Ocean Transport Of Containerized Liner Cargo In The United States-Mexico Trade, Carl Joseph Williams

Commerce between the United States and Mexico will continue to grow due to the incremental benefits of the North American Free Trade Agreement. This growth, however, will be slowed at least temporarily by the recent Mexican Peso crisis. Ocean transportation currently only moves about 8.5 percent of US-Mexico cargo by value even though it is the most efficient mode of transport over longer distances. This study hypothesized that the underutilized ocean transport sector has captured significant high-growth general cargo that is amenable to containerized transport from the air and/or trucking and rail sectors of the US-Mexico trade. The Effects Of Subsidies On Public Transit Long-Run Costs, Kofi Obeng, Wayne K. Talley, Christopher Colburn

This paper investigates sources of public transit long-run cost increases attributable to transit subsidies. The sources include wage, vehicle capital price and service increases. Service expansion is found to be the major source. Transit cost increases related to subsidies are classified as input price, output and finance effects of these subsidies. Transit costs are more responsive to federal operating subsidies, followed in declining order by local operating, state operating and capital subsidies, respectively.

In this paper, we study the problem of optimal road pricing, incorporating public transport into our analysis. We find that when public transport and private transport are substitutes, the welfare implications of optimal road pricing are very different from those when public transport is neglected. In particular, road pricing may lead to Pareto improvement even in the absence of redistribution of toll revenues to road users. We also explain why our result is compatible with the prevalence of opposition to an increase in road toll in everyday experience.

Port Multipliers For Singapore: Impact On Income, Output, And Employment, Rex S. Toh, Sock-Yong Phang, Habibullah Khan

This article examines the contribution of the activities of the Port of Singapore Authority (PSA), a government-owned statutory board which operates almost all of the port related activities in Singapore, to the prosperity of the entire country, by way of multiplier analysis. Input-output analysis is used to compute the income, output, and employment multipliers of port activities, broken down into direct, indirect, and induced effects. The policy implications on port investment and maritime policy follow.

The economic returns that the commonwealth of Massachusetts enjoys from its investments in transportation and other physical infrastructure result from the jobs that are created by these investments and from the enhanced utility of land that public works create. The integrative property of transportation in particular makes the comprehensive planning of transportation facilities an inordinately complex and essential public function. The writing of Maine's transportation policy represents an innovative approach to broad based citizen participation in a policy arena (transportation) where public involvement has traditionally been limited. Through consensus building and shared stakeholder power, environmental concerns were integrated into transportation policy planning at the state level. The process offers a possible alternative to the gridlock and high expense associated with the use of litigation to resolve conflict.

An analysis traces the development of ship registration in Singapore and examines the underlying motivation behind changes in policies over the last 3 decades. For the better part of the 1970s Singapore was classified as a flag of convenience (FOC) country as it pursued an FOC policy that emphasized the quantitative growth of its merchant fleet. Beginning in 1979 Singapore tightened maritime standards as well as ownership disclosure rules, requiring a foreign shipowner to incorporate a company in Singapore. The emphasis is on mass transit policy formulated and implemented by the private and public sectors as response to crises within both the local transit industry and the urban political economy. It is observed that transit riders are responding to service changes while transit planning is responding to ridership changes, or that transit patronage and service supply are highly interrelated. It is also noticed that transit riders transfer from route to route, the introduction of new service may draw some riders from the existing routes, which implies transit patronage on a route is also affected by other parallel and intersecting routes. When faced with a risk for which an inexpensive solution is available, individuals often choose the risk rather than the solution. Protection from certain kinds of risks, e.g., using seat belts or condoms or insulating against radon, is largely under personal control, but individuals often choose not to comply with behaviors which would reduce the risk. The Theory of Reasoned Action (TRA) has been used to predict when individuals will comply. The authors attempted to validate aspects of the TRA by the use of scenarios. The authors examine the route fatality Risk of routes in Erie County, PA and show that some pose a disproportionately high-Risk to users. They argue that transportation safety could be greatly increased by relatively small expenditures and suggest that the most cost-effective Risk amelioration is speed limit control.
