Research Review: "Military Service And Political Participation In The United States: Institutional Experience And The Vote", Institute For Veterans And Military Families At Syracuse University

This research review highlights findings from a study of U.S. veteran voting participation. This study finds that military service is associated with greater voter participation. Holding socioeconomic and demographic characteristics constant, veterans are more likely to vote than non-veterans. Non-Hispanic white and African American veterans are more likely to vote than their non-veteran peers and Hispanic veterans with lower educational attainment are more likely to vote than Hispanic non-veterans but the effect of military service on the propensity to vote decreases as educational attainment increases. Schools play an important role in safety and stability for refugee students, including the Ukrainian school-age children who fled the war after Russia’s invasion in 2022. This brief summarizes findings from a study that used data from 24 interviews conducted in 2022 with teachers and mothers of Ukrainian refugee children attending elementary schools in Poland to examine the impact of forced migration on academic progress and socio-emotional well-being of refugee students. The authors find war and forced migration disrupt children’s school routines, but that schools can foster positive outcomes by teaching in the children’s native language, using cultural assistants, and …

From 2021 to 2023, food insecurity in the United States increased from 10.2% to 13.5%, and food inflation rose to nearly 20%. The Supplemental Nutrition Assistance Program (SNAP) - the largest food assistance program, in the U.S. is funded and governed by the Farm Bill – a multi-year federal omnibus bill that provides agriculture and nutrition program funding. The 2018 Farm Bill expired on September 30, 2024, and while funding for SNAP has been extended through a Continuing Resolution, program reauthorization is needed. Negotiations on a new Farm Bill have included SNAP proposals to limit state discretion on work requirements …

In September 2024, U.S. employment rose by 254,000, with the unemployment rate holding steady at 4.1%. Veterans experienced notable improvements, with overall unemployment dropping to 2.7% from 3.5% in August, and specific age and demographic groups seeing varying trends—such as a decrease in unemployment for younger veterans and a significant drop for female veterans. While some subgroups, like Hispanic veterans, had higher unemployment rates than their nonveteran peers, Black veterans saw lower unemployment than their counterparts.

The Veterans Education Task Force, funded by the Veteran Reconnect Grant and led by Syracuse University's IVMF with guidance from the Tennessee Board of Regents, evaluated veteran education strategies from 2020-2023. Their assessment, involving surveys and data from 39 TBR institutions, found strong institutional commitment but highlighted issues with identifying and supporting student veterans. Many institutions are developing veteran-focused programs but still lack comprehensive plans and resources. Key needs include better faculty/staff training and improved systems for identifying and supporting veterans.

In August, the Bureau of Labor Statistics reported a rise in overall employment by 142,000 and a stable unemployment rate of 4.2%. However, veteran unemployment rates increased slightly, with notable variations by age, gender, and ethnicity; for example, female veterans saw a significant rise to 7.0%, while veterans aged 25-34 experienced a decrease to 4.3%. Despite these fluctuations, veteran unemployment rates often remain lower than their nonveteran peers in most age and ethnic groups.

Due to the increase in deepfake technology, it is crucial to correctly confirm the truthfulness of information, especially in safeguarding reputation during challenging situations. This study applies theoretical frameworks to investigate the impact of deepfake content on the public perception of Taylor Swift, a prominent figure in American pop music. A quantitative content analysis will be conducted to analyze the top tweets produced by social media users (N=131) based on the source of the poster and the nature of the content, such as where the responsibility or blame for the deepfake crisis is attributed. In this dissertation, I examine the link between technology standards and innovation in green energy technologies. The first paper investigates the effects of compatibility standards on follow-on innovation at the firm-level in smart grid technology. Using data on the adoption of standards in 19 OECD countries and weights that capture the unique composition of each firm’s country markets, we find that higher exposure to changes in standardization causes a decline in firms’ patenting activity. This negative effect is concentrated in large incumbents and is partially offset by an increase in the quality of inventions. This suggests a tradeoff in the …

In this dissertation, I investigate how administrative burdens in the social safety net affect payment accuracy, benefit levels, multiple program participation, and benefit redemption. In the first chapter, I study simplified reporting, a policy that allowed states to reduce the amount of information Supplemental Nutrition Assistance Program (SNAP) recipients must report between certifications. I leverage the fact that simplified reporting affects only some households and in certain months to estimate its impact on the share of SNAP benefits issued in error and SNAP benefit amounts. Using administrative data from the federal SNAP Quality Control system, I find that simplified reporting …

Finding affordable childcare can be a struggle. Childcare subsidy programs help reduce barriers to stable childcare options and support parents’ employment, but due to administrative hurdles, such as recertification periods and income reporting requirements, many eligible parents are not using these programs. Using quarterly employment and earnings data from 2016-2019 Virginia administrative data, this brief describes associations between childcare subsidy program participation and household employment and earnings outcomes among low-income families in Virginia. Results show that, following initial childcare subsidy receipt, working parents increased their labor force participation, earned more money, and experienced more economic and employment stability compared to …

This research review discusses how mind-body interventions can alleviate stress and enhance health for caregivers, but they are not widely accessible in many communities. To overcome this limitation, a study converted an 8-week mind-body program into a 28-day daily podcast series featuring education on stress response, relaxation techniques, and self-compassion exercises. The program was tested with 55 military caregivers, all cisgender women averaging 42.3 years old, and evaluations at the start, halfway through, and at the end of the program revealed notable reductions in stress, depression, and physical issues, along with improved social role performance, indicating that a daily mind-body …

This note shows that for a spatial regression with a weight matrix depicting a complete bipartite network, the Moran I test for zero spatial correlation is never rejected when the alternative is positive spatial correlation no matter how large the true value of the spatial correlation coefficient. In contrast, the null hypothesis of zero spatial correlation is always rejected (with probability one asymptotically) when the alternative is negative spatial correlation and the true value of the spatial correlation coefficient is near -1.

In May 2024, overall employment increased by 272,000 with a stable unemployment rate of 4.0%. Employment gains were notable in health care, government, leisure and hospitality, and professional services. Unemployment rates among veterans varied by age and demographic groups, showing disparities compared to nonveterans, such as higher rates among veterans aged 25-34 and lower rates among veterans aged 18-24 compared to their nonveteran peers.

Drug overdoses surged in the U.S. during the COVID-19 pandemic. Public health experts raised concerns in the pandemic’s early months about how the pandemic and the policies enacted to stem it might increase overdose risk. This brief summarizes the findings of a paper that used national data to identify how states’ COVID-19 policies affected drug overdose rates among U.S. adults ages 25-64 during the first year of the pandemic. Results show that counties located in states that adopted more aggressive in-person activity restrictions experienced larger increases in 2020 than counties located in states with fewer limitations. This dissertation consists of four chapters that focus on the policy process of provincial industrial policymaking targeting the manufacturing sector in China. In the first chapter, I introduce an original dataset called the "Chinese Industrial Policy Attention Dataset" (CIPAD). CIPAD contains 612 central-level and 1907 provincial-level Chinese industrial policies issued between 2001 and 2019. A novel design of CIPAD is that the full text of each industrial policy is transformed into a distribution-of-attention vector which records the attention allocation of each policy among 155 finely segmented industrial categories in the manufacturing sector. In this dissertation, representation, participation, and conflict are examined in state-mandated environmental justice councils. A novel dataset is constructed from council meeting minutes to explore patterns across these key concepts at the individual-level, meeting-level, and council level over time. The first essay examines how meeting-level factors – such as participant diversity, attributes of the meeting, and context – associate with meeting-level participation measured as different types of communication. This essay builds on participation research in collaborative governance, exploring participation through the lens of communication. Leveraging multiple OLS regressions, associations between meeting-level factors and participation through communication are explored. The results …

This dissertation consists of three essays that examine how the performance of collaborative governance may affect the values of diversity, equity, and inclusion (DEI) in public administration. The 2022 National Survey of Military-Affiliated Entrepreneurs provides detailed insights into the experiences and challenges of military spouse entrepreneurs. In this brief, “military spouse” includes spouses/partners of active duty, National Guard, and Reserve servicemembers, as well as spouses/partners of veterans and retirees. However, we acknowledge that the differences between all of these groups are great, and their unique circumstances vary greatly. These findings are based on the data collected from 243 current business owners who self-identify as a military spouse. The study aimed to replicate the factor structure of the KidCOPE in children from military families (N=2256, ages 7–12). However, no prior factor structure could be replicated. Exploratory and confirmatory factor analyses revealed a 2-factor model, but it was not confirmed. This suggests limitations of the KidCOPE as a valid measure of coping style among military children.

In a model of occupational safety, biased perceptions of risk decrease welfare, which may justify government regulation. Bias is examined empirically by the correlation between subjective and objective risk, the former measured by self-reported exposure to death on the job. The correlation is negligible among workers with no high school diploma, consistent with underestimating risk in more dangerous occupations, and strongest among more educated workers when objective risk is specific to harmful and noxious substances, which in psychological studies rank high in dread. Biased perceptions of risk may also lead to biased estimates of value of statistical life. VSL estimates …

Nearly 250,000 U.S. military members transition out of service each year. The Transition Assistance Program (TAP) provides information, tools, and training to prepare service members for their transition to civilian life. However, nearly half of veterans say the military did not adequately prepare them for their transition from service. This issue brief highlights the shortcomings of veteran transition programs, like TAP, and provides recommendations for improving transition outcomes through more holistic programs.
