Robust Dynamic Panel Data Models Using ��-Contamination, Badi H. Baltagi, Georges Bresson, Anoop Chaturvedi, Guy Lacroix

This paper extends the work of Baltagi et al. (2018) to the popular dynamic panel data model. We investigate the robustness of Bayesian panel data models to possible misspecification of the prior distribution. The proposed robust Bayesian approach departs from the standard Bayesian framework in two ways. First, we consider the ε-contamination class of prior distributions for the model parameters as well as for the individual effects. Second, both the base elicited priors and the ε-contamination priors use Zellner (1986)'s g-priors for the variance-covariance matrices. Strengthening Snap And Tanf Is Essential To Support Children In Early Childhood, Colleen Heflin, Michah W. Rothbart, Mattie Mackenzie-Liu

Although early childhood is considered a critical time for investment in a child’s life, the United States lacks many traditional family policy programs like paid family leave and widely subsidized daycare. Instead, the U.S. relies on means-tested programs such as the Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF). This brief summarizes findings from a study examining participation in SNAP and TANF in early childhood in Virginia. Findings suggest that strengthening SNAP and TANF would provide significant benefit to Black and Hispanic children and those residing in rural areas.

Diabetes and hypertension are among the leading causes of poor health and mortality in the United States. Properly taking prescribed medications to manage these conditions is critical for maintaining health and preventing complications. This is especially true for older adults, who are more likely to live with these chronic conditions. This brief summarizes findings from a study of an older adults in Missouri who participated in the Supplemental Nutrition Assistance Program (SNAP) between 2006 and 2014. On average, 1 in 4 individuals with hypertension and 1 in 3 with diabetes did not properly take prescribed medications to manage their health …

This dissertation consists of three essays that examine the impact of housing policies and the surrounding neighborhoods on socioeconomically disadvantaged populations living in public housing. In the first chapter, titled "The Spillover Effects of Source of Income Anti-Discrimination Laws on Public Housing," I examine whether and to what extent source of income (SOI) anti-discrimination laws affect the sociodemographic composition of households living in public housing. SOI laws make it illegal for landlords to discriminate against the source of rent payment, including housing choice vouchers. Landlord discrimination is a major barrier to voucher utilization, disproportionately affecting extremely low-income families and racial …

Substance use among women who are pregnant is a growing U.S public health issue. Approximately 340,000 infants are affected by prenatal exposure to illicit drugs annually, leading to an increase in Neonatal Abstinence Syndrome (NAS), and Child Protective Services involvement. This issue brief describes the current state of prenatal substance use and provides guidance on the use of federally mandated Plans of Safe Care to help mothers prepare for the arrival of their baby while navigating their substance use disorder.

Food insecurity is a growing U.S. problem among military and veteran families. Data from 2020-21 suggest that between 1 in 5 and 1 in 3 military families experienced food insecurity in the last year: with disabled veterans experiencing even greater risks. This issue brief describes the policy revisions needed to programs such as SNAP, the Social Security Administration’s Disability Insurance Program, and the Veterans Affairs Disability Compensation Program to ensure our military members are food secure.

Climate change is one of the defining challenges of the present era, bringing new risks and exacerbating existing vulnerabilities across the world. While there is a broad recognition that solutions around climate change will require coordination and support across borders and governments, a large body of scholarship has focused on the local-level realities of climate change and the disproportionate impacts on the most vulnerable populations. The American administrative state of the twentieth and twenty-first centuries is defined by deference by federal courts to administrative agencies. The political science and (especially) legal literatures have long discussed how federal courts defer to agencies, but little attention has been dedicated to how to identify deference and why courts defer. This dissertation redefines deference, a term that has been topic of extensive discussion in the last forty years but that was missing a key feature: the intent of the deferrers. Restaurants and bars are places where airborne diseases like COVID-19 are easily transmitted from one patron to another. However, the connection between the capacity limits and the community infection rate has not been quantified and can appear arbitrary. When communities are impacted by disasters, state officials must implement efficient and competent recovery strategies with the health and wellbeing of residents in mind. This research brief summarizes findings from a peer-reviewed study showing that few U.S. states explicitly integrate public health into their disaster recovery laws, and the types of public health requirements and authorizations vary substantially across states.

New York State’s Clean Indoor Air Act of 2003 (CAA03) and similar state laws are credited with curtailing several smoking-related diseases and deaths in the U.S. Yet smoking remains the top preventable cause of disease and premature death in the U.S. This issue brief summarizes the history of NY CAA03, discusses the efforts of key players to get the bill passed, and advocates for a more robust national strategy to address the still prevalent but preventable health consequences of smoking in the U.S.

This brief provides highlights from the 2020 National Survey of Military-Affiliated Entrepreneurs focusing on female veteran entrepreneurs. These findings are based on the data collected from 432 female veteran entrepreneurs, which represents 27% of the respondents that answered the gender question of the 2020 survey. This study monitors trends in the activity, needs, and economic, social, and policy barriers of military-affiliated entrepreneurs in the United States.

Privatization of public goods maximizes corporate profits while providing minimal benefits or protections to public health. When calamities such as infectious disease pandemics, natural disasters, and severe weather strike, privatized systems often fail to respond adequately. This issue brief describes how privatization of public goods undermines public health, damages public trust, and erodes democracy and provides suggestions for how we can rethink policies to value people over profits instead of valuing profits over people.
