The Highway Safety Manual (HSM) was published by the American Association of State Highway and Transportation Officials (AASHTO) in the spring of 2010. Volume 2 (Part C) of the HSM includes safety predictive methods which can be used to quantitatively estimate the safety of a transportation facility. The resulting information can then be used to provide guidelines to identify opportunities to improve transportation safety. The safety performance functions (SPFs) included with this content, however, were developed for several states other than Oregon. The Lower Mississippi River (LMR) and its 5 deep water ports represent a significant national asset as well as a critical portion of a major transportation corridor from the heartland of the country to the Gulf of Mexico. Users of multiple-mode public transportation were compared to users of privately owned vehicle (POV) transportation in work commuting within two different travel corridors of Santa Clara County, California. In the first corridor, high tech companies were the source of questionnaire respondents; in the second corridor, the respondents were predominately municipal and county office employees. Most intermodal travel in the first corridor was with multiple buses. In the second corridor, commuters who used a bus and light-rail combination were studied. We present an overview of the risks associated with cycling to emphasize the need for safety. We focus on the application of frameworks from social psychology to education, one of the 5 Es—engineering, education, enforcement, encouragement, and evaluation. We use the structure of the 5 Es to organize information with particular attention to engineering and education in the literature review. Engineering is essential because the infrastructure is vital to protecting cyclists. Education is emphasized since the central focus of the report is safety.

Several manuals, handbooks and web resources exist to provide varied guidance on planning for and designing bicycle and pedestrian facilities, yet there are no specific indications about which of the varied treatments in these guides work well for users. This project highlights best practices and identifies program characteristics associated with high levels of non-motorized travel, with an emphasis on bicyclists and pedestrians. It highlights practices in the California communities of Davis, Palo Alto and San Luis Obispo. Travel and emissions models are commonly applied to evaluate the change in passenger and commercial travel and associated greenhouse gas (GHG) emissions from land use and transportation plans. Analyses conducted by the Sacramento Area Council of Governments predict a decline in such travel and emissions from their land use and transportation plan (the “Preferred Blueprint” or PRB scenario) relative to a “Business-As-Usual” scenario (BAU). However, the lifecycle GHG effects due to changes in production and consumption associated with transportation and land use plans are rarely, if ever, conducted. This research project examined the feasibility of a bike share program as an effective form of alternative transportation at Bridgewater State University. Bike share models were developed, first, by brainstorming with key members of the BSU campus and surrounding community. Next, three New England colleges with bike share programs were explored to determine how they structured their programs and overcame their challenges. Lastly, the BSU community was surveyed to assess potential interest and usage in bike sharing. The results stated that 84% of total participants were interested in a bike share program with 50% reporting they would use it eleven …

This thesis addresses the issue of the responsibility of the transport manager. The transport manager´s conditions which have to be respected during his/ her work are analyzed. The transport manager is responsible for the decisions made during the whole transportation process. Individual decisions are evaluated and a probabilistic estimate of their importance is determined. A methodology for insurance for the transport manager is proposed.

With approximately 90% of the world's goods shipped via cargo containers, it is vital for the security of these containers to be complete and effective. However, given the volume of containers transiting U.S. seaports, the task of providing complete security is complicated and, arguably, impossible. Nevertheless, the data analyzed throughout this study indicates that the current container security paradigm can be enhanced to accommodate the significant workload. This paper looks at increased use of subcompact cars as a key component in developing a sustainable transport policy. All-cargo airlines carry over 50% of global airfreight, yet they are prone to bankruptcy. Many financial models are designed to predict a firms' financial health, but they do not assess many nonstatistical factors that influence the prediction capability of these models. In this study, qualitative grounded theory design was used to identify nonstatistical factors and explore how they influence bankruptcy prediction models in the all-cargo airline industry. In the first phase of the study, financial data from 2005 to 2009 for 17 all-cargo U.S. airlines were used to determine the bankruptcy prediction ability of the Kroeze financial bankruptcy model. The application of a gravity model in freight modeling work on both short-haul and long-haul trips is discussed. A commodity-based gravity model was developed to assess the distribution of freight by long-haul trucks in southeastern Virginia. Although gravity models have been used extensively in transportation studies, little work has been done to address the special characteristics of freight transportation, such as the definition of friction factors and the differences between long-haul and short-haul trips. Alternative road pricing schemes are promising strategies to alleviate congestion and other environmental problems related to urban and regional road transportation. However, in practice, environmental issues are not often taken into account, especially at regional level. In 2010, due to the financial crisis in Portugal, several tolls were introduced in some motorways that were previously financed by the government. The International Fuel Tax Agreement (IFTA) was established to reduce the complexities of reporting, allocating, and collecting diesel fuel taxes from interstate commercial carriers operating in multiple jurisdictions. This paper examines IFTA's effectiveness as a multistate tax administration model from the perspective of the states. We identify three criteria of effectiveness and use a survey of IFTA officials in the member states and provinces as well as additional data provided by IFTA, Inc to assess IFTA's effectiveness. We conclude that (1) IFTA promotes inter-jurisdictional cooperation and revenue transfers; (2) carriers do not locate disproportionately in low tax jurisdictions; and (3) …

The Airline Passenger Survey is an annual survey of frequent fliers who visit the web site for the Airline Quality Rating. Since 2009, over 4,000 passengers have responded to researchers’ request to provide a consumer perspective on the quality of today’s air travel experience. Airline Quality Rating researchers at Purdue University and Wichita State University compare the consumer experience of air travel with the objective rankings of the Airline Quality Rating (www.airlinequalityrating.com). These detailed findings are provided publicly and periodically released to the media.
