Transportation Planning In Tribal Communities: From Plan Development To Implementation, Cole Grisham Oct 2021

Transportation Planning In Tribal Communities: From Plan Development To Implementation, Cole Grisham

PSU Transportation Seminars

Existing studies surveying transportation planners in Tribal communities have recognized two challenges: (1) that existing planning analysis tools do not always align with Tribal community context and needs, and (2) that it is not always clear what benefits planning provides to transportation project selection and delivery in Tribal communities. These challenges are outlined in a 2020 FHWA Research Needs Statement titled Making Transportation Planning Applicable in Tribal Communities.

This study, therefore, seeks to align available planning analysis tools to Tribal community needs based on a range of contextual factors, and to quantify the benefits of planning analysis in the project …

Low-income residents, immigrants, seniors, and people with disabilities - people who are often the most transport disadvantaged and thus stand to gain the most from tools that could reduce transportation costs and time – are often poorly served by new transportation tools and services, whether due to issues of affordability, gaps in technology adoption, unbanked populations, social or knowledge gaps, physical access, or other barriers. The research team worked with the Portland Bureau of Transportation (PBOT) to evaluate the Transportation Wallet for Residents of Affordable Housing Pilot (TWRAH). The program provided a set of transportation incentives for low-income participants including …

Turning Streets Into Housing, Adam Millard-Bell Oct 2021

Turning Streets Into Housing, Adam Millard-Bell

PSU Transportation Seminars

Wide residential streets in US cities are both a contributor to homelessness and a potential strategy to provide more affordable housing. In residential neighborhoods, subdivision ordinances typically set binding standards for street width, far in excess of what is economically optimal or what private developers and residents would likely prefer. These street width standards are one contributor to high housing costs and supply restrictions, which exacerbate the housing affordability crisis in high-cost cities.

Cities can certainly reduce street widths in new development. But what about existing neighborhoods? Dr. Adam Millard-Ball proposes two strategies through which excess street space can accommodate …

Eisenhower And The Interstate, Brian H. Berry Oct 2021

Eisenhower And The Interstate, Brian H. Berry

Student Publications

By passing the Federal Highway Act of 1956, 34th U.S. President Dwight D. Eisenhower would go down in history as the father of the American Interstate Highway System. It was Ike’s determination to execute his ‘Grand Plan’ for a modernized road network that initiated the monumental effort to produce the roads we as Americans use every day. However, today’s highway network is a far cry from what Ike had in mind when he first envisioned the plan. Congressional dissent and special interests did much to undermine the success of Ike’s ‘Grand Plan,’ forcing him to compromise significantly on the issue. …

Research Collection School Of Computing and Information Systems

Improving the performance of transportation network is a crucial task in traffic management. In this paper, we start with a cooperative routing problem, which aims to minimize the chance of road network breakdown. To address this problem, we propose a subgradient method, which can be naturally implemented as a semi-centralized pricing approach. Particularly, each road link adopts the pricing scheme to calculate and adjust the local toll regularly, while the vehicles update their routes to minimize the toll costs by exploiting the global toll information. To prevent the potential oscillation brought by the subgradient method, we introduce a heavy-ball method …

Resource Capacity Requirement For Multi-Terminal Cooperation In Container Ports, Byung Kwon Lee, Mei Wan Low

Research Collection Lee Kong Chian School Of Business

Capacity sharing among neighboring terminals offer a means to meet increasing or unexpected demand for cargo-handling without additional capital investment. This study proposes a model for capacity requirement planning of major resources, such as quay cranes (QCs), storage space, and gate, in multiterminal port operations where demand is time dependent. A resource profile simulation is run to generate random events across the terminals and estimate the capacity requirement in the form of workload distributions on port resources over time-shifts. The effects on workload requirement, arising from multiterminal cooperation, are subsequently evaluated in consideration of different container flows among terminals. Experimental …

Road Work Ahead: Using Deep Neural Networks To Estimate The Impacts Of Work Zones, Abbas Rashidi, Ali Hassandokht Mashhadi

TREC Project Briefs

Roadside construction - be it a detour, a closed lane, or a slow weave past workers and equipment - work zones impact traffic flow and travel times on a system-wide level. The ability to predict exactly what those impacts will be, and plan for them, would be a major help to both transportation agencies and road users. Funded by the National Institute for Transportation and Communities, the latest Small Starts project led by Abbas Rashidi of the University of Utah introduces a robust, deep neural network model for analyzing the automobile traffic impacts of construction zones.

Routing Policy Choice Prediction In A Stochastic Network: Recursive Model And Solution Algorithm, Tien Mai, Xinlian Yu, Song Gao, Emma Frejinger Sep 2021

Routing Policy Choice Prediction In A Stochastic Network: Recursive Model And Solution Algorithm, Tien Mai, Xinlian Yu, Song Gao, Emma Frejinger

Research Collection School Of Computing and Information Systems

We propose a Recursive Logit (STD-RL) model for routing policy choice in a stochastic time-dependent (STD) network, where a routing policy is a mapping from states to actions on which link to take next, and a state is defined by node, time and information. A routing policy encapsulates travelers’ adaptation to revealed traffic conditions when making route choices. The STD-RL model circumvents choice set generation, a procedure with known issues related to estimation and prediction. In a given state, travelers make their link choice maximizing the sum of the utility of the outgoing link and the expected maximum utility until …

Feeder Vessel Routing And Transshipment Coordination At A Congested Hub Port, Jiangang Jin, Qiang Meng, Hai Wang Sep 2021

Feeder Vessel Routing And Transshipment Coordination At A Congested Hub Port, Jiangang Jin, Qiang Meng, Hai Wang

Research Collection School Of Computing and Information Systems

With increasing container-shipping traffic, congestion at transshipment hub ports happens from time to time incurring longer-than-expected waiting time for vessels and loss of transshipment connections. This situation is even worse for feeder companies, due to their relatively lower berthing priority. It is essential to design the feeder vessel routes and schedules in response to hub port congestion while ensuring efficient transshipment connection with their connecting long-haul services. In this paper, we study the vessel routing and transshipment coordination problem for a feeder liner company where only limited choices of berthing time slots are available at the hub port. We proposed …

Holistic Prediction For Public Transport Crowd Flows: A Spatio Dynamic Graph Network Approach, Bingjie He, Shukai Li, Chen Zhang, Baihua Zheng, Fugee Tsung Sep 2021

Holistic Prediction For Public Transport Crowd Flows: A Spatio Dynamic Graph Network Approach, Bingjie He, Shukai Li, Chen Zhang, Baihua Zheng, Fugee Tsung

Research Collection School Of Computing and Information Systems

This paper targets at predicting public transport in-out crowd flows of different regions together with transit flows between them in a city. The main challenge is the complex dynamic spatial correlation of crowd flows of different regions and origin-destination (OD) paths. Different from road traffic flows whose spatial correlations mainly depend on geographical distance, public transport crowd flows significantly relate to the region’s functionality and connectivity in the public transport network. Furthermore, influenced by commuters’ time-varying travel patterns, the spatial correlations change over time. Though there exist many works focusing on either predicting in-out flows or OD transit flows of …
