Norwegian People's Aid Emphasizes Cooperation As Core Of Demining Efforts, Kirk St. Amant

The Journal of Conventional Weapons Destruction

One of the more prominent organizations currently working in the field of demining is Norwegian People's Aid (NPA). Founded in 1939 as a part of the Norwegian labor movement, the NPA has spent the past fifty years devoting its time and efforts to issues involving solidarity, unity, human dignity, peace, and freedom. By focusing on political freedom and social and economic justice, the NPA has become a leader in global human rights and the struggle to attain human dignity.

In the fall of 1996, the Center for Geographic Information Science (GIS) at James Madison University became involved in a Department of Defense project, under the auspices of Essex/Star Mountain, Inc. This project evaluated the data needs and data management systems for humanitarian demining in the Third World. In particular, it focused on the information needs of demining in Cambodia and in Bosnia. During the first phase of the project one team of researchers attempted to identify all sources of unclassified country data, image data, and map data. This paper presents findings from a two year field research project focusing on the public conflict that erupted over the Enola Gay exhibit at the National Air and Space Museum (NASM). This conflict did not end with people reaching consensus, ceremoniously signing documents, shaking hands and piling accolades upon one another for solving a serious problem. It can more accurately be described as a stalemate and ultimately a lose-lose proposition even in light of the many opportunities that arose that could have produced at least a partial if not total agreement. As I contemplate the rise worldwide in intrastate (in contrast to interstate) conflicts (see, e.g., van Creveld, 1991 and K. Holsti, 1996), leading to Yugoslavian and Rwandan-type situations, I sense the need to do something about them. As Rousseau has said, "wars occur because there is nothing to prevent them" (cited in Waltz, 1959, p. 232). The development of managed behavioral health care carve-out contracts covering a discrete subset of benefits available for use by persons with mental health and/or substance abuse disorders poses major challenges for public purchasers. This Issue Brief explores several key issues that arise when drafting such agreements. Many of the issues that arise in the drafting of carve-out agreements will require the public purchaser to resolve basic policy questions well before the drafting of requests for proposals or contracts can proceed.

The purpose of this study is to assist the Brazoria County Regional Park Planning Team determine what patterns of equity preferences for allocating park and recreation resources are important among residents of Brazoria County. Random samples of equity opinions were taken. Factor analysis was used to discover three important dimensions or areas of consideration within residents belief system for allocation of regional parks. Multiple regression was used to investigate relationships between belief in equity choices and behavioral intent to support funding for equity choices. People perceive and interpret their work place in different ways that may be related to their hierarchical position in the organization. Workers' attitudes toward their organization can exert a negative effect on their own and other people's feelings and behavior, and have detrimental consequences for the achievements of the organization. The purpose of this study is to examine the perceptionso f organizationalc haracteristicsm aintainedb y three levels of human service organization employees: Managers, supervisors or instructors, and line workers. The number of HIV infections and cases of AIDS reported in the Pacific Island nations is growing steadily. Since many, if not all, of the risk factors for HIV infection are present in the Pacific, without change in behaviors that place people at risk of infection the potential exists for an HIV/AIDS epidemic. This article shows that such an epidemic would considerably increase mortality and slow but not reverse population growth in many Pacific Island countries. The media during the past ten years has given considerable attention to the workplace violence in factories, service organizations, and the public school systems throughout the United States. This study compared patterns of workplace violence in the 23 member institutions of the Virginia Community College System (VCCS) with the patterns of workplace violence in selected for-profit service and manufacturing employers in Virginia, to determine if workplace violence incidents occurring in the VCCS's member institutions reflect the workplace violence incidents experienced by business and industry within each member institution's service region. Long term welfare recipients participated in a state job training and welfare reform demonstration which provided education,job training, and supportive services via intensive case management. Social support research has focused on stress and physical and psychological health outcomes not welfarejob training and education outcomes. Job training and welfare to work policies and programs have not emphasized providing social supports but the supportive services of transportation and child care. Program outcomes at follow-up included: education and job training certificates, including GEDs with some still studying; jobs; and a 50% reduction in welfare receipt.
