This paper presents the estimation of travel time on highways based on macroscopic modelling. The focus is on real-time values as compared to average or static values. The macroscopic models are used for distributed and time/space lumped settings and corresponding travel time estimation functions and algorithms are developed. The implications of these algorithms for the implementation of various incident management and traffic control strategies are also discussed.

We consider a container terminal discharging containers from a ship and locating them in the terminal yard. Each container has a number of potential locations in the yard where it can be stored. Containers are moved from the ship to the yard using a fleet of vehicles, each of which can carry one container at a time. The problem is to assign each container to a yard location and dispatch vehicles to the containers so as to minimize the time it takes to download all the containers from the ship. Economics Of Overloading And The Effect Of Weight Enforcement: Research Note, James G. Strathman

This note describes the economic rationale for exceeding weight limits by motor carriers in the face of weight enforcement activities. Patterns of weight enforcement practices by states are identified reflecting differences in enforcement intensity and the severity of penalties imposed for exceeding weight limits. Statistical analysis of weight enforcement data shows that the marginal effects of enforcement intensity and penalties are similar in deterring overloading, with most of the enforcement-related deterrence attributable to the use of portable/semi-portable scales.

Since the passage of the Highway Safety Act of 1966, state departments of transportation have engaged in systematic safety improvement planning and programming. According to Davis (2000), the general approach to safety improvement planning employed by most states follows six principal steps:

1. Identification of hazardous roadway locations using crash records;

2. Detailed engineering study of selected hazardous locations to identify roadway design problems;

3. Identification of potential countermeasures;

4. Assessment of the costs and benefits of potential countermeasures;

5. Implementation of countermeasures with the highest net benefits;

6. Assessment of countermeasure effectiveness following implementation.

Being geographically small, land scarcity poses a potential constraint for economic growth in Singapore. Restraining car ownership and car use through motor vehicle taxes is part of the land-transport policy to ensure smoother traffic flow. This paper analyses the use of motor vehicle taxes in Singapore as an environmental management instrument. It evaluates the effectiveness of ownership and use taxes as instruments to internalise congestion and environment externality. Economic issues relating to the use of such taxes are also highlighted. It concludes that motor vehicle taxes offer Singapore a double dividend.

Over the past decade, the adoption of Advanced Public Transportation System (APTS) technology has been motivated by transit providers’ desire to improve service reliability as well as to identify potential savings from improvements in scheduling and service planning. Casey (2000) reports that Automatic Vehicle Location (AVL) systems, a cornerstone of APTS, have been deployed by 61 transit agencies as of 1998.

The purpose of this exploratory research was to assess three stakeholders’ perceptions of the locus of responsibility for driving cessation and identify the criteria that should be included in that decision. The stakeholder groups studied were law enforcement officers, physicians, and the general public age 50 years and older. Defining areas of agreement and disagreement across stakeholders will be valuable for informing policy makers who may be considering statewide or national initiatives. Findings will also be useful for public information and training.

This feedback control design, unlike the existing isolated feedback ramp controllers, also takes into account the ramp queue length. Using a nonlinear H∞ control design methodology, we formulate the problem in the desired setting to be able to utilize the results of the methodology.

The presence of certain state taxes is believed to have a negative impact on truck registration and the location decisions of trucking firms. This study utilizes data envelopment analysis to examine the relationship between the functional heterogeneity of senior LTL motor carrier managers’ departmental positions and the relative efficiency of their companies in the production of quality customer service. Three measures from the Quest for Quality annual survey are utilized to measure customer satisfaction: on-time performance, value, and customer service. It is shown that data envelopment analysis can be used to assist LTL motor carriers in benchmarking the configuration of their managerial hierarchies against their peers in order to achieve the goal of customer satisfaction. The current research uses Porter’s differentiation strategy framework to examine Class I LTL motor carrier service expansion habits over the last twenty years. The examination focuses on carriers bundling transportation and warehousing services together to help differentiate their service offerings from competitors. Results indicate that carriers are expanding service offerings to include warehousing services and are providing significant value-added services to customers. Continuous growth in warehouse service expansion was evident from passage of the Motor Carrier Act of 1980 to the mid-90’s.

Academic researchers published a sophisticated model of world class logistics in 1995 and recently updated it with a model of 21st century logistics. Although such practices are yet to be perfected in the real world, it provides a yardstick for measuring logistical excellence. An innovative world class firm will pursue sustainable competitive advantage through wellintegrated global supply chains. As liner operators are vital members of global supply chains, their contemporary strategies need particular scrutiny to identify elements of congruence or non-congruence. The paper discusses generic liner strategies and identifies the ideal strategy congruent with contemporary supply chain management practices.

Updating and maintaining Geographic Information Systems-Transportation data (GIS-T data) is proving difficult. Different database formats needed to support diverse applications leads to inconsistencies and inaccuracies, and duplication in updating. A clearinghouse approach is recommended for the collection and dissemination of new transportation features that can be segmented in different ways to meet the needs of various applications and inserted to update existing GIS-T databases. The clearinghouse approach is advantageous in that it is based on collecting data about new or changed transportation features once and uses the data many times to update existing databases.

Time Point-Level Analysis Of Passenger Demand And Transit Service Reliability, Thomas J. Kimpel, James G. Strathman, Kenneth Dueker

This paper provides a framework for analyzing transit service reliability and estimating passenger demand at the time point-level of analysis. It begins with a literature review of passenger demand modeling and transit service reliability analysis, and shows how advances in transportation technologies are producing vast amounts of data that encourage the use of new modeling techniques. Differences between route-level and time point-level demand modeling are discussed. Lastly, the results of the passenger demand and transit service reliability models estimated from Tri-Met BDS data are presented.
