Examination Of The Bureau Of Land Management's Implementation Of The Wild, Free-Roaming Horse And Burro Act At Red Rock National Conservation Area, Christine E. Brehm
Examination Of The Bureau Of Land Management's Implementation Of The Wild, Free-Roaming Horse And Burro Act At Red Rock National Conservation Area, Christine E. Brehm
UNLV Theses, Dissertations, Professional Papers, and Capstones
For unknown reasons horses went extinct on the North American continent approximately ten thousand years ago and were subsequently reintroduced by Spanish settlers in the 1400's. As European settlers moved westward, horses were perceived as competition for grasslands and their numbers were curtailed. Wild horses were granted Federal protection in 1959 with the passage of the 'Wild Horse Annie' law and further protected with the passage of the Wild, Free-Roaming Horse and Burro Act of 1971. Through the Department of the Interior, the Bureau of Land Management was charged with management of wild horses on public lands. Physical searches of …

I have approached this subject by studying the risks that deminers really face and the injuries that result, then working out how to minimise risk and protect against any residual danger. I bore in mind that there was no point is prescribing an action or a garment that would not be used. This is not an approach widely endorsed in the protective equipment industry, which apparently prefers to base its assessment of risk on experimental data and a scale of injury borrowed from the automobile industry. If the injuries commonly predicted by them were accurate, most of the accident victims …

New England Journal of Public Policy
We are pleased to bring you the first issue of the New England Journal of Public Policy in the new century. We rejoice that at the stroke of midnight on December 31, 1999, the planet did not implode, meteors did not shower us with the debris of their displeasure with us earthlings, aircraft did not fall out of the sky, catastrophic convulsions in our ecosystems did not engulf us, telecommunication systems functioned with indifferent insouciance to the inner terrors of our crippled imaginations. The world, one minute after January 1, 2000, was yawningly the same as one minute before.

Both of the handlers were going over the area they were supposed to check with their EDDs, since it was one of the rare 'soil covered' areas within the cleared part of the site. The Victim] was following the first dog handler and activated the mine by pressure.

The victim initiated a mine at 13:10 while he was prodding to investigate a detector reading. His visor and apron "absorbed the blast", with the visor being torn off and landing in an uncleared area 8m away. The prodder had not been found at the time the report was written [it was found and photographed later].

13:00 Start of work in the minefield. Team leader issued a task for marking the borders between the cleared and suspect areas with a mine tape. A minute before the explosion did happen he spoke to the injured deminer, tasking him with a particular piece of border to mark. The moment he went up to the top of the riverbank explosion happened.

Patterns Of Time Use Of People Age 55 To 64 Years Old: Some Cross-National Comparisons, Anne H. Gauthier, Timothy M. Smeeding
Center for Policy Research
Objectives. This paper examines the patterns of time use of adults age 55 to 64 years old in six countries: Austria, Canada, Finland, Italy, Sweden, and the United States. It examines the discontinuity in daily activities by employment status and gender. Methods. The paper uses nationally representative samples from time use surveys carried out in each country. We compute aggregate patterns of time use by employment status and gender for seven categories of activities: personal activities, paid work, unpaid work, housework, social leisure, active leisure, and passive leisure. We also compute dissimilarity indices to measure the degree of discontinuity in …

Regulatory Reform: Progress And Unfinished Business, Murray L. Weidenbaum
Regulatory Reform: Progress And Unfinished Business, Murray L. Weidenbaum
Murray Weidenbaum Publications
From 1980 to 2000, attitudes toward government regulation have shifted significantly. Terms like "command and control" have been replaced by "the magic of the marketplace." Yet as this statement before the Joint Economic Committee in March 2000 demonstrates, as the regulatory reform movement slows, a new strategy, focusing on the shortcomings of the basic regulatory statutes, is needed. Congress should establish an independent Congressional Office of Regulatory Analysis to credibly assess the costs and benefits of proposed Congressional regulation legislation.

The victim was continuing the breach begun by the earlier victim. He worked a further ten metres and checked the lane with his detector as he walked back towards the safe area. As he passed the site of the earlier accident, he got a slight detector reading and began to investigate with his prod. The mine detonated.

Wearing his visor and armour apron, the victim swept the ground with his detector and noticed no signal. He then got up to cut vegetation and, at 0825 hours, detonated an R2M2 mine by stepping on it. “He sustained traumatic high velocity blast amputation of the right foot with sparing of the ipsilateral ankle joint. He also sustained first degree burns to the right arm”. The site supervisor corrected this to “part of” his right foot being amputated.

This report describes the results and analysis of the field test of the Improved Anti Personnel Mine Neutralization Device (APMINUD). This is the second test of this equipment and follows a six month design and engineering effort on the equipment to correct and improve upon deficiencies identified in the initial version of the APMINUD.
The APMINUD is a mechanical tool designed to safely detonate antipersonnel landmines as part of a peace time clearance operation. The APMINUD consists of a mobile blast and fragment containment shell, with a mechanical striker inside. It can be used in conjunction with a shielded, all …

The accident occurred on land described as “agricultural, soft ground”. The demining group was engaged in Surveys (Levels 1 and 2). He found mines one on each side of the boundary lane and showed these to the supervisor. He was told to move the markers indicating the safe lane. As he turned, he stepped on a missed mine that was between the other two.

The accident occurred in a mined area that had been worked on at the provincial government request since January 10th 2000. The method used was conventional manual demining. At 06:51 “while working in a dense vegetation area, the deminer used a machete to cut some branches “… He dragged the cut branches out and heard a “strange click”. He ran about “15 metres into a cleared area and took cover a few seconds before the F1-grenade exploded”.

This newsletter goes to press just as Millennium Mania is reaching its fever pitch. If my own dismissive attitude toward the doom-sayers turns out to be warranted, our computers have not collapsed, the sky has not fallen, and our newsletter has reached your address intact. Of course there's been more to the millennial madness than apocalyptic anxieties and mega-marketing opportunities for products and services of all sorts and sizes. The obsession with Y2K— which represents only one of the world's calendar systems, after all— has also marked the way in which a particular religious view increasingly passes for the secular …

Survey Of Existing I&R Services And A Nebraska 211 System Cost/Benefit Analysis
University of Nebraska Public Policy Center: Publications
In June, 1999, the Nebraska Department of Health and Human Services (NHHSS) and the United Way of the Midlands requested that the University of Nebraska Public Policy Center coordinate a feasibility study of a statewide Information and Referral (I&R) system for health and human services. Because several I&R systems around the country make use of the 2-1-1 three digit number for I&R information, and there are a number of states investigating reserving 211 for statewide I&R services, this report uses the 211 nomenclature although there has been no state Public Service Commission designation of 211 for this purpose in Nebraska. …
