Tri-Met, the transit agency serving the Portland, Oregon metropolitan area is implementing a new bus dispatching system (BDS) that includes automated vehicle location (AVL) technology. An important objective in the agency's decision to invest in a new dispatching system was to maintain or improve service reliability in an urban environment characterized by rapid growth and worsening traffic congestion.

Reading Neighborhood Character : A Semiotic Analysis Of Three Portland, Oregon Neighborhoods, Jodi Hanson Tanner

The character of a neighborhood is demonstrated through environmental cues that tell the casual passerby about a neighborhood and its residents, including such aspects as privacy, neighboring, and wealth. Neighborhoods may be made up of residents all speaking the same message, such as exclusivity or independence; these neighborhoods give coherent messages and have strong identifiable character. Other neighborhoods may seem fragmented or have unclear character because the residential make-up is changing over time. Residents reflect aspects of themselves through the physical surroundings that make up a neighborhood.

The purpose of this report is to document the types of transportation analyses that can be undertaken with the Census Transportation Planning Package (CTPP). In particular, this report focuses on exploring and visualizing the various elements of the CTPP data set. It is structured as a series of small-scale studies that have incorporated the use of CTPP data in order to generate information on a number of transportation-related topics. This report presents the results of a preliminary analysis of axle weights from the Oregon DOT Slow-Speed Weigh in Motion (SWIM) scale at the Wyeth weigh station.* This report includes an analysis of methodology and variables used in the study; estimates of accuracy and precision of the WIM readings; and a regression analysis of the WIM and static scale weighings. Axles weights were collected from the traffic stream.

In theory, proximity to a light rail (LRT) may have two different effects on residential property values. On the one hand, accessibility (proximity to the LRT stations) may increase property values. On the other hand, nuisance effects (proximity to the LRT line and stations) may decrease property values. Existing empirical studies are inconclusive, and failure to separate the effects of accessibility from the nuisance effects may explain some of the ambiguity. In the discussion on the issues of juvenile crime, the nation has ignored the prevalence of mental disorders among youth who commit crimes, and it has failed to provide policy directives on how state systems should respond. With the nation’s attention riveted on youth violence, the issue of prevalence has began to emerge, with the realization that many of the violent acts are committed by a small percentage of young people. Policymakers are beginning to ask questions about the conditions that contribute to a young person’s tendency toward delinquency acts.

Racial and ethnic minorities are disproportionately represented in Portland, Oregon's criminal justice system. Laws, legal procedures and practices that excessively target minorities are not new phenomena. This study focused on a history of political and social conditions in Oregon, and subsequently, Portland, from the 1840's to 1895, that created unjust state laws and city ordinances that adversely impacted Native Americans, African Americans, and Chinese Immigrants. Attention was also given to the Jewish population.

Low Income Housing for Native Americans of Portland, Oregon (LIHNAPO) was created in 1993 in response to the urgent need for affordable housing for Native Americans in Portland. A general principle of school finance is that the cost of the educational program is influenced by varying characteristics of students and school districts. This raises the question of whether state allocation policies should reflect the additional costs associated with particular educational programs, such as special education for handicapped students, vocational, compensatory, bilingual education, and gifted and talented education programs as well as cost differences associated with size, salaries, and related issues. This document investigates green roofs as one piece in a larger strategy that should be taken to maintain the health of the natural environment and the quality of life experienced in Portland. By adding more greenspace to urban areas, green roofs have the potential to bring substantial benefits to our community through mitigating some of the negative impacts of development.

This paper looks at the connection between the regulation of parking by cities, transit service levels, and travel and parking behavior in the United States. Travel behavior information comes from the 1990 Nationwide Personal Transportation Survey (NPTS) and the Federal Urban Mass Transportation Administration’s 1990 Section 15 Report. Data on the current state of parking programs in place in central business districts of the U.S. is identified through telephone interviews of local officials responsible for parking policies from the twenty cities identified in the NPTS. Its primary focus is on the impact of exurban development on state highway corridors and on the policy of access management to control or limit those impacts. The federal Child and Adolescent Service System Program (CASSP), launched in 1984, has been an important contributor to the movement to make major changes in the way services are provided to children with severe emotional disorders and their families . The principles underlying CASSP call for community-based systems of care that are comprehensive and emphasize coordination among child-serving agencies, service delivery in the least restrictive environment, full involvement of families, and cultural competence. These principles have been widely accepted in the worlds of child welfare, child mental health, juvenile justice and special education.

Transit Time Internet Access Version (TTIA1) is a prototype messaging program which delivers real-time bus schedule information to users of the Internet. Using the World Wide Web and the well developed hypertext markup language (html), TTIA1 allows a bus user to request and receive schedule deviation information about a specific bus at a specific timepoint. TTIA1 is part of a project whose goal is to evaluate the effect on riders behavior and riders level of satisfaction of actual arrival time information.
