The Comprehensive Planning Workshop is the capstone of the Portland State University's Master of Urban Planning program. The workshop projects are planning studies that have a practical use long after the school term is over.

Originally, the workshop intended to research Albina's history as a background piece to our main research efforts. It became clear to us that there was a rich, fascinating story to be told about Albina, one that we wished to develop and make accessible to more people. As government agencies face a complexity of economic and political issues the availability and utilization of resources through private voluntary organizations (PVOs) have become increasingly important. A review of the literature covering the role of PVOs in developing countries indicates the significant contribution these agencies can have in the development process. There are only a handful of situations where small organizations are working directly with a government agency in the provision of a public service. Theoretically, PVOs are adaptable to a variety of settings, are effective conduits for delivering aid to the grassroots level, and are able to initiate long …

The Relationship Between School Integration And Student Attitude Toward Residential Racial Integration, David Allen Johnson

This study examined factors related to the teaching effectiveness of adjunct faculty in higher education. Specifically, it explored the relationship between personality, as defined by the Five-Factor Model, occupation, and student ratings of teaching effectiveness. Results indicate that personality is correlated to an instructor's classroom behavior and education goals, which in turn are related to teaching effectiveness. In addition, instructors with occupations in social services and education had significantly higher mean teaching effectiveness scores than those from other occupations. Finally, there was an inverse relationship between age and teaching effectiveness in this study, and a positive relationship between teaching experience …

Oregon is now in the process of implementing a first of its kind health care rationing plan. The intent of this new legislation is to expand Medicaid coverage to all citizens at or below the Federal poverty level. Under the proposed system, health care services will be prioritized and will be available only to the extent they can be paid for by presently appropriated funds. This rationing program is an extension of a policy adopted in 1987 whereby Oregon ended public expenditures for organ transplants. This case study of the Portland, Oregon, region analyzes and compares the emerging commuting patterns of exurban, small town, and suburban households. The analysis is based on a mail survey of 1408 households who purchased homes in 1987. By examining the types of households moving to exurbia, their reasons for moving, and the impacts of their moves on journey-to-work a picture is drawn of the forces shaping exurban development and the implications of this type of development for transportation planning and policy.

This report addresses three issues associated with the implementation of APC's, based on an evaluation of the recent experiences of the Tri-County Metropolitan Transportation District of Oregon (Tri-Met). First is the issue of validation, which is concerned with both the recovery and accuracy of APC passenger data. UMTA's Section 15 reporting requirements establish precision standards and corresponding sampling plans for estimating bus ridership at the system level. However, many transit providers are interested in recovering data with sufficient precision to permit ridership analysis at the route level. One outcome of extending a system sampling plan to route level data collection and analysis would be a large increase in the sample sizes required to achieve a reasonable standard of precision. The intent is to focus attention on a particularly diverse segment of the public transportation community, special need providers (SNT), in an effort to further specify and define their nature and role in the public transportation system. Integrating Psychological And Economic Perspectives On Energy Consumption: The Determinants Of Thermostat Setting Behavior, Jane Stromme Peters

Data obtained from two surveys of 283 residents of recently built homes in the Pacific Northwest were used to examine winter thermostat setting behavior. Attitude scales along with demographic, economic and dwelling structure data were used to estimate models of daytime, nighttime and average temperature setting choices. Two series of models were estimated: a partial model using demographic, dwelling structure characteristics and economic data; and an integrated model including the attitude scales.

The results of these analyses demonstrated that the inclusion of data on respondent attitudes toward comfort, conservation, health and cost control significantly improved the explanatory power of the …

An important area of contemporary research is the impact of family responsibilities on the workplace. Historically, caregiving responsibilities have been predominantly for minor children. Increasingly, caregiving involves caring for parents or other elderly or disabled adults.

The study reported in this dissertation compares the effects of caregiving on job stress and absenteeism for two groups of employees, one caring for parents and the other caring for children. The purpose of this analysis is to determine the relative contributions of manager and institutional characteristics as explanatory factors in transit agency performance. An enhanced system is one that displays the address of the telephone which is being used to report an emergency and uses that address to identify the correct unit for dispatch. This study identifies the prevailing scarcity of urban public services and the conceptual relations among service delivery, patronage, bureaucratic activities and structural factors in the Lagos Metropolitan region. It examines the extent to which clientelism, bureaucratic decision rules and structural theoretical models explain water service delivery patterns in Festival Town (Festac), a suburb of Lagos, Nigeria.
