On 28 July 2009 at 08:10 hrs when Ahmed de-miner was working on a signal in his clearance lane by using a pickaxe instead of bayonet, he hit the mine on its top and caused it to go off. According to the investigation report the ground surface was uneven, hard and impossible to work in sitting position, so he has started to investigate the signal in standing position. This was the main reason of initiating mine and accident.

UNLV Theses, Dissertations, Professional Papers, and Capstones
In May 2009, six students enrolled in a graduate level policy analysis course at the University of Nevada- Las Vegas engaged in discussion concerning the effects of recent trends in the financing of higher education within the State of Nevada. This discussion was further narrowed down to the effects of tuition revenues. To what extent the University of Nevada-Las Vegas exercises control of their individual tuition revenues (how tuition revenues are expended and/or invested), and the amount of tuition revenues retained (to be expended and/or invested to maintain institutional operations) became the basis of this paper. While comparing the University …

Massachusetts Office of Public Collaboration Publications
Over the past several years, the Massachusetts Office of Dispute Resolution and Public Collaboration (MODR) has worked with the Kettering Foundation to establish a Public Policy Institute (PPI) for public deliberation at the University of Massachusetts Boston. In June 2008, the Kettering Foundation invited MODR to join other research partners across the country in a research experiment influenced by Daniel Yankelovich‟s Seven Stages of Public Understanding. The purpose of this experiment is to test how effectively a citizen court process model communicates public opinion on contentious public policy issues to public officials and the media.
MODR agreed to join in …

The Impact Of Policy Tool Selection On Early Childhood Education And Care (Ecec) In Ireland, Bernie O'Donoghue Hynes, Noirin Hayes
Conference Papers
This paper looks at the range of policy tools selected by the Irish State to fund and develop Early Childhood Education and Care (ECEC). The choice is influenced by cultural norms and ideological predisposition with Ireland demonstrating a pro-market bias and relying on a range of interdependencies and third parties for delivery of services. The tools selected by the Irish State are typically those associated with States that promote a liberal agenda, sometimes referred to as the Anglo/American model (Salamon 2002). However, a closer review of the tools characteristics in Ireland reveal a tendency to adopt a conservative corporatist (Dean …

A Comparative Analysis: Cuban And Mexican Immigrant Policy, Barret Runyon
All-Inclusive List of Electronic Theses and Dissertations
Since the attacks of September 11, 2001, the debate over U.S. immigration policy has become one of the most volatile and emotional issues of our time. Great concern has developed over the growing number of illegal immigrants and the lack of security along the nation's borders, especially its southern border. During this time period, many policymakers were specifically concerned with U.S. policy towards Mexican and Cuban immigrants. In order to find out if significant changes have occurred, this study examines U.S. policy towards undocumented immigrants entering the country since 9-11. To answer this question a number of primary sources were …

On 21 July 2009 while deminer [the Victim] was working in his clearance lane, investigating a detected signal with his hand trowel, he hit a mine on its top and caused it to go off. The weather was hot and the ground surface was hard and dry, so it seems that the deminer had used his excavation tool by force and carelessly and directly on pinpointed spot so touched the top of mine and caused the accident. City Management Theory And Practice: A Foundation For Educating The Next Generation Of Local Government Administrators, Scott Douglas Lazenby
City Management Theory And Practice: A Foundation For Educating The Next Generation Of Local Government Administrators, Scott Douglas Lazenby
Dissertations and Theses
Due to the retirement of the baby boom generation, many individuals, in a relatively short period of time, will need to be trained and educated to step into local government senior leadership positions. Ideally, the education and training of this new leadership cadre should be guided by a well known and proven body of theory that helps us understand the competencies the next generation of public service need to possess in order to be effective in their work. The purpose of this research is to assess whether such a body of work exists and, if so, whether it is successfully …

Community Wildfire Protection Plans: Reducing Wildfire Hazards In The Wildland Urban Interface, Gail Wells
Joint Fire Science Program Digests
The 2003 Healthy Forests Restoration Act calls for local communities in the wildland-urban interface to collaborate on developing Community Wildfire Protection Plans (CWPPs) to reduce their wildfire hazard. To craft a successful CWPP, a community must collaborate effectively. A Joint Fire Science Program-sponsored research team studied 15 communities as they developed CWPPs. They found that social networks, learning communities, and community capacity were key indicators of success, and that working together on a CWPP can enhance a community’s capacity to collaborate, helping it address future challenges more skillfully.

Framing Red Power: The American Indian Movement, The Trail Of Broken Treaties, And The Politics Of Media, Jason A. Heppler
Department of History: Dissertations, Theses, and Student Research
This study explores the relationship between the American Indian Movement (AIM), national newspaper and television media, and the Trail of Broken Treaties caravan in November 1972 and the way media framed, or interpreted, AIM's motivations and objectives. The intellectual and political currents present in the 1960s, including the ideas of Vine Deloria, Jr., and the successes of the Civil Rights Movement, influenced the development of AIM's ideas about militant tactics and the role media played in social movements. AIM entered the national stage with the occupation of the Bureau oflndian Affairs in late 1972 and used television broadcasts and print …
