The City of Portland currently faces a difficult challenge. As the population continues to grow, greater pressure is placed upon the limited amount of public open space available for recreation. As stated in the Portland Parks & Recreation (PP&R) 2020 Vision Plan, "Demographic, recreational, and funding trends suggest that both current shortages and future needs will intensify and produce inequities in our cherished park system" (PP&R, 2001).

This guidebook provides Portland-area planners with relevant information about wildlife crossings in an urban context. While information on wildlife crossings and their effectiveness has been available for a long time, U.S. planners have very little experience with them. In addition, existing information is geared towards rural applications and is not easily transferred to urban environments. It is important to organize this information in a way that is useful to local planners for a number of reasons. First, users should be familiar with the range of available options. In an effort to highlight community-planning efforts in low-income populations and communities of color, a group of Masters of Urban and Regional Planning students conducted interviews with community leaders and wrote this chapter of cases to be incorporated into ONI’s Community Involvement Handbook. These cases are meant to provide inspiration and understanding about the strengths and differences between planning approaches used in diverse communities working outside of the neighborhood association structure. This chapter may also help to inform opportunities for neighborhood associations and other organizations to better collaborate with diverse community groups.

Portrayals Of Disability In The Professional Preparation Of Speech-Language Pathologists, Jane Eric Sleeper Gravel

The purpose of this dissertation research was to discover, describe, and analyze how disability is portrayed to students attending graduate programs with the objective of becoming certified to practice the profession of speech-language pathology (SLP). Curricular materials drawn from the 228 SLP graduate programs in the United States were analyzed, using qualitative research strategies, to shed light on the processes by which portrayals of disability affect the presuppositions and practices of professionals who work in disability services.

The analysis provided supporting evidence for the claims of disability scholars and activists that the concept “disability” is a malleable social construction that …

This dissertation examines the evolution of the high technology industry in the Portland-Vancouver metropolitan region. The research explains how and why the region was able to grow a high technology industry cluster in the absence of a major world-class engineering and computer science research university. The research challenges the conventional assumption that a research university must be in place to create a high technology center. It was hypothesized that high technology firms functioned as surrogate research universities by attracting and developing labor, creating knowledge, and functioning as incubators for startup companies. The Wildlands Project seeks to create a connected system of protected areas across North America that will ensure the survival of all native species, including top predators and wideranging species, in the context of fully functioning ecosystems. Core protected areas are designated based on the biological needs of key species and the requirements of critical ecological processes. To work they must have, or will be restored to have, those attributes traditionally ascribed to wilderness. As cultural animals we create meaning and order. Stories are the primary means our species uses to do this. Stories that rise to the level of myth exert powerful effects on behavior. The dominant myths that explain our relationship to the natural word have two serious failings: our self-importance and a superficial and simplified image of who we are. These stories obscure more than they enlighten, thereby preventing us from addressing the causes of the current extinction crisis. Headway Deviation Effects On Bus Passenger Loads: Analysis Of Tri-Met’S Archived Avl-Apc Data, James G. Strathman, Thomas J. Kimpel, Steve Callas

In this paper we empirically analyze the relationship between transit service headway deviations and passenger loads, using archived data from Tri-Met’s automatic vehicle location and automatic passenger counter systems. The analysis employs two-stage least squares estimation to account for the simultaneous relationship between headway deviations and loads. Controlling for the effects of passenger activity on delay, the results indicate that the observed incidence of excess passenger loads is systematically attributable to deviations from scheduled headways. In turn, analysis of the causes of headway deviations served to identify possible operations control actions that would improve service regularity and, consequently, reduce incidences …

Portland needs to plan for broadband development and take steps to ensure these plans are implemented. In order to implement Portland's land use and economic development goals, broadband must be accessible to all users. This means that any home or business must have access to the best available network technology to meet their needs. Currently, broadband service is not provided at uniform levels City-wide. It must be affordable, which requires real competition among providers. Portland's market presently offers too few choices outside the central business district to meet this criterion. SE Clinton is a popular bicycle route for commuter, utilitarian and recreational bicyclists that fails to provide a safe and direct connection to the Eastbank Esplanade and downtown Portland. Furthermore, residents in the Hosford-Abernethy and Brooklyn neighborhoods do not have a safe bicycle and pedestrian connection to access the Eastbank Esplanade. This gap in the bicycle and pedestrian network must be removed to serve the needs of bicyclists and pedestrians.

American urban neighborhoods are a patchwork; the spatial arrangement of types is a reflection of the dominant transportation technology at the time of their development. The earliest suburban areas were made accessible by fixed route systems such as the electric streetcar, followed by the widespread adoption of the automobile; each transportation epoch resulted in characteristic patterns of land use. This study uses aerial photographic coverage of Portland, Oregon from the years 1925, 1936, and 1945, a time of decline for the once popular trolley lines and dramatic increase in automobile usage, to monitor change within the residential areas of Portland's …

Many states are working on Transportation Framework efforts to build a complete, consistent, and current transportation data layer in conjunction with the NSDI and Geospatial One-Stop efforts. This paper summarizes an effort that systematically re-examined transportation data sharing issues as part of the development of a Transportation Framework for the State of Washington. The Bush administration's decision to abandon the Kyoto Protocol can be explained by prospect theory. The change in federal climate policy between the Clinton and Bush administrations was due to the difference in domain that each president operated under. President Clinton operated under a domain of losses as he associated continued fossil fuel use with future socio-economic and environmental damages from climate change. This domain of losses increased President Clinton's risk tolerances and explains his pursuit of the Kyoto Protocol, an international agreement to limit greenhouse gas emissions. Conversely, President Bush operated under a domain of gains where he did …
