On 17th January 2001 demining was being conducted around a former helicopter base in San Francisco Libre, near Managua. A deminer stepped on a PMN mine just outside the marked area while moving between the front and back of the lane. He was “going to prod” so had presumably returned to the back of the lane to remove his metal-detector.

Conceptual Framework For Greenhouse Gas Sequestration Alternatives, Gary D. Lynne, Colby E. Kruse Jan 2001

Conceptual Framework For Greenhouse Gas Sequestration Alternatives, Gary D. Lynne, Colby E. Kruse

University of Nebraska Public Policy Center: Publications

The earth has a limited atmospheric capacity to absorb more greenhouse gases generally, and carbon dioxide in particular. It also has a limited capacity for agricultural lands to store a stock of carbon that might be drawn from the atmosphere and thus help alleviate the global warming problem. There are alternative mechanisms and mixes of mechanisms that might be used to address both scarcities and to work within the atmospheric limits on emissions and agricultural limits represented the capacity of soil and land to store carbon. These include a) government regulation, b) tax and subsidy programs, c) spontaneous evolution of …

Carbon Sequestration, Greenhouse Gas Emissions, And Nebraska Agriculture – Background And Potential Jan 2001

Carbon Sequestration, Greenhouse Gas Emissions, And Nebraska Agriculture – Background And Potential

University of Nebraska Public Policy Center: Publications

Scientists believe that rising levels of carbon dioxide and other greenhouse gases are contributing to global warming, although to what extent is difficult to determine. While limiting fossil fuel consumption is one method of reducing emissions of carbon to the atmosphere, another is sequestering carbon sources on the land. Carbon sequestration is the use of practices, technologies, or other measures that increase the retention of carbon in soil, vegetation, geologic formations, or the oceans with the effect of offsetting carbon dioxide emissions from other sources.

Nebraska’s agricultural producers can help address greenhouse gas concerns by implementing practices that cause the …

Are Court-Appointed Experts The Solution To The Problems Of Expert Testimony?, Anthony Champagne, Danny Easterling, Daniel W. Shuman, Alan Tomkins, Elizabeth Whitaker Jan 2001

Are Court-Appointed Experts The Solution To The Problems Of Expert Testimony?, Anthony Champagne, Danny Easterling, Daniel W. Shuman, Alan Tomkins, Elizabeth Whitaker

University of Nebraska Public Policy Center: Publications

In contrast with the legal systems of many other countries, the use of privately-retained experts is the subject of intense criticism. Critics argue that privately-retained experts bias the information provided to courts because attorneys shop for experts who will present their point of view in the most favorable light, even though that point of view may not be the mainstream scientific one or appropriately reflect the consensus of technical or specialized knowledge. Others argue that the use of retained experts permits non-mainstream perspectives to be brought into court and gives judges little control over its introduction, and that privately-retained experts …

Potential For Market Systems/Carbon Trading, Gary D. Lynne, Colby E. Kruse Jan 2001

Potential For Market Systems/Carbon Trading, Gary D. Lynne, Colby E. Kruse

University of Nebraska Public Policy Center: Publications

If carbon sequestration concerns are to be addressed through markets, the cap and trade mechanism is perhaps the most likely approach that will be taken in solving the carbon problem. This is based in part on experience with the sulfur allowances market that is being implemented starting with the 1990 Clean Air Act Amendments. It is recognized, however, that a great deal of uncertainty surrounds the matter of whether we might see emission allowance markets and the related carbon storage markets anytime soon. As a result, the bulk of the report is devoted to highlighting the major parameters that will …

Potential Impacts Of State Meat And Poultry Inspection For The State Of Nebraska, Kara Slaughter, Sam Cordes, Alan Tomkins, Lyn Kathlene Jan 2001

Potential Impacts Of State Meat And Poultry Inspection For The State Of Nebraska, Kara Slaughter, Sam Cordes, Alan Tomkins, Lyn Kathlene

University of Nebraska Public Policy Center: Publications

Since 1907, Federal law has mandated the inspection of all slaughter and processing establishments engaging in interstate sales of meat and poultry products. In the late 1960’s, Congress expanded the Federal Meat and Poultry Inspection Acts to also require inspection of establishments selling within state lines. At that time, Congress intended for individual states to take on the responsibility for monitoring intra-state meat and poultry sales, using standards “at least equal to” the Federal guidelines for interstate establishments.

At present, 27 states do maintain their own state inspection programs, at an average cost of $1,882,319 per state, per year. In …

Managing Landmine Casualty Data: Designing And Developing The Data Structures And Models Necessary To Track And Manage Landmine Casualty Data, Cisr

Global CWD Repository

The Mine Action Information Center (MAIC) at James Madison University, through a grant from the US Department of State via RONCO Consulting Corporation, implemented this project to develop a framework for the systematic collection and management of landmine casualty data. This report focuses on Phase II of the project, with Phase I already completed and Phase III to build on the results of Phase II.

The project was premised on the lack of an adequate system for collecting and managing landmine casualty data on a global basis. Data on landmine and UXO casualties is being collected in a systematic manner …

Summary Report 910 Mechanical Clearance Device, Trar Theimer

Global CWD Repository

The MCV 910, designed for clearing surfaces is a mobile mine clearance device accredited also for the public road traffic. On the rear part it presents a special rotating 4 clearance device, hydraulically operated. The clearance takes place through the rotation movement of the flail, which should, through this action, detonate the mines. When working, the vehicle moves in the opposite direction to road movement and it can be either operated through a computerized automatic pilot steering system or manually using a joystick. The device in object, having two fixed axes, disposes of a pivot steering. The machines gets powered …

Carbon Sequestration Policy And Global Warming: A Legal Analysis, Norman W. Thorson, Harry A. Spencer Jan 2001

Carbon Sequestration Policy And Global Warming: A Legal Analysis, Norman W. Thorson, Harry A. Spencer

University of Nebraska Public Policy Center: Publications

Global warming seems destined to become one of the defining issues of the twenty-first century. Most scientists now agree that measurable increases in average global mean temperatures over the past decades cannot be explained by natural temporal variations in the earth’s climate. Instead, global warming appears to be a fact that can be attributed to human induced changes in the composition of greenhouse gasses in the earth’s atmosphere. Moreover, if the trend toward ever increasing temperatures continues, consequences for the earth’s environment will be dramatic, and perhaps irreversible. Growing concern over the potential for human activities to alter the earth’s …

Mine Clearance By Villagers In Rural Cambodia: Spontaneous Demining Initiatives, Final Study Report, Ruth Bottomley Jan 2001

Mine Clearance By Villagers In Rural Cambodia: Spontaneous Demining Initiatives, Final Study Report, Ruth Bottomley

Global CWD Repository

This report presents the findings and conclusions of a six-month research project to investigate the occurence of mine clearance activities by villagers. The aim of the research was to provide reliable and accurate information on the subject of village mine clearance with the intention that this information could help to inform and expand the debate and perhaps suggest some viable solutions. The research was based very much on qualitative methodology. This methodology allowed the researchers to gather a more detailed, in-depth "street view" of the villages affected by mines and unexploded ordnances.

Challenging The Gendered Hegemony Of Space: Acknowledging ‘Difference’ In Development Planning, Laura Hebert Jan 2001

Challenging The Gendered Hegemony Of Space: Acknowledging ‘Difference’ In Development Planning, Laura Hebert

Human Rights & Human Welfare

A review of Gender, Planning and Human Rights, edited by Tovi Fenster. New York: Routledge, 1999 (International Studies of Women and Place Series). 240pp.

Traditionally, feminist efforts to promote and protect women’s rights as human rights have focused on legalistic strategies, such as advocating for the inclusion of gender-specific concerns in international human rights conventions, the implementation of national legislation, the revision of laws that are discriminatory to women, and the strengthening of police and judicial procedures. In recent years, however, feminist activists and academics have recognized that advancing the status and empowerment of women requires recognition of the multiple …

This monograph reports on a study investigating the characteristics of effective state service systems. Findings are based on the experiences of individuals with disabilities who have used a state agency (Vocational Rehabilitation, Department of Mental Retardation, Department of Mental Health, or One Stop Center) to find employment. Interviews were conducted to examine individuals' experiences with employment services including job search, job entry, strategies that facilitated involvement, supports provided, and barriers experienced. Findings indicated five key components to effective service delivery, including agency culture, consumer-directedness, access to resources, quality personnel, and coordinated services. Obstacles faced during the employment process and personal …

Vocational Rehabilitation Outcomes For People With Mental Retardation, Cerebral Palsy, And Epilepsy: An Analysis Of Trends From 1985 To 1998, Dana Scott Gilmore, Jennifer Schuster, John Butterworth

All Institute for Community Inclusion Publications

This monograph presents the results of secondary analysis of the RSA-911 database from the Rehabilitation Services Administration. All successful VR closures for individuals with mental retardation, cerebral palsy, and epilepsy for six data points between 1985 and 1998 were investigated. Trends in competitive labor market and extended employment (sheltered workshops) closures were examined. The use of supported employment in the VR system and its outcomes were also discussed. Findings include increased incidence of competitive labor market closures and supported employment services, with a decrease in extended employment closures.

Comparisons of successful VR closure outcomes to trends in the general labor …

Can Policy Changes Be Treated As Natural Experiments? Evidence From State Excise Taxes, Jeffrey D. Kubik, John R. Moran Jan 2001

Can Policy Changes Be Treated As Natural Experiments? Evidence From State Excise Taxes, Jeffrey D. Kubik, John R. Moran

Center for Policy Research

An important issue in public policy analysis is the potential endogeneity of the policies under study. If policy changes constitute responses on the part of political decision-makers to changes in a variable of interest, then standard analyses that treat policy changes as natural experiments may yield biased estimates of the impact of the policy (Besley and Case 2000). We examine the extent to which such political endogeneity biases conventional fixed effects estimates of behavioral parameters by identifying the elasticities of demand for cigarettes and beer using the timing of state legislative elections as an instrument for changes in state excise …

United States Poverty In A Cross-National Context, Timothy Smeeding, Lee Rainwater, Gary Burtles Jan 2001

United States Poverty In A Cross-National Context, Timothy Smeeding, Lee Rainwater, Gary Burtles

Center for Policy Research

In this paper we use cross-national comparisons made possible by the LIS to examine America’s experience in maintaining a low poverty rate. We compare the effectiveness of United States antipoverty policies to that of similar polices elsewhere in the industrialized world. If lessons can be learned from cross-national comparisons, there is much that can be learned about antipoverty policy by American voters and policymakers. The United States has one of the highest poverty rates of all the countries participating in the LIS, whether poverty is measured using comparable absolute or relative standards for determining who is poor. Although the high …

Gillian E. Metzger, Alfred C. Aman Jr., Charles F. Sabel, Lester M. Salamon, E.S. Savas and Elliot D. Sclar participate in panel discussions focusing on the question of how to secure government accountability in the context of the expansion of privatization in government? This panel discusses some of the changes we are seeing in government institutions and in the ways government operates. The panelists describe ways in which the move toward privatization and the expansion of the gray area between public and private is occurring, but also will talk about changes we may see as being particularly useful in dealing …

Chapter 10: Upper-Middle-Class Politics And Policy Outcomes: Does Class Identity Matter?, Herman L. Boschken Jan 2001

Chapter 10: Upper-Middle-Class Politics And Policy Outcomes: Does Class Identity Matter?, Herman L. Boschken

Faculty Publications, School of Management

This chapter in Clark and lipset's book on class in American politics resulted from a multi-day workshop at the Woodrow Wilson Center for International Scholars in the summer of 1999. The piece reverses the normal causality of class politics. It does not analyze citizens in elections, but government officials creating policies. It asks why policies differ across localities (specifically public transit decisions in 42 U.S. metropolitan areas). It probes how some government officials work with an "upper-middle-class" citizenry in mind, while others do so less. The chapter then tests for differences across localities and finds quite distinct patterns. The chapter …
