In real-world urban logistics operations, changes to the routes and tasks occur in response to dynamic events. To ensure customers’ demands are met, planners need to make these changes quickly (sometimes instantaneously). This paper proposes the formulation of a dynamic vehicle routing problem with time windows and both known and stochastic customers as a route-based Markov Decision Process. We propose a solution approach that combines Deep Reinforcement Learning (specifically neural networks-based TemporalDifference learning with experience replay) to approximate the value function and a routing heuristic based on Simulated Annealing, called DRLSA. Paris Agreement’s chief objective is to protect the Earth and its inhabitants from a point of no return, when the effects of climate change will be so intense that they will shift the equilibrium of ecosystems. The distinctiveness of this international environmental treaty is that it does not impose climate change mitigation measures, but rather allows nation states to create their own set of measures, the NDCs, to reach the global warming of ‘well below 2oC’ by the end of the century. This study advances land use, transportation planning, and public finance research by identifying: a) the various land use, zoning, and value capture-related barriers to the construction of transit-oriented developments (TODs); and b) the major strategies that are commonly used or could be used to address these barriers. The value capture (VC) tools include joint development projects, tax increment financing, special assessments, lease/sale of land or air rights, and impact fees. The research finds that while a large proportion of jurisdictions across the US have TODs, land use, zoning, and VC-related barriers often impede their construction. Most transit agencies are not …

This study attempts to answer the question of how a narrow (9-ft) lane dedicated to Automated Vehicles (AVs) would affect the behavior of drivers in the adjacent lane to the right. To this end, a custom driving simulator environment was designed mimicking the Interstate 15 smart corridor in San Diego. A group of participants was assigned to drive next to the simulated 9-ft narrow lane while a control group was assigned to drive next to a regular 12-ft AV lane. This fact sheet presents congestion and mobility trends in 14 Mountain West cities as compiled by INRIX Research and author Trevor Reed, in the Global Traffic Scorecard, March 2020. The INRIX Global Traffic Scorecard examines the impact of vehicle travel on 975 congested cities in the world; this fact sheet focuses on the Mountain West, providing insight on the ranking and impacts of congestion. This fact sheet also supplements INRIX’s scorecard with population data from the U.S. Census Bureau to provide context for the rankings.

In just three years, e-scooters have substantially disrupted and altered the urban mobility landscape. Throughout this period, they have been commonly touted as part of a larger micromobility solution that promises to erase equity barriers and solve the first-mile/last-mile problem. However, few studies in the nascent e-scooter literature have considered these claims. In this study, we surveyed students at Portland State University (n = 1,968) about the role that e-scooters, among other modes, played in meeting their general and university-related travel needs. We then estimated models that incorporated demographics, travel behavior, and latent attitudes distilled using exploratory factor analysis (EFA). …

Short-term flooding from extreme storm events poses a serious transportation challenge in U.S. cities. This problem—which is anticipated to grow over the next century with our global climate crisis—is often hardest on vulnerable populations, including low-income and minority neighborhoods. This project advances national research methods for assessing flood vulnerability and prioritizing transportation improvement investments to ensure that no community is left stranded when the next flood occurs.

Real-time ridesharing systems such as UberPool, Lyft Line, GrabShare have become hugely popular as they reduce the costs for customers, improve per trip revenue for drivers and reduce traffic on the roads by grouping customers with similar itineraries. The key challenge in these systems is to group the "right" requests to travel together in the "right" available vehicles in real-time, so that the objective (e.g., requests served, revenue or delay) is optimized. A flood vulnerability assessment of the City of Tucson, Arizona’s transportation systems was conducted with special reference to low-income and minority neighborhoods. Reorganizing bus frequency to cater for the actual travel demand can save the cost of the public transport system significantly. Many, if not all, existing studies formulate this as a bus frequency optimization problem which tries to minimize passengers’ average waiting time. This dissertation is focuses on the role that data and information has in creating and altering behavior related to transportation. To do so, it lays out a theoretical model of technological transition and then follows it up with three case studies. The theoretical model provides a structure to consider how different actors in our transportation ecosystem – users, firms, policy actors – mix with technological evolution to uphold or incrementally recreate our transportation landscape. With the recent rapid growth of technology-enabled mobility services, ride-sourcing platforms, such as Uber and DiDi, have launched commercial on-demand ride-pooling programs that allow drivers to serve more than one passenger request in each ride. Without requiring the prearrangement of trip schedules, these programs match on-demand passenger requests with vehicles that have vacant seats. Ride-pooling programs are expected to offer benefits for both individual passengers in the form of cost savings and for society in the form of traffic alleviation and emission reduction. This research uses a unique database of cycling volumes from the San Diego region to estimate cycling demand and cycling collision models. Continuous cycling count data collected from 34 automated counters are used to extrapolate over 1,400 short duration counts to average annual daily bicycle volumes (AADB). Network characteristics, built environment, and socio-economic characteristics are primary independent variables employed in the modeling. A key contribution of this research is to incorporate both a whole-network measure (betweenness centrality) and a network quality measure (LTS) in estimating cycling volumes. Safe Routes to School (SRTS) programs aim to increase the share of students who commute to school by active modes (e.g., walking and cycling). The goal of this work was to assess the effectiveness of SRTS programs. Towards that end, we analyzed the California Household Travel Survey (CHTS) data from the four counties in the San Francisco Bay area. We estimated logistic regression model(s) to predict the likelihood that a child commutes to school by active modes based on the presence of an SRTS program and controlling for individual, household, and tract characteristics. In this project, we have designed and developed an effective end-to-end system based on advanced Artificial Intelligence (AI), machine learning, and computer vision to automatically monitor, detect, track, and count pedestrians and bicyclists. The main objective of this project is to improve the safety of pedestrians and bicyclists, by applying self-sensed and AI-powered systems to monitor and control the flow of pedestrians/bicyclists. This research project investigates the replicable characteristics, policies, and practices of successful metropolitan areawide public transportation networks that contribute to high usage and make transit an effective competitor to the private motor vehicle. The research method involves the qualitative and quantitative analysis of ten international (non-U.S.) case studies. The principal methods employed were web-based research and data collection, as well as telephone interviews with transit agency staff or regional planners as needed. The case studies were limited to developed western countries with similar metropolitan conditions to those in the United States.

Green streets offer many potential benefits that include improving water quality, absorbing carbon (sequestration), and reducing urban heat island effects. This report summarizes: (1) the research team’s analysis of 14 tools calculating green streets benefits; and (2) the results of applying the most promising calculators to a select group of green streets case studies. The researchers are affiliated with the Mineta Transportation Institute, which serves the California Department of Transportation (“Caltrans”). The report presents the results of the case study analyses, with an emphasis on carbon sequestration benefits and improvements to pedestrian levels of service (PLOS).

Ride-hailing services such as Lyft and Uber offer a potential mobility option for the growing numbers of aging Californians who risk social and economic isolation if they cannot drive for health or financial reasons. They could also serve older adults who currently have mobility options but would prefer a ride-hailing alternative for at least some trips.

The Altamont Pass commuter survey study examines commuters’ perceptions and behaviors towards public transportation during 2019-2020. Results are compared with surveys conducted in 2000 and 2006 to investigate whether there have been any longitudinal changes in the perceptions and behaviors of Altamont Pass commuters over the twenty-year interval. As the previous surveys do, this study focuses on the same three counties, namely, San Joaquin, Stanislaus, and Merced that comprise the Northern San Joaquin Valley (NSJV). Finding a free, curbside parking spaces in metropolitan areas, especially during rush hours, is difficult for drivers. The difficulty arises from not knowing where the available spaces may be at that time; and, even if the spaces are known, many vehicles may pursue the same spaces, causing serious parking contention and traffic congestion. This dissertation presents three cost-effective and easily deployable free parking assignment systems that optimize the travel time of the drivers.
