[The Victim] was carrying out an unauthorised experiment with UXO near the [Demining group] Central Demolition Site at Loa, South Sudan. Contrary to SOPs he was attempting to burn out some High Explosive filling which was remaining in an item of UXO using propellant from a 23mm cartridge case. He was using matches directly onto the propellant to initiate the burn. Although the explosive filling was in an “open” casing of the UXO, it burned to detonation which fragmented the casing and resulted in a piece of metal going into the right leg, calf muscle area of [the Victim].

Developing a theoretically driven causal model of state failure is necessary if scholars are committed to improving the predictive power and forecasting ability of early warning models of state failure. Building upon the work of the State Failure Project(1) and earlier statistical models of state failure(2), this study develops a causal model of state failure that is based upon a theoretical foundation that satisfies the parsimonious condition that policy forecasting models typically rely upon. The EC Anti-Personnel Landmine Regulation of 2001 mandated evaluation of EC Mine Action strategy every three years. The first report was a Global Evaluation published in 2005, this report forms one part of the 2008 evaluation by regions and covers South East Europe, 2002-2007.

The approach used for the evaluation was desk research visits to two mine-affected countries (Bosnia and Herzegovina and Croatia) and further contact with EC Delegations by phone and internet. Face-to-face discussions with RELEX and EuropeAid staff in Brussels were only possible after the country visits.

However, road clearance is expensive and time-consuming. Equipment costs are high, especially in remote areas such as in Afghanistan, Angola and Sudan, where many roads remain contaminated by mines.

The Lancaster County Public Defender's Office was short approximately 3.48 attorneys in 2007.

• The greatest deficit is in the felony division (1.93 PTE), followed by the misdemeanor division (.90). The juvenile division is short approximately one half an attorney (.53 PTE), and the civil division is short .12 PTE.

This deficit can be addressed by:
• Adequately staffing the office;

• Giving the office less work by:

This brochure presents a framework to view threats made by an insider that are targeted or intentional (as opposed to negligent or unintentional) and that involve some degree of deliberation (as opposed to those that may be considered impulsive). The framework was developed with the assumption that it must:
Be applicable for both anonymous and known subjects
Recognize interactions and patterns of behavior
Allow for investigation with whatever information is immediately available

This report addresses income adequacy for Wisconsin’s older adults using the WOW-GI Elder Economic Security Standard Index (the Index) methodology. The Index benchmarks basic costs of living for elder households and illustrates how costs of living vary geographically and are based on the characteristics of elder households, including household size, home ownership or renter status, and health status. The costs are based on market costs for basic needs of elder households and do not assume any public or private supports.

Historically in the United States, there has been little concern about the needs of incarcerated women and their family members, especially children. This began to change with the tremendous increase in the number of incarcerated women. The rate of women’s incarceration increased dramatically during the 1980s and today the number of female inmates continues to rise faster than the number of male inmates. In 1986, 19,812 women were incarcerated in the United States and this number rose in 1991 to 38,796. Today, over 112,000 women are incarcerated in state or federal facilities (Sabol et al., 2007; Snell 1994). While in …

Policies that help low-income mothers find and keep employment as a means of obtaining self-sufficiency have been a focal point of the welfare reform debate in the past decade. In the midst of this dialogue, the Earned Income Tax Credit (EITC) has gained popularity as one of the core work support programs for America's low- and moderately low-income families with children. This study compares the estimated effects of EITC when its value deteriorated in the late 1990s with that of a simulated EITC for which the real value kept pace with the actual cost of living on welfare caseload reductions. …

One potential arena of employment for young people with disabilities is the arts. This brief reports on effective strategies that 47 young artists with disabilities used to gain access to arts-related experiences in order to further their educational and career pathways. Across program years 2002–2005, these young artists, all aged 16 to 25, were finalists in the VSA arts/ Volkswagen of America, Inc. Program, an arts competition that was intended to showcase their talents and accomplishments. School Choice Demonstration Project

The District of Columbia School Choice Incentive Act of 2003, passed by the Congress in January 2004, established the first federally funded, private school voucher program in the United States. As part of this legislation, the Congress mandated a rigorous evaluation of the impacts of the Program, now called the DC Opportunity Scholarship Program (OSP). This report presents findings from the evaluation on the impacts 2 years after families who applied were given the option to move from a public school to a participating private school of their choice.

This report will address the question of income adequacy for Illinois’ older adults using the national WOW-GI National Elder Economic Security Standard Index (the Index) methodology. The Index will benchmark basic costs of living for elder households. It will illustrate how costs of living vary geographically and are based on the characteristics of elder households: household size, homeownership or renter, mode of transportation, and health status. The costs are for basic needs of elder households; they are based on market costs and do not assume any subsidies.
