This research describes the evaluation of the HMA programs that are funded by the Netherlands for the period 1996–2004, specifically on their embeddedness into a broader development strategy. Embeddedness is defined as the extent in which other humanitarian objectives and programs are attached, combined or integrated with HMA programs. Embeddedness has increasingly attracted attention, because landmines and ERW are a direct threat to individuals and communities, but also indirectly by being a barrier for short-term emergency interventions and long-term development efforts. Using means tests, ANOVA, contingency methods and polytomous logistic regression techniques, I analyze job satisfaction survey data provided by former welfare recipients in Illinois. Mean job satisfaction in the sample is high. Wages, work hours, professional status, having employer sponsored health care and being in good health have sign ficant positive effects on job satisfaction. Contrary to popular assumptions regarding welfare dependency, time on welfare positively affects post- TANF job satisfaction. I discuss implications of these findings in the context of policy debates regarding TANF reauthorization.

Continuing his SOP drills he began to excavate the area of the source of the signal to the metal detector using the trowel issued to him for this purpose. He may not have been working to the SOP drill, as it seems likely that, because of the restricted area of work caused by the surrounding rocks, he was digging directly down to the mine, rather than digging across to the mine by excavating a small trench. An explosion occurred when the PMN antipersonnel mine, which was the source of the metal detector signal, detonated.

The deminer stated that the two mines that he had found earlier that day had only been 5cm deep, and that he did not expect to find another mine so close to the last one [even though the previous three had been with 2 metres of each other], or so deep; he therefore assumed that the signal was not a mine. He thinks that the mine was deeper than 10cm below the surface. He accepts that he may have exerted too much pressure whilst excavating.

Understanding where middle-aged and older adults live, where they are moving, how they get around, and the factors influencing these decisions is essential for planning for the future. To gain an understanding of the impact of age-related shifts on housing and transportation demand, Portland State University's College of Urban and Public Affairs, via its Institute on Aging, was contracted to conduct a review of the literature and to analyze existing key local and national data sources. Persons contemplating adoption in Clark County face many legal boundaries and lengthy delays. Since adoption is a creature of Clark County, the answers usually can be found in state statutes, agency regulations, and court opinions. Research on health disparities affecting people of color typically focuses on their health status, health treatment and health outcomes with a particular emphasis on the relatively high rates of morbidity and mortality from selected diseases for ethnic and racial minority groups. This fact sheet offers a different but related focus on gender and race/ethnicity in the health care workforce. Our rationale is that the Sullivan Commission on Diversity in the Healthcare Workforce concluded that the lack of minority doctors, nurses and dentists is a significant cause of racial/ethnic health disparities and that the ability to recruit, train and retain minority …

The COACH program was created through a Social Security Administration (SSA) grant provided to assist eligible chronically homeless individuals apply for Supplemental Security Income (SSI) and Social Security Disability (SSD) benefits. On April 1, 2004, the SSA released $6.6 million in "HOPE" awards to 34 organizations, including Clark County Social Services (CCSS) who received $450,000 over three years. Later in 2004, they released additional funding to include seven more organizations in the program. In total, the SSA has committed nearly $18 million to the program over three years. The purpose of the assistance is to improve the quality of life …

The federal government recently enacted its first school voucher program as a pilot project in the District of Columbia. To be eligible, students need to be entering grades K-12 and have a family income at or below 185 percent of the poverty level. Although a rigorous analysis of the Opportunity Scholarship Program’s impact on student achievement and other outcomes remains a prospect for the future, at this early point initial data exists regarding the families that are applying for the program and the students that are using and not using the voucher when offered. Both the criminal justice and the juvenile justice systems have experienced increased strain due to criminal acts committed by juveniles. Many experts suggest that one way to ease the burden of the courts can be found in the theory of restorative justice. Most often the juvenile justice system is most concerned with the risk and needs of youthful offenders without significant consideration for the victims. A key component in the restorative justice theory is victim offender mediation which seeks to reduce the impact of crime on victims and the community. Following a decade in which Medicare operated as the leading ‘change agent’ within the US health care system, the private sector rose to the fore in the mid 1990s. The failure of President Clinton’s attempt at comprehensive, public sector-led reform left managed care as the solution for cost control. And for a period it worked, largely because managed care organizations were able to both squeeze payments to selective networks of medical providers and significantly reduce inpatient hospital stays.
