Token Representation?: Impact Of Female Reservations In Panchayati Raj Institutions In Elections To State And National Legislatures, Surbhi Bharadwaj

Reservations have long formed a fundamental tenet of affirmative action in India. Quotas for representation of various disadvantaged groups proliferate across public educational institutions and government jobs. However, elections to public office have largely escaped such quotas, except those that are caste-based. A shift in this status quo occurred in 1992 with the establishment of the Panchayati Raj system of grassroots governance. 34% of all seats under Panchayati Raj Institutions (PRIs) were to be reserved for women under the 73rd amendment. Another constitutional amendment passed in September 2009 increased PRI quotas for women to 50%. This paper seeks to examine …

This paper presents a multi-case study of teacher candidates in a pre-service middle grades social studies methods course. The study aimed to understand how middle grades teacher candidates viewed their future as upstanders with agency in middle grades settings. The focus of the research was on heuristic representations that the teacher candidates created to illustrate how they understood their role in supporting the democratic aims of middle grades social studies. Qualitative data was collected and analyzed through chordal triad of agency theory (Emirbayer & Mische, 1998). This thesis asks how New York City’s rezoning process combine with the dynamics of real-estate sales to create displacement pressures for low-income communities of color. A case study of the recent rezoning of Inwood, a neighborhood in upper Manhattan, in August 2018, will help to illustrate these dynamics. Through an analysis of building sales and extreme rent inflation embedded in a historical and contemporary analysis of zoning and the influence of real-estate developers and owners on these processes, this thesis paints a dire picture of the risks faced by the mostly-Dominican-American renters in Inwood. A recent study by Cunningham, DeAngelo, and Tripp (unpublished 2017, 2019) found that advertising prostitution online led to a lower rate of homicide of women in the United States. These findings have circulated widely in the mainstream media as proof that advertising prostitution online increases the safety of prostituted women. The study’s findings were used to argue against the 2018 passage of a federal anti-trafficking bill: Allow States and Victims to Fight Online Sex Trafficking Act (FOSTA) and Stop Enabling Sex Traffickers Act (SESTA), known collectively as FOSTA-SESTA. The Milwaukee Parental Choice Program (MPCP), the first modern private school choice program in the United States, has grown from 341 students attending 7 private schools in 1990 to 27,857 students attending 126 private schools in 2019. The MPCP has been subject to extensive study focused largely on student performance on standardized tests. This study presents new data on the college enrollment, persistence, and graduation of MPCP and MPS students who were tracked over 12 years beginning in 2006. The There Is No Poop Fairy campaign was initiated in Albuquerque, New Mexico, in 2014, with the goal of getting dog owners to pick up and properly dispose of their dogs’ waste. The Rio Grande is contaminated with E. coli bacteria that originates in part from dog waste, which is carried to the river through storm water. Ex-offenders are subject to a wide range of employment restrictions that limit the ability of individuals with a criminal background to earn a living. This Article argues that women involved in the criminal justice system likely suffer a greater income-related burden from criminal conviction than do men. This disproportionate burden arises in occupations that women typically pursue, both through formal pathways, such as restrictions on occupational licensing, and through informal pathways, such as employers’ unwillingness to hire those with a criminal record. In addition, women have access to far fewer vocational programs while incarcerated. Further exacerbating this burden is that …

The absence of a culturally competent public sector workforce has led to increased public scrutiny and heightened levels of distrust. In the field of public safety, this is particularly important due to the sensitive nature of the task performed and the historically strained relationships that exist between racial minorities and law enforcement. Using national survey data to gauge the prevalence of citizen’s experiences and perceptions of racial profiling, this research reveals significant discrepancies amongst minorities and their white counterparts. Exploring The Link: Administrative Exclusion And Second Order Devolution, Rhucha Samudra

Devolution was embedded in the 1996 welfare reform. Using the National Survey of America’s Families, this article explores the relationship between living in a Second Order Devolution (SOD) state and administrative exclusion from a welfare program. Results from the logistic model indicate that low-income clients and single mothers living in a SOD state had an increased likelihood of administrative exclusion. Administrative exclusion reflects bureaucratic choices and rules violations—implying some of these individuals and families may be leaving welfare without having achieved self-sufficiency. Results suggest that a careful evaluation of the state welfare performance measure and of the devolution of authority …

The passage of the Patient Protection and Affordable Care Act (ACA) in 2010 drastically transformed the health care system in the United States. This paper examines the factors influencing state decisions relative to Medicaid expansion in a post-ACA environment through the lens of Critical Race Theory. This study incorporates economic, geographic and health variables into a model of post-ACA-Medicaid decision-making by using logistic regression to examine State Medicaid expansion from 2010 to 2014. The size of the minority population in state, tobacco use and southern distinctiveness are significant predictors of decision making relative to Medicaid expansion. Challenges and adversity are ubiquitous, but there is differential distribution by sex and social location. Women have an increased likelihood of experiencing social and biological challenges with an even greater probability among Black women because of the enduring historical context of oppression, devaluation, and inequality. As a result, Black women experience stressful and chronic strains over their changing life course, requiring early and greater adaptation and evolving regulatory processes that can lead to stress proliferation and allostatic load. In 2011, the Davies Review rolled out the guidelines of the United Kingdom’s soft law approach for increasing the proportion of WOB in the largest publicly listed organizations. As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), researchers from John Jay College of Criminal Justice collaborated with survey specialists from NORC at the University of Chicago to track key outcomes in MAP developments and matched comparison sites.
