzes the effectiveness of a network of five regional organizations to promote economic development in Hampton Roads, Virginia. Using a case study methodology, data collected from organizational documents, media reports, and personal interviews was categorized and triangulated to determine how many regional economic proposals were implemented from 1990 to 2000. This analysis created a regional timeline from which was produced a regional inventory of economic proposals. This study concluded that the regional economic development organizations in Hampton Roads have a fragmented network and their output has been influenced by regional factors.

Sufism is one of the most important religious movements in Chechnya. It is significant because it is a popular rallying point and, to the external world, it is not obvious who is or is not a member of these clandestine brotherhoods. Sufism gives its adherents an organizational basis that is somewhat like that of the early communist party. There are twenty-seven religious movements operating in Chechnya today. Kunta Hadji is one of the most important of these and is associated with the Qadiriya brotherhood, generally regarded as the second most important of the Soviet-era brotherhoods.

Religious diversity has had a dramatic impact on the development of the North Caucasus region. People do not indentify primarily with either a national or international Islamic community. The fundamentalist Vakhabite community has become a major regional force during the past decade in spite of numerous efforts to suppress its influence. Official suppression of the Vakhabites has resulted in the emergence of a clandestine Vakhabite network supported from abroad. This study reports the perspectives of clinical social workers on the mothers of sexually abused children whom they saw for treatment. The subjects were 15 masters-level social workers in an urban child treatment program. The study used qualitative methods based on grounded theory to examine professionals' social constructions of mothers of sexually abused children. The child's disclosure of incest provided the study's conceptual focus, since historically professionals constructed the "collusive mother," even though prior empirical research never supported maternal collusion or culpability for incest.

Non-governmental organizations (NGOs) have become influential development actors in the developing world over the last two decades and are becoming increasingly involved in “sustainable” activities. However, there has been little attention given specifically to how NGOs impact sustainable development through particular development activities such as tourism and if the organizations themselves are sustainable. Therefore, the purpose of this thesis was to address this shortcoming in the development literature by undertaking a comprehensive study that analyzed the role of NGOs in the tourism sector in Belize. The Study reveals new important findings about the effectiveness of Malaysian Anti-Drug Policy. Based on the two levels of analysis; the policy itself and the surveyed respondents, the study shows that drug problem remain critical due to the lack of enforcement and rehabilitation. This resulted in the rise of the drug addiction and trafficking cases over the last five years (1996-2000). The newly established anti drug agencies failed, relative to their predecessors, to curtail such problems. This paper presents a feedback control design for isolated ramp metering control. This feedback control design, unlike the existing isolated feedback ramp controllers, also takes into account the ramp queue length. Using a nonlinear H∞ control design methodology, we formulate the problem in the desired setting to be able to utilize the results of the methodology.

Attitudes Toward Affirmative Action, John Summerhill Morris

This article reports the results of a survey of individuals from Paris, Illinois. The survey was conducted in 1999 regarding their attitudes toward affirmative action.

Based on the survey research, the findings indicate that knowledge of affirmative action is a primary determinant of attitudes toward affirmative action. In addition, misperceptions about affirmative action also appeared to be a strong indicator as well. This study has implications for supporters of affirmative action as well as for the presidential race for 2000.
