The investigators determined that the victim used a "long handled shovel" while investigating a detector reading. He was digging by placing his foot on the shovel when the mine went off. The proximity to the power lines made the detectors signal continually in some places. The density of sub-surface roots made the demining group feel it was unsuitable for manual prodding.

This accident involved a “P2MK2” minimum metal blast mine. [P2MK1 and P2MK2 mines are frequently given the same last number.] A letter explaining why it was not identified at the time was found on file in September 1999 - stating that the same mine occurred in two accidents at the site and that survey had not thrown up the presence of minimum metal mines.

The Antipersonnel Mine Neutralization Device (APMINUD) is a mechanical system for safely detonating Antipersonnel mines as part of a peace time mine clearance operation. It is intended to be used in conjunction with a shielded, all terrain vehicle with hydraulic crane. The system would be used to neutralize previously marked AP mines by detonating them one at a time.

The investigators determined that the victim was working in a "breaching lane" when he got a detector reading. He marked the point and started to prod. He found some old food tins and continued prodding. His right hand became tired so he moved his bayonet to his left hand just before the mine went off at 08:40. The victim lost his left eye, two fingers of his left hand and had minor injuries to his right hand and body.

He picked it up and "started playing" with it and it exploded. The Section Leader was covering for another deminer who had gone to urinate [so was not observing].

He was given permission to leave the area to urinate and went into an area declared clear by a dog survey team. Twenty years ago, James Q. Wilson and Patricia Rachal argued that government cannot regulate itself. In an era of revived federalism, increased reliance on contractors, and proliferation of quasi-public organizations, the importance of government self-regulation is greater than ever. This paper tests an underlying assumption of Wilson and Rachal's claim: that regulation of public and private organizations can be differentiated. Employing a meta-research design, this pilot study uses existing regulatory case studies to create "regulatory relationship profiles" for public and private organizations. Communitarian thought is an emerging force in American social policy in the 1990s. Communitarians see the breakdown of community and morality as the major problem of our society. They conclude that rampant individualism is the cause of this breakdown. Communitarians propose reforms that will limit rampant individualism and restore our communities and institutions. In these proposals are threats to social justice, as well as positive elements that social workers can endorse. This paper reviews and critiques the communitarian position and suggests ways that social workers can use this new force to advance the cause of social justice.

This study examines the impact legislation, such as the Family Support Act of 1988, Child Support Recovery Act of 1992 and Ted Weiss Child Support Enforcement Act of 1992 had on child support enforcement in Federal Region V states (Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin). These pieces of legislation authorize coercive means to force noncustodial parents to meet their child support obligations. Child support is the money noncustodial parents are obligated to pay for the support of their children on a monthly basis.
