The conflict in the Pacific Northwest between competing visions of how federal forests should be managed resulted in a political stalemate in the early 1990s. The Northwest Forest Plan (NWFP) was initiated to resolve the demands for maintaining ecosystem processes and biological diversity with the social and economic needs for timber harvest. This project produced a follow-up guidebook, but with a focus on streets redesigned to accommodate bicycle transportation in ways following current best practices. Food and beverage (FaB) manufacturing represents a promising opportunity for small-scale “makers” and local economic development. The growth of entrepreneurial maker businesses can be understood in terms of segmentation of market demand, emergence of new intermediaries, and availability of affordable production infrastructure. Yet the ease of starting maker businesses stands in contrast with the challenges of achieving growth and scale as a manufacturer. Through semistructured interviews with 31 FaB makers in Chicago, New York City, and Portland, Oregon, the authors analyze the challenges facing maker–entrepreneurs in this sector. This report documents how metropolitan planning organizations (MPO), State departments of transportation (DOT), and other transportation agencies are adapting Environmental Justice (EJ) analysis techniques to understand transportation impacts in communities undergoing rapid demographic change. The report also highlights national demographic trends, showing significant change in the size and location of low-income and minority households. These changes are documented in a series of State- and county-level maps demonstrating absolute and percent change in minority populations, low-income populations and limited English proficiency populations between the 1990 – 2010 decennial census periods. This project demonstrates how an inexpensive system (hardware and software) can add new functionality to existing signal controllers, giving bicyclists an efficient way to cross a controlled intersection. The system integrates three components: (1) a Bike Connect box that resides near the signal-controller and is connected to it, (2) an application that runs on a Bike Connect device (currently an iPhone) and requests a green light at the correct approach-distance, and (3) a cloud-based publish/subscribe (pub/sub) component that handles cellular-communication between phone app and box. Governor Brown’s health care financing package, which was released with the 2019-21 recommended budget included several revenue components which provide broad-based, sustainable revenue for health care coverage in Oregon for the next six years. One component of that package is the Subsidized Employer Participation Program, which would be similar to the San Francisco Health Care Security Ordinance (HCSO). The new requirement would compel employers of a certain size who otherwise do not qualify for any exemption to contribute to their employees’ health care costs. Hence, it is critical to consider the interactions between these two types of vehicles in traffic flow modeling. In this study, we aim to develop a macroscopic model to understand how CVs would impact HVs in the traffic stream. Grounded on the second-order traffic flow model, we study the relationships among flow, density, and speed by two sets of formulations for the groups of CVs and HVs, respectively. This dissertation explores social equity as it applies to public transportation. Transit has long been considered a tool to alleviate inequity by limiting the effects of spatial mismatch and providing access to opportunity to disadvantaged populations. This theory, however, has not been adequately proven empirically. The first chapter of this dissertation tests the theory that spatial mismatch is moderated by quality transit service. We do this by taking a cross section of the largest urban areas in the United States and applying structural equation modeling to identify relationships between exogenous and endogenous factors. Internet access has become critical to participating in modern American society, yet the private market is no closer to serving low-income and rural Americans.

In May 2018, the City of Hillsboro announced it would go ahead with a publicly owned and operated, affordable, gigabit-speed Internet service for the entire city. Multnomah County Commissioners voted for a feasibility study of their own in June. The Port of Ridgefield, Washington, has big hopes for its own fiber optic project. Meanwhile, the city of Sandy, Oregon, has been running its own municipal broadband service for the last six years.

The Native American Housing Assistance and Self Determination Act of 1996 (NAHASDA) established a single flexible federal block grant for tribes and Tribally Designated Housing Entity to provide housing assistance to their tribal members. This shift recognized Native rights of tribal self-determination and self-governance, and it reorganized the mechanism by which tribes received compensation for land cessions. The U.S. Department of Housing and Urban Development currently administers the Indian Housing Block Grant (IHBG) annually, with funds typically prioritized to housing on reservation or tribal lands. In an Enhanced Service District (ESD) property managers are required to pay a license fee, and the money from that license fee is used to fund extra security, marketing, and cleaning programs. ESDs patrol a huge chunk of Portland’s public space.

Despite their significant role in managing public spaces, oversight for ESDs is very limited. The city government collects the assessed fees and gives it to the overseeing organizations to spend. There are no oversight measures for these organizations mandated by law.

Homeless shelters can be chaotic and sometimes not much better than living on the streets. Sleeping pod villages, such as Kenton Women’s Village, provide opportunities for community development while still allowing privacy and security. The village model provides a more incremental transition into permanent housing from the streets rather than a sudden transition. Further, research on the efficacy of various interventions that aim to positively impact the health of homeless youth is limited.
