There is more than the societal dimension of security: the societal creation of security. There are no effective technological solutions without acceptance and public participation. Security Research should consider significant social, cultural, ethical, legal, and political aspects of security from the very beginning, that is, not only in the implementation perspective and in terms of public acceptance and ascribed legitimacy. Civil security is thus becoming an own sub-field of public policy analysis, addressing societal security from a governance perspective. This paper presents selected relevant research results from the EU FP7 project VITRUV (“Vulnerability Identification Tools for Resilience Enhancements of Urban Environments”), relating to methods to integrate consideration on culture and ethics aspects, including citizen acceptance, into conceptual urban planning. While security aspects do not always figure prominently in urban planning, much of that planning has effects on citizens’ security. Critical infrastructure protection (CIP) has become a major issue in civil security, emergency management and natural hazard management. The all-hazard approach has gained ground on the international scale, and the “comprehensive approach” in security policies and security research has been advanced in order to meet current and future threats based on better integrated information, assessment, policies and capabilities. Fake AntiVirus (FakeAV) malware experienced a resurgence in the fall of 2013 after falling out of favor after several high profile arrests. FakeAV presents two unique challenges to investigators. First, because each criminal organization running a FakeAV affiliate system regularly alters the appearance of their system, it is sometimes difficult to know whether an incoming criminal complaint or malware sample is related to one ring or the other. There has been extensive work in crime scene reconstruction of physical locations, and much is known in terms of digital forensics of computing devices. However, the network has remained a nebulous combination of entities that are largely ignored during an investigation due to the transient nature of the data that flows through the networks. This paper introduces an architecture for network path reconstruction using the network layer reachability information shared via OSPF Link State Advertisements and the routines and functions of OSPF::rt_sched() as applied to the construction of identical Link State Databases for all routers within an Area.

The Information Trust Institute (ITI) at the University of Illinois at Urbana-Champaign is developing an entirely new multidisciplinary undergraduate curriculum on the topic of digital forensics, and this paper presents the findings of the development process, including initial results and evaluation of a pilot offering of the coursework to students. The curriculum consists of a four-course sequence, including introductory and advanced lecture courses with parallel laboratory courses, followed by an advanced course. In this paper, we present LiFE (Logical iOS Forensics Examiner), an open source iOS backup forensics examination tool. This tool helps both researchers and practitioners alike in both understanding the backup structures of iOS devices and forensically examining iOS backups. The goal of this research was to find the factors that influence a user’s ability to identify e-mail scams. It also aimed to understand user’s awareness regarding e-mail scams and actions that need to be taken if and when victimized. This study was conducted on a university campus with 163 participants. This study presented the participants with two scam e-mails and two legitimate e-mails and asked the participants to correctly identify these e-mails as scam or legitimate. They accounted for approximately 44% of all fatalities within the law enforcement occupational field between 2002 and 2011. The Case To Accredit Homeland Security Programs: Why Outcomes-Based Accreditation Makes Sense, James D. Ramsay

The following essay lays out an argument for program level accreditation in academic homeland security (HS) programs. Admittedly, neither the practice nor the educational components of the HS discipline are standardized. Indeed, a recent analysis by the Congressional Research Service indicates that there remain several operational definitions of HS in practice. Regardless, this paper provides rationale which argues that after roughly eight years, academic HS has developed enough to be able to identify and support a distinct set of student learning outcomes— knowledge, skills and attitudes—that can both characterize and define the discipline.

Cybersecurity threats to the nation are growing in intensity, frequency, and severity and are a very real threat to the security of the country. Academia has responded to a wide variety of homeland security (HS) threats to the nation by creating formal curricula in the field, although these programs almost exclusively focus on physical threats (e.g., terrorist attacks, and natural and man-made disasters), law and policy and transportation .
