The pandemic arising from the 2019 coronavirus disease has significantly affected all facets of human life across the world, including economies and transportation systems, thereby changing people’s travel behaviors. This research was aimed at exploring the relationship between socio-economic factors and e-scooter trip durations before and during the pandemic. We developed a hazard-based duration approach and estimated multiple spatial and non-spatial models on the basis of 2019 and 2020 dockless e-scooter data collected from the City of Austin’s Open Data Portal. People experiencing homelessness frequently rely on public transit systems and facilities as more than a mode of transportation to needed services, but also as safe shelters from weather and danger. This is a challenge for many transit agencies and impacts transit employees and passengers. Dallas and the surrounding counties have the largest homeless population in Texas, and they utilize the services of the Dallas Area Rapid Transit (DART) that serves 220,000 people per day in Dallas County and 12 surrounding counties. The idea of urban compaction has been long proposed and promoted to address the problem of urban sprawl in many American cities. However, there are still rare successful cases of such implementation in the United States. This study uses a classic gravity model, TELEM (Transpiration, Economic, and Land-Use Model) to examine to what extent a land-use or transportation policy must be regulated to make the urban compaction occur in a typical auto-dependent city—Fresno, California. A three-month lockdown in the U.S. at the beginning of the COVID-19 outbreak in 2020 greatly reduced the traffic volume in many cities, especially large metropolitan areas such as the San Francisco Bay Area. This research explores the impact of transportation on climate change by using remote sensing technology and statistical analysis during the COVID-19 lockdown. Using thermal satellite data, this research measures the intensity of the urban heat island, the main driver for climate change during the urbanization process. This report summarizes the results from the thirteenth year of a national public opinion survey asking U.S. adults questions related to their views on federal transportation taxes. A nationally-representative sample of 2,620 respondents completed the online survey from January 31 to March 10, 2022. The questions test public opinions about raising the federal gas tax rate, replacing the federal gas tax with a new mileage fee, and imposing a mileage fee just on commercial travel. Gateway communities are the small towns outside of national parks, forests, scenic rivers, and ski resorts. This presentation will highlight the housing, transportation, and development challenges that these communities faced in the aftermath of the COVID 19 pandemic. Our study captured the perspectives of over 200 communities using a questionnaire and case study approach. We present these results and highlight the innovative strategies that these communities are using to address their housing and transportation challenges.

In countries that promote further EV diffusion, battery swapping opens up a market outlet for time-sensitive consumers as well as another green policy channel. To better understand this phenomenon from the perspective of policy-making, this study establishes a Hotelling model of a competitive market comprising a battery swapping service provider and a charging service provider. The analyses of three scenarios, no subsidization, consumer subsidization, and provider subsidization, reveal how to maximize social welfare. Considering subsidy amount, consumer time preferences, service time, and operating costs, the findings provide valuable insights for policymakers. This session will explore how the Texas Department of Transportation Waco District addressed pedestrian/bicyclist safety and mobility during a multi-year construction project along I-35. This presentation will demonstrate the value of online tools, field implementations, and data collection. Attendees will learn the value of assembling a stakeholder steering committee; counting pedestrian and bicyclists before, during, and after construction; effectively using pavement clings; and using a webpage dedicated to pedestrian/bicyclist updates.

Small towns and cities near national parks, public lands, and other natural amenities throughout the West are experiencing rapid growth and increased visitation. These “gateway communities” comprise a significant portion of the rural West, constituting about 31% of all communities and more than 60% of those under 25,000 people. Our prior NITC-funded research shows that growth and increased tourism create a range of “big city challenges” for gateway communities, particularly a significant increase in housing prices, which pushes the local workforce to outlying areas and other rural communities. This paper studies the accessibility of car-free areas to those with mobility impairments by examining three car-free and car-lite experiments in California. This study analyzes the effect of different built environments on bike-share usage in nascent dock-based systems in three Texas cities. Past research offers little insight as to whether elements associated with higher bicycle usage in major cities affect ridership in secondary, developing bike-share markets within lower density American cities. In Austin and Houston, a positive relationship emerges between bike-share usage and proximity to high-comfort bicycle facilities. All three cities demonstrated surprisingly minimal relationship between bike-share usage and other proven drivers of bicycling activity in urban areas, which may result from system design for leisure- and recreation-based trips.

Electric vehicles (EVs) contribute to carbon emission reduction, but the limitations of existing charging technologies impose a bottleneck to their further diffusion. Addressing the root issues of long waiting time and range anxiety, battery swapping demonstrates great market potential. A swapping service provider may choose between two pricing strategies based on battery rental: pay-per-swap and subscription. This study establishes a game-theoretical model to portray a simplified EV replenishment market including one charging station, one swapping station, and one battery renter, and explores the optimal pricing strategy. Pedestrian safety is critical to improving walkability in cities. Although walking trips have increased in the last decade, pedestrian safety remains a top concern. In 2020, 6,516 pedestrians were killed in traffic crashes, representing the most deaths since 1990 (NHTSA, 2020). Approximately 15% of these occurred at signalized intersections where a variety of modes converge, leading to the increased propensity of conflicts. Current signal timing and detection technologies are heavily biased towards vehicular traffic, often leading to higher delays and insufficient walk times for pedestrians, which could result in risky behaviors such as noncompliance. The California Freight Mobility Plan 2020 lists the Los Angeles-Inland Empire trade corridor region as a prominent industrial hub experiencing an increase in freight flows. The California Freight Mobility Plan also regards automated truck platoon (ATP) as an emerging opportunity to minimize congestion on the trade corridor routes. Percentage change in accessibility from 2022 (“without” ATP) to 2040 (“with” ATP) is calculated for the eighteen industry sectors of the Los Angeles-Inland Empire trade corridor. Recreational trails serve as valuable transportation corridors and support the health of users. Wheelchair accessibility of recreational trails depends on a variety of conditions, including slope, cross-slope, and surface characteristics. This project focused on improving the firmness and stability of a 0.2-mile section of trail that was otherwise accessible. The existing trail surface consisted of loose ¼” off-specification aggregate on native soil. A volcanic ash-Portland cement binder, studied in prior research, was batched, distributed, mixed, wetted, and compacted on site to improve the firmness and stability of the surface resulting in a smoother surface with less rolling resistance. The pilot workforce grew by approximately 20,000 pilots between 2011 – 2019 before shedding almost 6,500 jobs in 2020 due to COVID-19. Long-term forecasts predict industry recovery and growth and the need for robust pilot hiring since approximately 50% of today’s pilot workforce will meet the mandatory retirement age within 15 years.
