In this article three important policy questions are suggested in light of signs of recent growth of nonprofit news and the possibility of a great deal more similar growth in the future: 1) Does nonprofit news production pose a plausible solution to the economic troubles of the U.S. news industry? 2) Would industrial subsidies of nonprofits, like those for “welfare state” health and human services co-production offer a potential solution to the economic problems of the U.S. news industry? 3) Can the currently evolving internet-based system of news production by volunteer citizens be sustainable in the long run?

To combat the possibility that retirees might outlive their assets, Singapore’s Central Provident Fund (CPF) – the national compulsory savings and social security scheme – made the bold move of mandating annuitisation. This followed the findings of a 2007 government study examining how CPF might respond to an increasing life expectancy as the country's baby boomer generation enters retirement.

As urban agriculture grows in popularity throughout North America, vacant lots, underutilized parks, and other open spaces are becoming prime targets for food production. In many post-industrial landscapes and in neighborhoods with a high density of old housing stock, the risk of lead (Pb) contamination at such sites is raising concerns. This paper evaluates the extent to which soil Pb contamination may be an obstacle to the expansion of urban agriculture in Oakland, California. Using a combination of soil sampling at 112 sites, GIS, “hot spot” analysis, and reconstructed land use histories, the research reveals that soil Pb concentrations are …

In response to the limited guidance on the topic of transition to national ownership, the GICHD commissioned nine country case studies in 2011 to highlight different contexts, processes, challenges, good practices and lessons learnt from the process of transition to national ownership.

Based on lessons learnt and the good practices highlighted in the case studies, the GICHD, in collaboration with UNMAS, produced a Guide on Transitioning Mine Action Programmes to National Ownership.

Milwaukee, Wisconsin is considered the most segregated city in the country and has the most disproportionate rate of minorities in Wisconsin’s juvenile justice system. The State of Wisconsin recognizes disproportionate minority contact (DMC) is a product of both differential offending by minorities and the racist differential processing by the juvenile justice system. Milwaukee’s residents are locked in a conflict about the role of racism in the high rates of minority crime and whether to address DMC with more stringent punishment or increasing alternatives to incarceration. In this report, we present a first-ever overview of what is known about the relationship between the status of youth and their parents’ low-wage jobs. Of the 20 million adolescents with working parents, 3.6 million (one out of every six) are in low-income families where parents have low-wage jobs. We identify several ways that young people are harmed by their parents’ low-wage, low-quality jobs that point to the urgency of this issue.

The Center for Women in Politics and Public Policy at the University of Massachusetts Boston released this fact sheet just prior to the November 2012 general election. Currently, just less than one quarter (24.5%) of Massachusetts legislators are female, putting Massachusetts behind all other New England states when it comes to the election of women to state legislative office. Vermont has the highest percentage (38.9%) of women in its legislature in the New England region.

This qualitative study examines Holton Youth and Family Center Community Investment Program in Milwaukee, Wisconsin. The Community Investment Program uses intensive mentoring as a way to prevent young people from choosing a life of crime and/or to interrupt the path of crime for youth involved in negative activity. Based on mentor/mentee interviews, the findings indicate that the program has had an overall positive impact on the mentee participants in the areas of academic participation, skills and interest development, improved parental relationships and feelings of self-worth.

This thesis seeks to explain the reasons that homelessness occurs, and how it is currently being dealt with in public policy. Triggers and predictors of homelessness are explored and it is shown that triggers are almost always compounded, indicating a multitude of factors that lead to homelessness. The culture and community surrounding the homeless lifestyle is seen as playing a significant role in how the individual copes with their homelessness. Researchers hypothesize that social capital in the United States is not just declining, but that it is declining across generations or birth cohorts. Testing this proposition, we examine changes in social capital using age-period-cohort intrinsic estimator models. Results from analyses of 1972–2010 General Social Survey data show 1) that informal association with neighbors declined across periods while informal association with friends outside of the neighborhood increased across birth cohorts; 2) that formal association was comparatively stable with the exception of relatively high levels of formal association among the early 1920s and early 1930s birth cohorts; and 3) that trust declined …

This article examines the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA) in its current form and explains why a critical perspective is useful when analyzing the policy and reform efforts. Using this approach, we consider the development of the policy and describe ways that gender and racial differences may hinder equal access to medications for some of the most vulnerable older adults. The Community Living Assistance and Supports (CLASS) program, created under the Patient Protection and Affordable Care Act, established a federally-administered, voluntary insurance program that allows for working adults to purchase insurance to cover the cost of long term support services. The CLASS program is the first step towards moving away from a welfare-based system, improving consumer choice, and creating a stable funding source for long term care needs. Enrollees in the CLASS program who meet benefit eligibility requirements and need care assistance will receive a cash benefit to pay for supportive services such as home health care, adult day services, …
