This report reviews how the "Programme of Norwegian People's Aid" has adapted to reach the objectives it has set for its work for the period from 2004 to 2007. In line with the Norwegian People's Aid (NPA) international strategy, which promotes a rights-based partnership approach, the NPA is committed to exploring new approaches to mine action that promote greater involvement of the local mine affected populations. A starting point in this process is a review and conceptual framework paper prepared for NPA by Ruth Bottomley. Through a review of existing documents, the paper provides a reflection on why community participation is important in mine action and outlines some of the challenges. Existing examples of community participation in mine action are compiled with documented strengths and weaknesses.

This paper uses a recent survey of welfare leavers in Toronto to examine Workfare, a uniquely American initiative introduced into Canada, with its different welfare state history and traditions. When classic American workfare was imported by an enthusiastic government in Ontario, its application led to employment outcomes remarkably similar to those in the US (reduced caseloads, insecure and contingent employment, high recidivism). Yet, Canada's earlier commitment to community and collective responsibility have not been entirely subsumed below the overarching American umbrella. The deminer was doing clearance around an accident site where an AP mine blew off the tire of a car on the 23rd November. The soil in the area is hard and there are lots of metal pieces in the ground. The mine was detonated by the deminer during excavation most likely due to incorrect procedures. The blast went through a gap between the visor and the vest and caused injuries to the deminers face. Also the thumb on his right hand received injuries. The leather gloves the deminer was wearing saved him from worse injuries.

The primary cause of this accident is listed as “Deminer inattention” because the Victim slipped into the cleared area. Questions arise about the suitability of his footwear. The secondary cause is listed as a “Management control inadequacy” because the management of the demining group declined to make the accident details available. Although this is sometimes done to protect the Victims, in this case the Victim’s name was among the limited detail made available. It is possible that the managers have chosen to avoid transparency because they are afraid that the circumstances of the accident would reflect badly on their organisation.

Ninety percent of the 1,100 families who utilize the state's shelter system annually are headed by women, as are approximately 20% of the 19,000-29,000 individuals who stay in Massachusetts emergency shelters each year. In total, a minimum of 5,000 women and 2,000 children annually stay in Massachusetts homeless shelters.
These figures do not include over 3,000 women in domestic violence shelter (60% of whom enter shelter with their children), not the 50% of families seeking emergency shelter who are turned away each year. The overall aim of the study was to explore the effects of environmental variables on mine detection by dogs. Operational mine detection dogs were used to search for mines in a test mine field, near Kabul, Afghanistan. The key variable used in the analysis was whether a mine was found or missed by the dog. Mine action has tended to develop on a national basis. However, the experience of South-Eastern Europe has shown that a broader, regional approach can bring greater effectiveness and efficiency to mine action projects and programmes.

In the 50 years since economist Milton Friedman published “The Role of Government in Education” scholars and policy makers have been debating how parental choice through market mechanisms can and does operate in education. Market “optimists” argue that education is a service that can be produced under a variety of arrangements and that parents are natural education consumers. Market “pessimists” argue that education is a public good that should be produced in government-run schools, and that school choice programs suffer “market failure” because only advantaged families will have the resources and experience to choose effectively.

Mine action has played a role in Mozambique's achievements over the past decade by opening infrastructure networks, reducing the toll of casualties from landmines and unexploded ordnance (UXO), assisting landline survivors, and clearing hazards that posed a danger to lives and a constraint on development for many communities. As is true for most activities in Mozambique, observers with the benefit of hindsight can point to many ways in which mine action organisations and the programme overall could have done better. In the framework of the in-country trials of the hand-held dual-sensor system Minehound in Cambodia, tests additional to the main trials are executed. In this document two of these additional tests are reported. Both are blind tests. In the first test the ability of the local deminers to discriminate mine-like targets from indigenous clutter with the help of the Minehound is examined. This article seeks to challenge a basic assumption of international law and policy, arguing that the existing state-based international legal framework stands in the way of developing effective responses to state failure. It offers an alternative theoretical framework designed to spark debate about better legal and policy responses to failed states. Although the article uses failed states as a lens to focus its arguments, it also has broad implications for how we think about sovereignty, the evolving global order, and the place of states within it.
