Arts nonprofits play vital roles in defining the character of a community. However, our collective relationship with these organizations is evolving. This article-based dissertation leverages mixed methods to explore arts nonprofits’ evolving relationship with society.

The first article conceptually analyzes historical trends in arts advocacy in the United States. It explores how the arguments organizational supporters make in the hopes of securing financial and public support have developed and shifted in popularity over the past half-century. Egypt hosts a significant number of refugees, asylum-seekers, and vulnerable migrants. There are over 9 million migrants of diverse nationalities, including 1.5 million migrants living in a vulnerable situation (JPMR, 2022). As of June 2025, approximately one million registered refugees and asylum-seekers reside in Egypt (UNHCR, 2025). This substantial population faces considerable legal, economic, and social hurdles. Their presence in the Egyptian labor market presents a complex dynamic, given that they are mostly present in the informal labor market, making it more challenging for the state to benefit from their inclusion in the formal labor market. Egypt is located at the crossroads of Africa, the Middle East, and Europe, with over 9 million migrants, including around 1.5 million migrants living in vulnerable situations (IOM, 2022) and around 992,000 registered refugees and asylum-seekers from 133 countries (UNHCR, 2025a) according to the latest available data. Public and policy discussions, however, remain shaped by the widespread stereotypes and confusion in distinguishing between migrants and refugees. This can promote exclusion, disinformation, and social tension. Misconceptions can hinder integration, limit access to services, and erode social cohesion in a country navigating economic constraints and adapting to ongoing demographic changes.

Perpetrators of intimate partner violence are barred by federal law and many states' laws from possessing firearms. While such prohibitions enjoy popular support, they are sporadically and inconsistently enforced, placing the lives of survivors at risk when offenders do not voluntarily comply. Many experts, including this author, have offered legal and policy solutions to increase the likelihood that perpetrators of domestic violence will either willingly relinquish their guns or otherwise be dispossessed of them. But these proposals may have been premature.

This study provides a comprehensive assessment of the graduate education sector, revealing that it is highly privatized, NCR-centric, and dominated by enrollment in Education and Business/Administration fields. The analysis confirms that the primary driver for this high demand, particularly in teacher education (which accounts for over half of all enrollment), is the use of graduate degrees as a key requirement for career advancement and promotion within agencies like the Department of Education (DepEd). The International Risk Governance Council (IRGC) was a nonprofit foundation, based first as an independent, freestanding Swiss foundation in Geneva from 2003 to 2012, and then affiliated with École Polytechnique Fédérale de Lausanne in Lausanne from 2012 to 2023. IRGC's mission was to identify and improve the governance of emerging and systemic risks that have, or could have, impacts on human and environmental health, the economy and society, and overall sustainability. Since the return of abortion policy to the states following Dobbs v. Jackson Women’s Health Organization (2022), sixteen states have considered ballot measures addressing core questions of abortion access. Distinct from pre-2022 initiatives, these recent measures present binary choices on issues such as viability-based access, six-week bans, and the existence or repudiation of a right to abortion in state constitutions. Although existing scholarship generally frames initiatives and referendums as mechanisms that enhance congruence between public opinion and policy outcomes, this focus overlooks the broader effects of direct democratic processes on voters. Race and gender disparities in the U.S. criminal justice system are well documented, primarily in sources of national post-conviction data. However, localized and pre-conviction studies remain limited. This study examined race and gender disparities in pre-conviction detention outcomes and charge severity in Ramsey County, Minnesota, between 2017 and 2019. Using a descriptive, exploratory quantitative design and a retrospective single-cohort analysis, the researcher analyzed trends in arrests, charge severity, and pre-conviction incarceration duration across race and gender groups. Findings indicate disparities in both charge rates and pre-conviction detention durations, with Black men and Native American women experiencing longer periods of incarceration. …

Indonesia allocates substantial intergovernmental transfers to local governments; nonetheless, the decrease in poverty remains limited. This dissertation posits that the binding constraint is institutional, specifically the regulations and incentives that dictate the extent to which funds are allocated from the government to designated programs. Institutional pass-through refers to the fraction of a transfer that is allocated to a program expenditure. The three essays integrate estimation, budget composition evidence, and a formal model to explain both modest average effects and heterogeneity across regions and programs.

This dissertation comprises three essays that examine critical aspects of public and nonprofit financial management, focusing on interorganizational relationships, local government influence, and financial reserve management in times of crisis.

The first essay examines how interorganizational relationships, specifically nonprofit organizations’ board interlocks, relate to their financial distress, depending on the temporal and spatial contexts. Organization-level fixed-effects regression analysis with Kentucky nonprofits from 2018 to 2022 shows that nonprofits with board interlocks in urban areas were less likely to experience financial distress during the COVID-19 pandemic. The Gastón Institute’s 2024 Latinos in Massachusetts series includes this statewide report on the Dominican population in Massachusetts. This report analyzes Public Use Microdata Sample (PUMS) data from the 2022 American Community Survey (ACS) conducted by the U.S. Census Bureau. Our descriptive analysis uses both household- and individual-level data to estimate population size and percentages and to compare Dominicans to Other Latinos and Non-Latinos in the state.

The digital divide remains a persistent barrier to civic participation and social inclusion in urban America, particularly in historically underserved communities. This mixed-methods study investigates how digital lack of access affects civic engagement, social capital, and community cohesion in U.S. cities, with a focus on Chicago’s South Side, Harlem New York, St. Louis, and Orlando. This dissertation examines the behavioral, clinical, and operational drivers of chronic missed appointments within Medicaid non-emergency medical transportation (NEMT) systems. Chronic member no-shows undermine care adherence and introduce operational inefficiencies across Medicaid delivery systems. This two-phased quantitative retrospective cohort study used statewide Rhode Island Medicaid data from 2020 to 2024 to evaluate whether environmental factors (e.g., weather, daylight) influence member missed trips and whether targeted managed care case management interventions reduce no-show rates among high-acuity Medicaid beneficiaries.
