This report is the sixth in a series prepared by the Institute on Aging at Portland State University for Oregon’s Department of Human Services (ODHS) and examines a sample of Adult Foster Homes (AFHs) throughout the state. This study has four objectives: 1. Describe AFH characteristics, including staffing types, policies and monthly charges and fees. 2. In its 2015 landmark civil rights decision in Obergefell v. Hodges, the Supreme Court finally held that the Equal Protection and Due Process Clauses of the United States Constitution guarantee same-sex couples’ marital equality. The Court’s unprecedented declaration that the right to marry is a fundamental right under the Due Process Clause strengthened married couples’ right to privacy because it subjects government actions infringing on marital unions to heightened scrutiny. This toolkit provides guidance for school threat assessment teams to encourage the reporting of concerning behavior that may threaten safety and security of schools. Part I (“Reporting School Violence Before it Happens”) provides an overview of the importance of reporting school violence, and outlines specific barriers to reporting among youth, school staff, and parents/guardians. Part II (“Developing and Implementing a Reporting Process”) provides guidance on important features of a reporting process for potential or actual violence and other safety concerns. In U.S. immigration law, disability has historically been associated with deviance, and has served as the basis for legal barriers to entry and eventual citizenship. For example, immigrants with actual and perceived physical and intellectual disabilities, mental illness, and other health conditions have been deemed “inadmissible” to the United States based on the belief that they are likely to become dependent on the government for support. Although the law has evolved to accommodate immigrants with disabilities in some ways, significant legal barriers still exist on account of the widespread, persistent characterization of disability as a “bad difference” from the norm. …

Coordinated care network is an approach to human service delivery that is recognized to improve client outcomes at a reduced cost. However, general mixed findings on the effectiveness of coordinated care networks warrant research contextualization. This article seeks to discover factors influencing the performance of a coordinated care network delivering social services to veterans and their families. The study provides a contextual analysis of a coordinated care network launched in 2016 in southeastern Virginia for two samples of 1,512 and 375 veterans and their families. • Support government and national mine action entities with managing, regulating, and coordinating a mine action response through Technical Support (TS) initiatives;
• Deliver Explosive Ordnance Risk Education (EORE) at the community and national level; and
• Provide Explosive Hazard Management (EHM) response in support of humanitarian and stabilization efforts.

Due to the nature of threats posed by EO, UNMAS and its implementing partners are among the first responders allowing the humanitarian community and local authorities to intervene quickly and efficiently to help civilians.

School closings during COVID-19 exposed an under-addressed gender equity issue in the United States: child care in crisis. To better understand the child care crisis in the current U.S. context, we detail how New York City is addressing child care during COVID-19. We then connect the current approaches to the Lanham Act that was instituted during WWII as a historical parallel. Ultimately, we argue for the adoption of a universal system that is affordable, high-quality, federally-funded with local involvement and discretion, and flexible for primary caregivers seeking care support. The starting point and core idea that guides my discussion is the “redemptive” ideological framework and commitment to free market economies and profit-making. the effects of the implementation of neoliberal policy tools. These tools included privatization, price

liberalization, deregulation, and land reform in both urban and rural areas. Based on these effects, this

analysis will argue that the benefits accrued by the political-economic elite created opportunities for

new patronage networks that upheld elite economic privilege through the process of liberalization

This dissertation explores whether and how the re-election prospects faced by trial court judges in many American states influence criminal justice policy, specifically, state levels of incarceration, as well as the disparity in rates of incarceration for Whites and Blacks. Do states where trial court judges must worry about facing reelection tend to encourage judicial behavior that results in higher incarceration rates? As part of the rise of a worldwide corporate social responsibility (CSR) movement, companies have increasingly incorporated social and environmental concerns into their policies. This paper examines the extensiveness of these policies, proposing that an underappreciated contributor is the degree of organizational boundary spanning. The paper is novel in integrating multiple types of boundary spanning into a single empirical framework, including product, sub‐unit, and national boundary spanning. The paper adds complexity to the literature by theorizing that different types of boundary spanning associate with CSR policy extensiveness in different issue areas. Federal government policies, while benefitting some urban areas, have historically been detrimental to African-American people. Years of welfare and housing policies have placed central city residents, especially African-Americans, at a disadvantage which they have not overcome. Policies that once denied benefits to Black people, such as public welfare and federally-insured mortgages, morphed into stigmatized policies which, when available to Blacks, became obstacles to their advancement. These same policies enabled the majority White population to do what they were initially designed to do – provide a toehold during a period of temporary economic decline after which personal advancement was possible.

Structured Savings And Asset Ownership: The Role Of Rotating Savings And Credit Associations Among African Immigrants In The United States., Habiba Ibrahim

The Journal of Sociology & Social Welfare

Rotating Savings and Credit Associations (ROSCAs) are commonly practiced in developing countries across the globe. The practice is also common among immigrants in developed economies. This study uses survey data collected from African immigrants in the United States to examine whether saving in ROSCAs is associated with asset ownership among the participants. The results found that after receiving the ROSCAs savings, asset ownership among participants increased. Home ownership increased by 13.6%, small businesses increased by 27.2% (including taxi and commercial trucks) and car ownership increased by almost 20%. In conclusion, ROSCA participation increased asset ownership.

Over the past four decades, the United States has seen an increase in the numbers of homeless. Upward of half a million people in the United States experience homelessness per night. This thesis discusses causes and conditions of homelessness in Spokane, Washington. Specifically, the thesis focuses on the causes of homelessness, the homeless people’s lived experiences on the street, their encounters with the medical establishments, and the public perception about them. The purpose of this study was to explore program evaluators’ perceptions about what they consider to be the essential practices, elements, or attributes of collaborative evaluation approaches (CEAs). This topic was investigated because of the increasing use of CEAs within the field and the ambiguity about what does and does not constitute a CEA. This dissertation presents the racial-gendered lived experiences of Black women living in Toronto Community Housing (TCH; subsidized housing). This research found that Black women and their families are disproportionately faced with challenges due to barriers caused by housing policy and procedures that also affect the overall development and wellbeing of their children. It also highlights the ways in which Black women continue to thrive and survive in the face of detrimental and derelict living conditions; accomplished through community development and support initiatives, and fostering strong communities.
