The success of the Mine Clearing Survivable Vehicle (MCSV) Proof of Performance Test was the result of the efforts of a large team of people from a number of organizations. The Micro-Vegetation Cutter (MVC) system was tested in the late summer and early fall of 2004 at a U.S. Army Countermine development site in central Virginia. The MVC project was funded by the U.S. Army’s Night Vision and Electronic Sensors Directorate (NVESD), Countermine Division, Humanitarian Demining (HD) Research and Development Office located at Ft. Belvoir, Virginia. The MVC system, consisting of a remote-controlled vegetation cutter vehicle and a command vehicle, is the product of the project engineer, Mr. J. Michael Collins. The Anti-Personnel Landmine Regulation mandates an overall assessment of all EC mine action every three years. This report contains the first such assessment for the period 2002-2004. The total funding by all EC budget lines for 2002-2004 for mine action was about 116M, of which the horizontal mine action budget line was nearly 40% at 45M. The total for the same period for all EU mine action, including contributions by Member States, was about 410M, of which the dedicated budget line is just 11%. This report documents the field testing of two vehicle-based, mine clearing systems both of which are based on the use of the Rotary Mine Combing Tool (RMCT). A principal objective of the welfare reform act of 1996 (PRWORA) was to encourage welfare recipients to obtain jobs rapidly, a strategy termed "Work First." Much analysis shows that Work First raises the incidence of direct-hire and—in a sizable minority of cases—temporary-help agency jobs among welfare clients. But the effect of these jobs on longer term labor market outcomes, such as labor force participation, earnings, and welfare recidivism, is unknown. Because welfare recipients who obtain jobs rapidly are positively selected from the pool of all Work First participants, a simple comparison of long-term outcomes among job takers and non-takers is …

This cost-benefit analaysis of mine clearance operations in Cambodia was launched by the national regulatory and coordinating body, the Cambodian Mine Action and Victims Assistance Authority (CMAA) in cooperation with UNDP. The socio-economic benefits of mine action was assessed covering the period since the start of the programme in 1992, and a cost benefit analysis model developed for the use of the Royal Government of Cambodia and stakeholders involved in mine clearance.

This thesis examines President Ronald Reagan’s poverty discourse during his first term. Using the work of Walter Fisher, this study examines Reagan’s narrative rationality in constructing images of welfare recipients and the welfare system in the justification of his policies. By identifying links between Reagan’s rhetoric and the rhetoric of debates leading to the passage of the 1996 Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), this thesis supports Asen’s (2002) claim that Reagan created a "discursive context" that made passage of PRWORA possible. Moreover, the study suggests the utility of using Skowronek’s (1997) "Recurrent Structure of Presidential Authority" in …

As the census data reveals, the state of Connecticut will experience a sizeable increase in the percentage of Blacks and Hispanics by the year 2025. The projected increase in Blacks and Hispanics will most certainly have political and public policy ramifications in the years ahead.
Demographic trends in Connecticut pose distinct challenges for both political parties. The ability to understand the policy needs of the state's increasingly diverse population, an understanding of how policy needs translate into political behavior will be required among those who seek public office in Connecticut.

As the result of field experience gained in Egypt and Angola, the Humanitarian Demining Program Management Office (HDPMO) of the U.S. Army Research, Development and Engineering Command (RDECOM), Communications-Electronics Research, Development and Engineering Center (CERDEC), Night Vision and Electronic Sensors Directorate (NVESD) undertook the design and fabrication of a heavy-soil cultivator to lift buried antitank (AT) and antipersonnel (AP) mines to the surface and move them off to the side in windrows. An evaluation study conducted in KwaZulu Natal, South Africa, provides important insights into whether learners who participated in a fact-based, interactive course had more knowledge about HIV risks, prevention, and care practices; more positive attitudes toward prevention practices and people living with HIV and AIDS; and a higher prevalence of reported safe behaviors than comparable learners who did not participate in the course. Results show that the Life Skills Grade 9 Curriculum had a positive impact of students’ knowledge of HIV/AIDS, attitudes about abstinence, and intention to use condoms. There was, however, no evidence of increased adoption of such protective …

Single Mothers, Social Capital, And Work-Family Conflict, Teresa Ciabattari

The purpose of this paper is to examine work-family conflict among low-income, unmarried mothers. I examine how social capital affects work-family conflict and how both social capital and work-family conflict affect employment. I analyze the Fragile Families and Child Wellbeing Study, a national sample of non-marital births collected in 1998-2000 and 1999-2002. Results show that social capital reduces unmarried mothers' reports of work-family conflict, especially for low-income women. In addition, mothers who report high levels of work-family conflict are less likely to be employed; this pattern holds for women who are not looking for work as well as those who …

Four years ago, in response to numerous reports of the growth of predatory lending, both locally and nationwide, the Massachusetts Community & Banking Council (MCBC) – whose Board of Directors has an equal number of bank and community representatives – commissioned a study of subprime refinance lending in the city of Boston and surrounding communities. The resulting report, Borrowing Trouble? Subprime Mortgage Lending in Greater Boston, 1999, was the first detailed look at subprime lending in the city of Boston and in twenty-seven surrounding communities.

With this study, a cross disciplinary team of the Center for Construction Policy Research has taken a first and significant step in documenting employee misclassification in the Massachusetts construction industry. This report documents the dimensions of misclassification and its implications for tax collection and worker compensation insurance.
Misclassification occurs when employers treat workers who would otherwise be waged or salaried employees as independent contractors (self employed). Or as one report commissioned by the U.S. Department of Labor put it, misclassification occurs “when workers (who should be) getting W-2 forms for income tax filing instead receive 1099- Miscellaneous Income forms.”

This case study describes the mine detection dog (MDD) training programme used by Norwegian People's Aid (NPA) in its Global Training Centre (GTC) in Bosnia and Herzegovina. According to a recent report on the status of women in Massachusetts, the Commonwealth has an “extraordinarily high” incidence of women of color with HIV/AIDS. Over 4,200 women are infected and women of color account for a disproportionately high number of these cases.

Deminer [the Victim] started demining in his lane no. 47. He set off a P4 MK1 antipersonnel mine with his right foot by stepping on it 07:10 am. Explosion occurred 2 meters from the end of the 27 meter long cleared lane in already cleared area. Deminer fell down to his front. He was not injured except for small scratch in his little finger due to falling. His boots did not suffer any damage.

This paper lays out some of the basics of a language-based, person-centered, or agentic model of practice for nonprofit organizations, voluntary action and philanthropy within the emerging domain of commons theory. Six principles are identified for the practice of commons. Two threats to the production of common goods - bureaucratization and colonization of the life world - are discussed and evaluated as limitations of the practice of commons.
