The inadequacy of data collection on landmine victims was recognized from the earliest years of the AP Mine Ban Convention2 implementation process. Significant sums of money were invested by the international mine action donor community in the development of an Information Management System for Mine Action (IMSMA) and in the execution of Landmine Impact Surveys (LIS), with the goal of obtaining and processing needed information on landmine accidents and victims as well as other information about the presence of landmines. The operations managed by the United Nations Mine Action Service—or UNMAS—in 2007 allowed tens of thousands of people in hundreds of communities to resume their normal lives, reclaim their livelihoods and put formerly dangerous land to safe and productive use. In addition, thousands of kilometres of mined roads were cleared, enabling men, women, girls and boys to once again travel safely to markets, health centers and schools. Fewer civilians are living in fear in the nine countries or territories where UNMAS works. Area preparation for demining remains one of the dangerous yet necessary tasks for organizations undertaking humanitarian demining missions. To date, the U.S. Humanitarian Demining Research and Development Program has provided a number of area preparation systems. The emphasis, however, has been on light (1–2 ton) to heavy (5–15 ton) platforms with a wide range of working attachments. There was a need for a robust, lightweight cutter to complement the heavier assets available from the U.S. Humanitarian Demining Program. The Nebraska Public Policy Center conducted an evaluation of Nebraska’s Problem-Solving Courts for the Administrative Office of the Courts. The evaluation was conducted from March – September of 2007 and covered eight probation problem-solving courts in Nebraska, including three adult drug courts (Midwest Nebraska, Northeast Nebraska, Sarpy County), four juvenile drug courts (Scottsbluff, Lancaster County, Douglas County, Sarpy County) and one young adult problem-solving court (Douglas County). The goal of the Nebraska’s Problem-solving (Drug) Court evaluation was to understand how well drug courts work, examine offender characteristics, examine current practices and procedures, and determine outcomes for offenders entering problem-solving courts.

The Coordinated Assistance Network (CAN) helps communities prepare for and respond to disasters. The ability to exchange up‐to‐date information about resources and clients is central to effective response. To facilitate the exchange of resource data, CAN has been working with information & referral organizations, namely 2‐1‐1s, to ensure that their existing data about community services may be easily and quickly shared with CAN in the event of disaster. As a centerpiece to its 2008-09 budget determination process, the City of Lincoln invited the community to provide input about how the City should prioritize budget items. Several thousand residents provided input over a period of approximately 90 days, starting in February 2008 and ending in May 2008. Under current law there is no definition of “phased retirement.” However, employers currently devise a variety of ways in which to implement such programs -- by either allowing critical employees to reduce their schedules rather than retire or by allowing retired employees to return as independent contractors. In either case, employers who implement either formal or informal phased retirement programs must make sure that such programs comply with the Age Discrimination in Employment Act (ADEA).

This Landmine Casualty Data: Best Practices Guidebook reports on advances being made in casualty data collection and management and offers lessons learned that countries can reflect upon as they undertake the challenging task of building mine/ ERW victim information systems that meet their needs for data to use in planning and implementing their comprehensive mine action programs, including mine clearance, mine risk education and victim assistance. Sudan is an extremely difficult place to run a demining program. Mine clearance agencies face astronomical prices of goods and services, monumental logistical challenges, bureaucratic impediments from government, fraught labor disputes and a deeply embedded political economy of conflict. This multitude of problems has made Sudan one of the most unproductive demining programs, in terms of ordnance or area cleared per US dollar, in the world. This begs the question whether the level of international investment in Sudanese mine action is truly worth it. The EC Anti-Personnel Landmine Regulation of 2001 mandated evaluations of EC Mine Action strategy every three years. The first report was a Global Evaluation published in 2005, but this report forms one part of the 2008 evaluation by regions and covers Latin America, 2002-2007.
Total EC funding for mine action in Latin America in the period 2002-2007 was about 8 million euros, roughly 2% of the EC total world wide budget for mine action. Sixty-eight percent of the eight million euros was from the dedicated thematic Anti-Personnel Landmine budget line and 31% was from the geographic budget for Colombia. There …

The original Treasure Valley State of the Region Report (2006) describes the Boise- Nampa MSA using 49 indicators on social, economic, fiscal and environmental aspects of the region. Comparisons using the indicators are also made with peer regions in the Western United States. The rapid increase in growth in the Treasure Valley warrants a comprehensive look at the region. The Public Policy Center in the College of Social Science and Public Affairs at Boise State University initiated the production of this report to meet this need.

It is the case that civil justice problems constitute the bulk of courts’ work in both the state and federal legal systems (see, e.g., Court Statistics Project, 2006; U.S. Courts, 2007). Nevertheless, a decision rendered by a jury (or a judge) takes place in only a relatively small percentage of civil disputes. There are exponentially more civil disputes resolved outside of court than are resolved via jury verdicts (see, e.g., Galanter, 1983, 1993, 1996; Miller & Sarat, 1980–1981; Trubek, Grossman, Felstiner, Kritzer, & Sarat, 1983), a state of affairs true for the UK as well as the US (Pleasence, 2006). …

This report presents the results of an evaluation of the Public Engagement Project on Pandemic Influenza Vaccine Prioritization, an effort to engage citizens and stakeholders in discussions about methods to prioritize vaccine distribution in the event of an influenza pandemic. Meetings with citizens occurred January 2007 in Las Cruces, New Mexico and Nassau County, New York; and during November 2007 in Milwaukee, Wisconsin and Hendersonville, North Carolina. Citizens were provided information about pandemic influenza and deliberated about the issues and challenges of vaccination priorities. Stakeholders met in Washington, D.C. after the first two citizen meetings and again after the second …
