Leanne Serbulo presented a timeline of civil rights struggles in Portland, Oregon, at a public history roundtable at the Oregon Historical Society commemorating the fiftieth anniversary of the 1968 Fair Housing Act. In this record of her presentation, Serbulo documents milestones in dismantling racial discrimination between 1949 and 1990. For this timeline, Serbulo researched Metropolitan Human Relations Commission (MHRC) records held at the Portland City Archives and traces how the commission navigated the process of improving race relations in the city and Multnomah County. I started the Database of Demining Accidents (DDAS) in 1998 using public data gathered for the United States Army Communications-Electronics Command, Night Vision & Electronic Sensors Directorate. When they declined to publish and update the database, I did so with their tacit approval but no funding support. I did this in the hope of improving safety for deminers. The database is an easy-to use system containing the original demining accident reports overlaid with easy-search summaries.

This article addresses a practice commonly known in the child welfare community as “kinship diversion,” where a child welfare agency informally places children with relatives as an alternative to foster care. While evidence predominantly shows that abused and neglected children have better outcomes when they are placed with relatives when they cannot remain safely at home, serious concerns about these children’s safety and well-being arise when the placement with relatives is informal. These policies, which seek to reduce the role of thefederal government through tactics such as privatization, continue to be evident across human services organizations today. This policy approach is operationalized through New Public Management (NPM), which is also referred to as ‘Managerialism’, and is characterized by output-orientated, quantitative focused, performance based measures and evidence-based practice. Race, Xenophobia, And Punitiveness Among The American Public, Joseph O. Baker, David Cañarte, L. Edward Day

We outline four connections between xenophobia and punitiveness toward criminals in a national sample of Americans. First, among self-identified whites xenophobia is more predictive of punitiveness than specific forms of racial animus. Second, xenophobia and punitiveness are strongly connected among whites, but are only moderately and weakly related among black and Hispanic Americans, respectively. Third, among whites substantial proportions of the variance between sociodemographic, political, and religious predictors of punitiveness are mediated by levels of xenophobia. Finally, xenophobia is the strongest overall predictor of punitiveness among whites. Overall, xenophobia is an essential aspect of understanding public punitiveness, particularly among whites.

In the United States, state and federal reforms increasingly encourage the expansion of school choice policies. Debates about school choice contrast various concepts of freedom and equality with concerns about equity, justice, achievement, democratic accountability, profiting management organizations, and racial and class segregation. Arizona’s “market”-based school choice programs include over 600 charter schools, and the state’s open enrollment practices, public and private school tax credit allowances, and Empowerment Scholarships, (closely related to vouchers), flourish. As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center created methods to assemble various outcome measures about participating NYCHA MAP developments. The team also utilized statistical procedures to select a matched comparison group of NYCHA housing developments not participating in MAP. We estimate the number of U.S.-born Latino children that could be potentially affected by proposed Trump Administration changes greatly expanding the scope of the “public charge” test as a basis for denying noncitizens admission to the U.S. or adjustment to lawful permanent resident status. In addition to reducing family-based immigration, the proposed rule’s association of public benefits with adverse immigration consequences is widely expected to cause a drop in public benefit participation not just by noncitizens but by their U.S. citizen children as well. The findings can be used to better understand the relative success of these public assistance programs at reaching low-income target populations. Faith-based rehabilitation programs receive both praise and criticism from the criminal justice academic community. Critics argue they risk violating inmates’ constitutional rights by forcing them to participate and adhere to religious principles and activities. Supporters of faith-based programs claim that they reduce both recidivism rates and high incarceration costs. Current studies evaluating the effectiveness of faith-based programs have struggled to accurately define and measure either variable. This study compares two popular faith-based programs to a similar secular program to determine if there is a significant difference in recidivism rates using an independent t-test.
