The team started work at 06:00 the victim's partner located a PMA-3 and the Team Leader "dealt with this". At 07:00 the victim began his shift. After five minutes he located a PMA-3 and the Team Leader "dealt with this". At approximately 07:15 the victim stepped on a PMA-3 and it exploded. The victim's statement says that he was "in a position half on a knee of ground" with his prod when the mine exploded.

One of the ways in which CLAGS distinguishes itself from other academically based research centers is through our firm commitment to bridging the academic and activist spheres within the larger lesbian and gay social and political communities. This Spring, we sponsored a roundtable discussion addressing arts censorship that included twenty-five academics and activists concerned about the ways in which the decrease in public arts funding on national and local levels around the country is meant to further disenfranchise lesbians, gay men, and people of color (whether or not they're lesbian or gay).

For assessing fiscal policy support to India's economic liberalisation process, the quality of fiscal management is far more important than just monitoring the aggregates. Going by this framework of analysis, government expenditure and borrowing patterns have had a negative impact on the liberalisation process. In fact, the fiscal management of the economy over the years was so complete that it left little room for manoeuvrability in the fiscal variables in the budget 1998-99. This paper presents the results of an indirect psychodiagnostic assessment of the political personality of U.S. vice president Al Gore, Democratic nominee in the 2000 presidential election, from the conceptual perspective of Theodore Millon.

Information concerning Al Gore was collected from published biographical and autobiographical accounts and political reports in the print media, and synthesized into personality profiles using the second edition of the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with Axis II of DSM-IV.

In the Portland, Oregon, region many local planners have embraced the neotraditional planning concept in the form of transit-oriented development (TOD). One of the primary components of transit-oriented development, light rail transit (LRT), has been in place in Portland long enough to provide data for analysis. Because neotraditional planners often emphasize LRT as a crucial element in decreasing auto use and in encouraging high-density development, this paper examines the effects of LRT in the Portland region including mode share, density, and property values. Will welfare reform increase unemployment and reduce wages? The answer depends in part on how much welfare reform increases labor supply. This paper considers the labor supply effects of the welfare reforms that have occurred since 1993, when President Clinton entered office with a promise to "end welfare as we know it." The paper reviews previous estimates, and provides new estimates, of how many additional labor force participants have entered the labor force due to welfare reform. I estimate that welfare reform from 1993-96 increased the U.S. labor force by between 100,000 and 300,000 persons. Between 1996, when the major …

This paper presents a methodology to assess the induced land use effects of state highway improvements on urban development patterns. The methodology is applied to the case study City of Hillsboro, Oregon and illustrates a framework for data management and analysis. A set of temporal land use characteristics and spatial measures are used as predictors of urban development activities resulting from highway accessibility improvements. A multiple regression analysis tests the significance of these variables in predicting rates and locations of urban development. The question of how entrepreneurship relates to income mobility is cogent given the current public debate about the sources of income inequality and mobility in United States society. We examine how experience with entrepreneurship has affected an individual’s place in the earnings distribution. Our basic tack is to follow individuals’ positions in the income distribution over time, and to see how their mobility (or lack thereof) was affected by involvement with entrepreneurship. Our main finding is that for low-income individuals there is some merit to the notion that the self-employed moved ahead in the earnings distribution relative to those who …

This paper investigates the effect of entrepreneurs’ personal income tax situations on their use of labor. We analyze the income tax returns of a large number of sole proprietors before and after the Tax Reform Act of 1986 and determine how the substantial reductions in marginal tax rates associated with that law affected their decisions to hire labor and the size of their wage bills. We find that individual income taxes exert a statistically and quantitatively significant influence on the probability that an entrepreneur hires workers. Using data from the Wisconsin Entrepreneurial Climate Study, we study the sources of firms’ finance during the very early stages of their lives. Our focus is the evolution of the mix of financial capital from “insiders” and “outsiders” as firms age. We find that at the beginning of firms’ life cycles, the proportion of funds from internal sources increases with age, while the proportion from banks, venture capitalists, and private investors declines. There is also evidence that these patterns eventually reverse themselves, with the proportion of insider finance ultimately declining and the proportion of outsider finance increasing with age. We …

The environment for business creation is central to economic policy, as entrepreneurs are believed to be forces of innovation, employment and economic dynamism. We use data from the National Longitudinal Surveys (NLS) to investigate the relative importance of family financial and human capital in the transition into self-employment. Specifically, we estimate the impacts of own wealth and human capital and parental wealth and self-employment experience on the probability that an individual makes the transition from a wage and salary job to self-employment. Using a simulation model crafted to integrate the short-run and long-term impacts of tax reform on the housing market, we find modest impacts from fundamental reform of the Federal income tax. These results suggest that concerns over the impact of tax reform on housing values and household net worth are overstated. This paper investigates the effect of entrepreneurs’ personal income tax situations on their capital investment decisions. We examine the income tax returns of a sample of sole proprietors before and after the Tax Reform Act of 1986 and determine how the substantial reductions in marginal tax rates for the relatively affluent associated with that law affected their decisions to invest in physical capital. We find that individual income taxes exert a statistically and quantitatively significant influence on investment decisions.
