The labor of enslaved Africans and Black Americans played a large part in the history of colonial America, with the American plantation being the epicenter for all that was to be produced. While the two have never been completely tied together, capitalism and modern day slavery have been linked with one another. Some analysis sees slavery as a remote form of capitalism, a substitute, to an antiquated form of labor in the modern world.

Research indicates that the annual incidence of child maltreatment is around 10% and that more than one-quarter of children have, at least indirectly, experienced some form of violence. Prospective studies find that in high-income countries, like the United States, there are moderate correlations between childhood maltreatment and low educational achievement, low skilled employment, depression, suicide attempts, and alcohol problems, as well as strong correlations with obesity, behavior problems in childhood and adolescence, and criminal behavior. The emergence of the New Public Management with its emphasis on performance measurements and managerial strategies such as accountability, efficiency, and cost effectiveness have encouraged nonprofit child welfare agencies in New York City to pursue the practice of the private sector. In the current environment, service delivery has become more entrepreneurial, strategic and outcome minded on the assumption that the market-oriented approach is more effective (Watson-Bishop, 2007). This study examines the relationship between policy and service delivery. Specifically, it investigates the impact of the initiative known as Improved Outcomes for Children on child welfare supervisors in a managerial environment.

I base this paper primarily on my teaching of introductory international relations since 1979. Introductory international relations instructors need to give disability issues more attention. First, I look at participants in international relations: states and their leaders; global governance—particularly the Convention on the Rights of Persons with Disabilities; and transnational actors-particularly Disabled Peoples’ Organizations (DPOs). I then examine issues: rights, war and peace, and development. Second, I examine two approaches from the disability studies literature: disability as a deficit demographic category (based on a medical model), and disability as the basis for a social movement (based on a social model). …

Charter schools have been a part of the educational landscape in New York City since the first New York charter school opened in Harlem in 1999. We define a charter school as any school that (1) operates based on a formal charter in place of direct school district management and (2) reports its finances independently from the school district. We define all other public schools as district schools. According to the New York State Department of Education (NYSDoE), New York City was home to 1,575 district and 183 charter schools in Fiscal Year 2014 (FY2014). Seven percent of all public …

Eliminating health disparities is a priority across national agenda and initiatives such as the National Partnership for Action to End Health Disparities (NPA), the National Prevention Strategy, and Healthy People 2020. To advance this priority under the NPA, the Federal Interagency Health Equity Team (FIHET), which is an NPA federal cross-sector and collaborative platform, initiated a voluntary pilot “health equity mapping” exercise in 2014. After the Three- Day Learning Institute, classroom teachers were assigned a mentor who provided monthly supports to the classroom teachers in the adoption English language learners and cultural competency strategies with the goal of creating culturally and linguistic responsive classrooms. Current research indicates an association between intense adolescent work (twenty hours or more per week) and delinquent behavior. It has been widely speculated that this relationship is spurious, occurring only as a result of other factors which are common to both offending and intense employment. The current study attempts to fill a gap in the literature by utilizing the Pathways to Desistance dataset to examine the evolution of the relationship between work and self-reported offending in a longitudinal sample of juvenile offenders. Research demonstrates that the prevalence of mental health conditions among justice system involved youth is alarmingly high, coupled with a strong likelihood of multiple traumatic exposures. Unfortunately, while the need for appropriate and timely treatment is acute, the juvenile justice system seems challenged in meeting it. The authors of this issue of Focal Point identify and propose solutions to these challenges with new research findings.

School choice reforms comprise a broad category of policies aimed at improving public education through the introduction of market forces that expand customer choice and competition between schools. Here we summarize our research to date on the effects of a large statewide school voucher initiative, the Louisiana Scholarship Program (LSP), and draw the following conclusions: • Overall, participating in the LSP had no statistically significant impact on student English Language Arts (ELA) or math scores after using an LSP scholarship for three years. • The subgroup of students who were lower achieving before applying to the program did show significant …

Consequently, an investigation into the evidence of the corruption and the ethical infringement is needed. In this paper, I will evaluate the pharmaceutical industry’s adherence to the three major branches of ethics. The ever-increasing prices of pharmaceutical products, especially medications used for the combating of anaphylaxis and cancer, coupled with the compensatory-based medication promotion and research points to a major crisis in the realm of social justice. The Louisiana Scholarship Program (LSP) offers publicly-funded vouchers to students in low-performing schools with family income no greater than 250 percent of the poverty line, allowing them to enroll in participating private schools. Established in 2008 as a pilot program in New Orleans, the LSP was expanded statewide in 2012. This report examines the experimental effects of using an LSP scholarship to enroll in one’s first choice private school on student achievement in the three years following the program’s expansion. Large negative achievement effects in the first year of the program appear to have been followed by improvement in the …

The debate over school vouchers continues as more states offer government dollars to fund private schooling for students as a method of improving choice and quality in K-12 education. Previous research in the charter school sector has found that special education enrollment discrepancies between charters and traditional public schools is likely due to a mixture in parental choice making, differential identification practices, and the removal of special education labels. Since school voucher funds are public, policymakers fiercely debate how those funds should be spent. A goal of many decision-makers is to ensure that every private school option is “highquality” through program accountability regulations. Private schools, however, have a say in the matter. They can decide whether or not to participate in a private school choice program and likely factor the type and level of program regulations into that decision. Social isolation and loneliness are related and the terms are often used interchangeably, but they are distinct concepts with different definitions, health impacts, and interventions. Our population is aging and older people are at increased risk for both social isolation and loneliness and the associated negative health consequences. Understanding the important differences between social isolation and loneliness will help us recognize them earlier in vulnerable populations, engage in more meaningful conversations with older adults about their own risks, and will inform the development and delivery of more individualized, meaningful, and cost-effective interventions.

Depression manifests differently in Latinos when compared to other racial-ethnic groups, but little is known regarding linguistic differences among Latinos. This mixed methods study explored the depression screening processes among patients and medical providers at a Federally Qualified Health Center (FQHC) through an ethnic-linguistic lens. Binary logistic regressions were performed to determine the effects of ethnicity and language on PHQ-2 screening rates for 10,285 adult patients seen during a primary care medical visit from 2014 to 2015; of these 4,745 (46%) patients were screened for depression. Spanish-speakers were screened for depression more often than non-Latinos and Latinos who were English-speakers. …

Foster youth reportedly face unusual and negative life circumstances and outcomes due to being placed in out-of-home care. Foster care provides a resource for substitute caregiving which can range from archaically institutional to warm and familial. Foster care is a transient system which alters what is normative for youth relative to what mainstream youth experience, especially in adolescence. Being out of control of their lives and futures serves to create vulnerability for foster youth in the area of sexual and reproductive health. This paper explores alternative strategies for taking service dogs seriously. I argue for multiple analytical perspectives to understand service dog issues (as opposed to overreliance on a single method). Analysts (including journalists, policy-makers, and activists) should reflect on media coverage, socio-economic realities, politics and law, and many other factors. Rather than thinking "either/or" on service dogs in society, we need to move to thinking "both/and," to critical analysis of multiple perspectives.

Effective June 9, 2016, many terminally ill patients residing in the State of California will now have the legal option of terminating their life because of protections offered under The California End of Life Options Act.
