Presidential Domain: An Exploratory Study Of Prospect Theory And Us Climate Policy Since 1998, Hal T. Nelson Nov 2002

Presidential Domain: An Exploratory Study Of Prospect Theory And Us Climate Policy Since 1998, Hal T. Nelson

Dissertations and Theses

The Bush administration's decision to abandon the Kyoto Protocol can be explained by prospect theory. The change in federal climate policy between the Clinton and Bush administrations was due to the difference in domain that each president operated under. President Clinton operated under a domain of losses as he associated continued fossil fuel use with future socio-economic and environmental damages from climate change. This domain of losses increased President Clinton's risk tolerances and explains his pursuit of the Kyoto Protocol, an international agreement to limit greenhouse gas emissions. Conversely, President Bush operated under a domain of gains where he did …

International Perspectives On Restorative And Community Justice, Alan Tomkins, Mark A. Small Oct 2002

International Perspectives On Restorative And Community Justice, Alan Tomkins, Mark A. Small

Alan Tomkins Publications

Legal systems across the globe have attempted to accommodate to our new understandings of human behavior, evolving notions of fairness, and increasing recognitions by Western jurists that the law sits within, not apart from, the complexities of societies. One manifestation of legal system change has been the attempt to alter legal institutional structures and practices in order to better address the overlap of justice and social concerns, often drawing from culture contexts previously ignored by Western bureaucracies (see, e.g., Levine, 2000, discussing the Maori roots of family group conferencing practices). The interest in restorative justice and community justice is, in …

The excavated soil and constituent objects are carried up the face of the lower, digging drum and into the 1 to 5 centimeter gap between the lower and upper drums. The chisels on the two drums mesh with …

The Citizens Health Prescription: Coping With Rising Drug Costs, Shannon Cadres Sep 2002

The Citizens Health Prescription: Coping With Rising Drug Costs, Shannon Cadres

New England Journal of Public Policy

Prescription drug prices have climbed to unaffordable levels in recent years, creating a serious public policy problem for lawmakers at both the state and federal levels. The U.S. Medicare program only covers the costs of inpatient prescription drugs, and only seventy-five percent of beneficiaries are receiving coverage through some other means. But because of the tremendous power of the pharmaceutical industry on Capitol Hill, lawmakers in Washington have been unable to agree upon a workable solution. As a result, many states are experimenting with different strategies to provide some relief. Massachusetts has attempted to solve the problem through the Prescription …

Editor's Note, Padraig O'Malley

New England Journal of Public Policy

This issue of the journal is a special issue of a different kind. It highlights the research capabilities of students in the Institute’s Masters of Science in Public Affairs (MSPA) program. The Director of the Institute, Ed Beard, has more to say about the program in his introduction. Suffice to say that tooting one’s own horn is occasionally permissible, especially if one has much to toot about. The three articles that appear in this issue were chosen after careful review with one criterion uppermost in mind: do they meet the standards that merit publication in a professional journal that prides …

[the Victim] had excavated approximately 15 cms in depth when there was an uncontrolled detonation.

The Tide Is High For The Boston Beaches, Marissa Glowac Sep 2002

The Tide Is High For The Boston Beaches, Marissa Glowac

New England Journal of Public Policy

In 1993, Massachusetts Governor William Weld and Boston Mayor Thomas Menino approved the “Back to the Beaches” project, a seven-year, $30.5 million public project to restore nineteen Boston Harbor beaches. Today, these sites have new, cleaner sand, improved access, and new amenities and facilities now ready to offer additional opportunities for recreation. People are coming back to the Boston Harbor beaches in numbers significantly higher than a decade ago. This study concludes that the implementation and success of the “Back to the Beaches” project can be attributed to several factors — an increased public awareness of the value of open …

The Power Of The Urban Canvas: Paint, Politics, And Mural Art Policy, Maura E. Greaney Sep 2002

The Power Of The Urban Canvas: Paint, Politics, And Mural Art Policy, Maura E. Greaney

New England Journal of Public Policy

In cities across America, outdoor mural paintings have brought public art to the urban landscape. Paint and politics have been splashed upon city walls for decades, replacing bleak, often graffitied, exteriors with vibrant color. But this transformation runs deeper than the artistry of the murals; the real works of art are the changes these collaborative projects inspire within communities. Mural projects mobilize communities to articulate dreams, express frustrations, and most importantly, consider strategies for change. Thus, they are a worthy consideration for public policymakers. This case study traces the contemporary mural movement in three cities: Boston, Philadelphia, and Los Angeles. …

Details of this accident have been withheld by the demining NGO that employed the Victim. A spreadsheet including the Victim’s name and very brief details of the accident was made available in 2007. Some details can be inferred from the information released. For example, the injury implies that the victim’s visor was not being worn in the correct manner, and the loss of one eye and severe injury to the other implies a severe facial injury.

A Multidisciplinary Analysis Of Frequency Domain Metal Detectors For Humanitarian Demining, Claudio Bruschini Sep 2002

A Multidisciplinary Analysis Of Frequency Domain Metal Detectors For Humanitarian Demining, Claudio Bruschini

Global CWD Repository

This thesis details an analysis of metal detectors (low frequency electromagnetic induction devices) with emphasis on Frequency Domain (FD) systems and the operational conditions of interest to humanitarian demining.

After an initial look at humanitarian demining and a review of their basic principles we turn our attention to electromagnetic induction modelling and to analytical solutions to some basic FD direct (forward) problems. The second half of the thesis focuses then on the analysis of an extensive amount of experimental data. The possibility of target classification is first discussed on a qualitative basis, then quantitatively. Finally, we discuss shape and size …

This report sets out some ideas for scoping the contamination problem in Lao PDR and suggests ways by which priority areas could be identified. This leads to means by which long, medium and short term strategic action plans could be developed and an exit strategy for international assistance established. This report then identifies two options for reconstructuring the UXO program that address stakeholder concerns.
