Two Steps Forward And One Step Back: Conflict And Contradiction In Post-War Guatemala (Review Essay), Kristin Marsh
Two Steps Forward And One Step Back: Conflict And Contradiction In Post-War Guatemala (Review Essay), Kristin Marsh
History and American Studies Articles
What are the real prospects for lasting peace and greater prosperity in post-war Guatemala? This is the central question underlying Susanne Jonas's Of Centaurs and Doves and Christopher Chase-Dunn, Susanne Jonas, and Nelson Amaro's Globalization on the Ground. As events continue to unfold for Guatemalans, these scholars tackle the very current issues of democratization, development, justice, and peace in post-war Guatemalan society. The cruel irony is that the very urgency with which these issues must be addressed belies any concrete prediction or even refined characterization of the existing situation.

The Judicial Transformation Of Social Security Disability: The Case Of Mental Disorders And Childhood Disability, Jennifer L. Erkulwater
Political Science Faculty Publications
A full account of the judicial influence on Social Security disability programs would require a book-length, perhaps even encyclopedia-length, treatise and would take us far afield from our present concern. This article focuses narrowly on the activities of Legal Services attorneys, mental health reformers, and children's advocates. Although mental health reformer groups are only one of many antipoverty organizations involved in advocacy efforts on behalf of the disabled poor, they have been among the most persistent, the most active, and the most successful in using a litigation strategy to achieve their larger policy goals. According to one Social Security official, …

When first established by the Slovenian government in March 1998, ITF was to assist Bosnia and Herzegovina in solving its landmine problem, and help surviving landmine victims with physical-social rehabilitation and reintegration. However, as BiH was not the only country in the region affected by landmines (see Mine and UXO threat in SE Europe), it was only fair to spread its operations to all other mine-affected countries in SE Europe as well. Presently, ITF is working in Albania, Bosnia and Herzegovina, Croatia, Macedonia and Serbia and Montenegro.

JMU's Mine Action Information Center (MAIC) held a workshop on May 13-14, 2002 to examine issues related to landmine victim data collection. The U.S. Department of State, Office of Humanitarian Demining Programs was the sponsor of the two-year long casualty database project conducted by the MAIC, of which the workshop was the culminating phase. Based on its research and the workshop activities, the MAIC has developed a list of "action items" which it recommends to improve the collection and management of landmine casualty data. That list immediately follows this executive summary.

The “Workshop on Assistance to Landmine Survivors and Victims in South-Eastern Europe: Defining Strategies for Success” held in Ig, Slovenia July 1-2, 2002 was a unique forum to address the existing gaps in services and possible solutions for filling these gaps for mine victims assistance (MVA) in the region. This workshop was initiated by the International Trust Fund (ITF) Board of Advisors, who determined there was a need to bring donors together with those working for MVA.
The goal of the workshop was “to identify possible strategies and venues for regional resourcing, cooperation and coordination in the field of landmine …

Rhode Island Latinos: A Scan Of Issues Affecting The Latino Population Of Rhode Island, Miren Uriarte, María Estela Carrión, Juan Carlos Gorlier, Charles Jones, Natalie Carithers, Juan Francisco García
Gastón Institute Publications
The Latino Population has grown dramatically in Rhode Island in the last two decades. This has been particularly the case in Central Falls and Providence where Latinos make up 48% and 30% of the population, respectively. This influx has created a shift in the racial/ethnic make up of these cities and in the cultural background of large sectors of the residents.
The arrival of large numbers of persons who do not speak English and who are not familiar with the structure and practice of public services would, under any circumstance, present a challenge. But the fact that they are recent …

This study was conducted as part of the World Bank-funded "Afghanistan Watching Brief Program", jointly implemented by UNDP and the World Bank. It is an outgrowth of a report entitled Study of the Socio-Economic Impact of Mine Action in Afghanistan (SIMAA), which was subsequently revised and rewritten. The program has supported three main types of activities: (1) economic and sector studies on topics of importance for the Afghan economy and for international assistance to Afghanistan; (2) conferences, workshops, and inter-agency teamwork on topics of interest to the assistance community (i.e. education, health, and food security); and (3) short-term training for …
Nonstandard Work And Child Care Choices Of Married Mothers, Jean Kimmel, Lisa M. Powell
Nonstandard Work And Child Care Choices Of Married Mothers, Jean Kimmel, Lisa M. Powell
Upjohn Institute Working Papers
The focus of this paper is to examine the interplay between nonstandard employment and child care choice decisions of married mothers with young children. We draw on the 1992/93 Survey of Income and Program Participation to estimate two related econometric models of child care choice that include the choice among center, sitter, relative and parental care. First, controlling for the potential endogeneity of the nonstandard work decision, we find that being a nonstandard worker significantly reduces the likelihood of using formal modes of child care such as center and sitter care. In our second model, where we jointly estimate the …

It had been raining a lot one day before, then the ground became less hard and slippery. The truck drove on the usual track that both vehicles used to pass without any problem but due to the slippery ground conditions, the land cruiser escaped from the usual track and it activated a MAI-75 AP mine with its right rear wheel which caused an immediate explosion. This happened inside the cleared area, approximately 287 metres from the beginning of the road (at that time, 4700 metres had already been cleared).

Five years later, U.S. demining-related programs were underway in Afghanistan and seven other countries. By the end of 2001, we will have provided more than $500 million to 38 countries, as well as the Province of Kosovo and northwest Somalia, for various humanitarian demining efforts such as deminer training, mine awareness and mine clearance, as well as orthopedic assistance to, and socioeconomic reintegration programs for, landmine accident survivors and their families. Research and Training Center - Focal Point
This issue of Focal Point begins from the idea that enrichments, far from being frivolous, are instead essential. The joy and meaningfulness which enrichments provide make a direct, positive contribution to quality of life. What is more, enriching experiences add to our reserves of strength and purpose, and these reserves in turn enable us to adapt, cope, recover and even thrive in the face of challenges and stresses. Specifically, this issue of Focal Point looks at research related to sources of enrichment, and at innovative programs that promote enrichment and achieve positive outcomes for children with emotional and behavioral challenges, …

The Commonwealth’s economic growth over the past decade has led to more jobs and an increasing median income, but the rising tide has not lifted the boats at the bottom. The bottom 20 percent of the Commonwealth’s families with children have not found relief. Growth in earnings has been almost completely offset by the loss of public support, which in turn has strained the private sector’s emergency support system. Poverty rates for families have dropped only slightly, child poverty rates and the percentage of families who are very poor have increased, and the need for emergency housing and food services …
