Each study took about a month to complete (including report writing) and seasonal and other limitations meant that it took several years to complete the series of studies. In each case, the …

Opal Creek: The Framing Of A Policy Controversy, James Floyd

Dissertations and Theses

The denouement of conflict is essential in the process of crafting public policy. The settlement of clashes over who get what, who pays, and who benefits is a critical component of a process described as decision making in the public interest. This may result from too little time being allocated to problem setting because of a rush to find problem solutions.

Conflict arises in public disputes due to a mixture of interests and values by multiple parties and the expression of divergent views …

Giving The Gift Of Public Office, James A. Gardner Jul 2005

Giving The Gift Of Public Office, James A. Gardner

Buffalo Law Review

This interpretive essay, written for the Buffalo Law Review's annual essay issue, identifies an increasingly common pathology of American democracy in which voters treat the election of public officials not as an instrumental act designed to influence public policy, but as an opportunity to present public office as a gift to those who have pleased, entertained, or moved them. Most of the ammunition went to high order but 3 grenades went to low order and was destroyed by a second demolition. In one of the sandbags apparently one fuse was stuck after the demolition and was not discovered by the deminers when they checked the area after non exploded devices. The fuse probably went off by the heat from the fire and injured a deminer in his left arm and in his back with small metal pieces.
