Current fixed-route transit service provided by Salem-Keizer Transit is inefficient in the low-density neighborhoods of West Salem, South Salem, and Keizer. The lack of sidewalks, non-gridded circuitous streets, and large single-family residential lots all contribute to a lack of ridership. As a result, traditional fixed-route transit service is not cost-effective in these areas. Through a five month planning process, a group of Portland State University graduate students, better known as Paradigm Planning, tackled the task of addressing this problem in each of the three study areas. This session will describe the process and results of a NHTSA study that showed a change in driver culture of yielding to pedestrians in crosswalks on a citywide basis. The research won the Pat Waller award from the National Academy of Sciences, Transportation Research Board in January of this year. The approach to changing road user behavior focused on an integrated approach that include Enforcement, Engineering, and Educational efforts that were designed to be dovetailed together and that included a social norming component. In the study of government accountability, there have long been arguments about which model is superior. These arguments, which are largely made by those in the performance and political accountability camps, state that their particular model is the best, and indeed only legitimate approach to ensuring accountable government. At the same time, there is growing research in policy tools but little in how accountability models and policy tools are linked in policy design.

In recent years, the field of workforce development has emerged as a distinct area of policy and practice. While planning scholars have begun to engage with the workforce development field, its relevance and points of connection to planning scholarship remain underexplored. This article attempts to define the workforce development field by articulating its core concerns as well as its domains of practice and scholarship outside the planning field. The article locates workforce development within three stands of planning scholarship, concluding that workforce development represents an important bridge for planners between “place” and “people” prosperity within communities.

As interest in urban agriculture sweeps the country, municipalities are struggling to update, code to meet public demands. The proliferation of urban livestock—especially chickens, rabbits, bees, and goats—has posed particular regulatory challenges. Scant planning scholarship on urban livestock focuses mostly on how cities regulate animals, but few studies attempt to characterize urban livestock, ownership and management practices in the US in relation to these regulations. Our study addresses this gap. Transit serves as backbone infrastructure for many regional and local visions for sustainable urban development. Also, many modern policies predicate transit funding on the potential for transit-oriented development (TOD) near proposed infrastructure investments. However, little research has examined how TOD considerations have informed transit planning. This presentation discusses the results of recent dissertation research that fills this gap. Through multiple transit project case studies and interviews with nearly 100 transit planning professionals, this research categorized how transit projects across 19 U.S. regions were designed to foster TOD and how transit planning professionals identified TOD opportunities as projects were planned. We investigate relationships between environmental governance and water quality in two adjacent growing metropolitan areas in the western US. While the Portland, Oregon and Vancouver, Washington metro areas share many common biophysical characteristics, they have different land development histories and water governance structures, providing a unique opportunity for examining how differences in governance might affect environmental quality. We conceptualize possible linkages in which water quality influences governance directly, using monitoring efforts as a metric, and indirectly by using the change in the sale price of single-family residential properties. BACKGROUND AND OBJECTIVES: The Deficit Reduction Act (DRA) of 2005 mandated Medicaid beneficiaries to document citizenship. Using a prospective cohort (n=104,375), we aimed to (1) determine characteristics of affected children, (2) describe effects on health insurance coverage and access to needed health care, and (3) model the causal relationship between this new policy, known determinants of health care access, and receipt of needed health care.

METHODS: We identified a stratified random sample of children shortly after the DRA was implemented and used state records and surveys to compare three groups: children denied Medicaid for inability to document citizenship, children denied …

Food insecurity and chronic hunger are devastating global problems currently facing more than a billion people. There are many actors involved in the response to stomp out world hunger, including International Non-Governmental Organizations (INGOs). These INGOs, however, work in tumultuous environments with limited resources. This dissertation examines the INGOs involved in the food security dilemma (N=51) to investigate how they use resources to reach hungry populations.

It is hypothesized INGOs use a mix of material resources and social capital to enhance their organizational performance. However, little is known about the impact these resources have on reaching communities in need. Social …

The passage of Measures 5 and 50 drastically changed the way property taxes were assessed in Oregon. The measures were intended to limit the ability of government to raise property taxes, while achieving other goals such as equalizing school funding across the state. The property tax system that resulted is complex and has introduced inequities into the system based on differing rates of changes between assessed value (AV) and real market value (RMV). This report describes the third round of consumer satisfaction surveys conducted with users of Aging and Disabilities Resource Connections (ADRC) of Oregon. The telephone survey was conducted between October 18 and November 2, 2013 and focused on three of the core ADRC functions: 1) information, referral, and awareness; 2) options counseling (OC); and 3) streamlined eligibility determination for public programs. The ADRC Advisory Committee had previously established benchmarks to be used in determining success for many aspects of the program described in this report.

In this article, we examine child welfare caseworkers’ housing-related service strategies when they serve culturally similar versus culturally dissimilar clients. Testing hypotheses drawn from representative bureaucracy theory and using data from the second cohort of the National Survey of Child and AdolescentWell-Being, we find that when non-Caucasian caseworkers share the same racial/ethnic background as caregivers, caseworkers use more active strategies to connect caregivers to needed housing services. The relationship between racial/ethnic matching and frontline workers’ repertoire of service strategies is most pronounced when the need for housing has been registered formally via referrals and case plans and thus legitimated institutionally. …

Urban bicyclists’ uptake of traffic-related air pollution is still not well quantified, due to a lack of direct measurements of uptake and a lack of analysis of the variation in uptake. This paper describes and establishes the feasibility of a novel method for measuring bicyclists’ uptake of volatile organic compounds (VOC) by sampling breath concentrations. Early results from the data set demonstrate the ability of the proposed method to generate findings for transportation analysis, with statistically significant exposure and uptake differences from bicycling on arterial versus bikeway facilities for several traffic-related VOC. In this seminar, Tara Weidner will discuss changes in the works to the State Analysis Procedures Manual (APM) to include three graduated levels of bike planning methods for use in Oregon communities, based on community size, data needs, and planning stage. These include the Bike Level of Traffic Stress (BLTS), a sketch tool used to assess bike network connectivity, the data-heavy Highway Capacity Manual Multi-modal Level of Service (MMLOS) procedures, and a simplified MMLOS developed by the same researchers.

Contested land-management plans make spatial data about values that people attach to the landscape necessary for federal land management. The study area for this project is the Olympic Peninsula, Washington, an area that is divided by a complex mosaic of land jurisdictions, including public lands administered by the National Park Service, National Forest Service, and Washington State, as well as interspersed tribal and private landholdings surrounding the perimeter. Fairview, Troutdale and Wood Village, and all other Oregon cities, are responsible for providing their citizens with fire and emergency medical (EM) services. Rather than establish internal city fire departments, the Three Cities entered into an intergovernmental agreement (IGA) to purchase services from the City of Gresham in March 2006. These services include fire suppression, fire prevention, emergency medical services, and hazardous materials response (2005 Fire Service IGA). Under this IGA, the Three Cities collectively reimbursed Gresham $2.705 million for FEMS in 2012-2013. The current IGA will expire June 30, 2015, and the Three Cities are preparing to review their …
