(First paragraph) This technical guidance document is based on the concept that bioassessment and biocriteria programs for estuaries and near coastal waters are interrelated and critical components of comprehensive water resource protection and management. Understanding how estuarine ecosystems function and respond to human activity requires a holistic approach to protection and management that integrates biological assessments into the more traditional chemical and physical evaluations. Section 101 of the Clean Water Act requires federal and state agencies to “restore and maintain the chemical, physical, and biological integrity of the nation’s waters.”

This article reports on first-year employment experiences of a randomly selected sample of 213 Illinois TANF leavers. Aggregate employment levels were 70 percent at exit, and leavers typically generated earnings from a single full-time job. However, employment often was unstable, so that only about one-fourth of leavers had the same job both at exit and when interviewed 10-11 months later. Employment instability resulted from the marginal or temporary nature of many jobs, as well as employment barriers such as health problems and lack of day care. Average wage levels easily exceeded the minimum wage and grew during the first year …

This research provides a preliminary descriptive analysis of the impact of new welfare sanctions on recipients living in a southern metropolitan region. The data from this phone survey indicate that many families report considerable hardship no matter why they exited from welfare. Compared to those who left voluntarily, those who were sanctioned off welfare were significantly different in terms of having unmet medical needs, going without food, and having their utilities turned off. Given the high number of problems reported and the low income reported by these respondents, it is not surprising to find that only 10 percent of former …

Theories concerning the state sometimes treat it as a rational system. This paper raises questions about this assumption by examining the coherence of the ideological frameworks underlying state policies in Singapore. The contradictions are shown most clearly when state policies deal with gender issues, especially where they concern women. Through an examination of such policies, we show that, under some conditions, state patriarchy may be subverted by the state's capitalistic developmental considerations. This report begins with a brief overview of the debate in the courts over how to distinguish between legal challenges to the conduct of managed care companies in which all state remedies are preempted by ERISA and those that may proceed under state law. In the last few years Critical Security Studies (CSS) has emerged as a new approach to the academic study of security. This article argues that its genesis is best understood as a reaction to two developments, namely ‘real world’ changes after the end of the Cold War and the far-reaching philosophical debates that have recently been taking place within the social sciences. The authors argue for a conceptualisation of CSS based on an explicit commitment to human emancipation. They then illustrate their preferred understanding of security through a discussion of Burundi. This issue brief examines Medicare and managed care for Medicare beneficiaries with behavioral health needs. Although only a relatively small proportion of Medicare beneficiaries are enrolled in managed care arrangements at the present time, proposals to expand the use of Medicare managed care can be expected to receive a good deal of attention in the coming years as part of a larger debate over Medicare's long term future. Thus, this issue brief examines the Medicare+Choice (M+C) program from the perspective of Medicare beneficiaries with mental illness and addiction disorders.

Current public policy is based on two fundamental principles: equity and efficiency. Equitable programs contribute to balancing the needs and desires of the various groups in society; whereas efficient programs are those that serve to increase the net value of goods and services available to society. Benefit-cost analysis is a tool developed to determine whether a program produces effects that justify the costs incurred to operate the program. The benefit-cost model presented in this monograph requires the reader to:
