The City of Bend enters the new millennium following an unprecedented decade of development. Population was estimated at 47,635 in May of 1999. The city more than doubled its area with its 1998 annexations. Many public and private projects were built during the past decade, and many are in planning stages or under construction at this time. Given this history, it is prudent for city government to determine how well Bend’s citizens feel public services are performing, how they feel about communication with their government, and what their concerns are about Bend’s future course.

Recent exploration into methods of preventing the escalation of conflicts, which are inherent in any society, to violent or deadly conflict suggests that social and political structures are an important factor in averting armed conflict. The Carnegie Commission on the Prevention of Deadly Conflict has recommended through their research that three areas are important in the structural prevention of deadly conflict: They are Well-Being, Justice and Security.

From 1980 to 2000, attitudes toward government regulation have shifted significantly. Terms like "command and control" have been replaced by "the magic of the marketplace." Yet as this statement before the Joint Economic Committee in March 2000 demonstrates, as the regulatory reform movement slows, a new strategy, focusing on the shortcomings of the basic regulatory statutes, is needed. Congress should establish an independent Congressional Office of Regulatory Analysis to credibly assess the costs and benefits of proposed Congressional regulation legislation.

Recent reports cite estimates of more than two million children in the United States who are currently living in kinship care arrangements; 10% or approximately 200,000 of these relationships are children in foster care. Much kinship care is done by midlife and older persons who are finding themselves assuming new responsibilities associated with parenting their grandchildren, typically for a period of two years or more. This is a social phenomenon that cuts across all socioeconomic, racial, and ethnic groups. The residents of the St. Johns and Cathedral Park neighborhoods regard the St. johns Town center as a tremendous amenity. It has successfully served as a destination retail and employment district since the early 1900s but deterioration and a lack of infrastructure improvements are increasingly visible. As a Metro designated town center, the City of Portland is required to conduct a comprehensive planning effort similar to what occurred in the Hollywood Town Center. Objectives. This paper examines the patterns of time use of adults age 55 to 64 years old in six countries: Austria, Canada, Finland, Italy, Sweden, and the United States. It examines the discontinuity in daily activities by employment status and gender. Methods. The paper uses nationally representative samples from time use surveys carried out in each country. We compute aggregate patterns of time use by employment status and gender for seven categories of activities: personal activities, paid work, unpaid work, housework, social leisure, active leisure, and passive leisure. This report presents basic information about Latino students in the public schools of Massachusetts. First, recent population data on Latino youth and public school enrollment are presented, highlighting those areas of the Commonwealth where Latinos are densely concentrated. The report then proceeds to the achievement of Latino students in the schools, highlighting recently published cohort dropout data and MCAS test results for Latinos. Finally, the report examines the after-high-school plans of Latino graduates.
