A landmine survivor recently said of APOPO’s work in Mozambique: “There is happiness our land has been returned to us, freedom of grazing for livestock, no restrictions on where we walk. The mines have been a serious problem but we have already seen a reduction in people losing their lives. We are very happy.”
This, in a nutshell, is why we do the work we do. Hearing the feedback of villagers in affected regions – whose lives have changed for the better as a result of our humanitarian actions – verifies how immensely important our mission is.

In 60 countries, 4,000 staff members put their expertise into action, helping Handicap International reach more than 1 million beneficiaries.

This study examined disruptions in collaborative governance in four state coastal zone management commissions or councils in California, North Carolina, Rhode Island, and South Carolina. The comparative case study used qualitative analysis of pre- and post- disruption conditions. The disruption was defined as a chain of events that started with a loss or diminished level of public trust in the decision-making of the commission or council. The loss of public trust led to changes in the external environment meta-variable (political action) that affected (disrupted) the institutional design and relationship dynamics meta-variables of the commissions or councils.

PeaceTrees Vietnam is a Seattle-based humanitarian §501(c)(3) organization working in Central Vietnam to assist those whose lives and livelihoods are threatened by the explosive remnants of war. Founded in 1995, PeaceTrees was the first international non-governmental organization given permission to engage in humanitarian demining work in Vietnam after the war.
Quang Tri Province, where our work is focused, is one of the poorest and most war-torn provinces of Vietnam. Over the last thirty five years, more than 10,800 people in the province have been killed or maimed by landmines and unexploded ordnance. In one out of every five cases, the …

This past year has been one of accomplishment and growth for the Marshall Legacy Institute. We provided critically needed assistance to some of the most landmine-affected regions of the world. Our Mine Detection Dog Partnership Program (MDDPP) put 22 lifesaving dogs into service in Afghanistan, Angola, and Sri Lanka. Our Children Against Mines Program (CHAMPS) engaged thousands of American schoolchildren on an important global humanitarian issue and linked them with their peers in mine-affected communities. Dozens of landmine survivors received medical assistance and vocational training through our Survivors’ Assistance programs in Afghanistan, Iraq, Vietnam, and Yemen, while at-risk populations in …

This report addresses income adequacy for Iowa’s older adults using the national WOW-GI National Elder Economic Security Standard Index (Elder Index) methodology. The Elder Index benchmarks basic costs of living for elder households and illustrates how costs of living vary geographically and are based on the characteristics of elder households, including household size, home ownership or renter status and health status. The costs are based on market costs for basic needs of elder households and do not assume any public or private supports.

The National Incident Management System (NIMS) is the result of Homeland Security Presidential Directive 5 (HSPD-5). NIMS requires the Secretary of Homeland Security to develop a national policy template for state, local, regional, and federal agencies to work together during emergencies. One difficulty with NIMS is that state and local agencies interpret and implement NIMS requirements differently. The 2001 destruction of the World Trade Center and the subsequent anthrax attacks highlighted the inability of an antiquated public health system in the United States to respond effectively to emergencies. Little documentation exists to define how public health agencies can improve performance. The overarching research question was the extent to which drills and exercises improve performance in public health emergencies. Adult learning theory and deliberate practice theory were explored in this context. This research sought to ascertain the extent to which providing public sponsored health insurance (PSHI) to previously uninsured Mexican-American Hispanics improves health outcomes among those requiring ongoing treatment to control diabetes. Prior research utilizing insurance access theory; access, equity, and health outcome interrelationship theory; health affordability theory; and financial and resource burden theory suggests the uninsured receive less care than the insured, with delayed treatment, leading to chronic conditions. The fast and easy global movement of capital throughout the financial system, from lenders to borrowers and through intermediaries and financial market participants, has been recognized as a source of instability associated with illiquidity and financial crises. The purpose of this research was to better understand how regulation either enables or constrains capital movement. The assault on egalitarian social justice in the United States over the past forty years has also been an assault on the legitimacy of vigorous public action to forward substantive goals. This is no coincidence: egalitarian conceptions of social justice invariably assume that the state will be the principal mechanism for establishing just social arrangements and rectifying inequalities (Rawls 1971; Dworkin 2000). In contrast, neoliberal conceptions of governance aim to both straitjacket the public sector and stymie efforts toward meaningful egalitarian redistribution. This report reviews existing data and research on predicted impacts of climate change in the Northwestern United States, and specifically focuses on the level of preparedness to accommodate new population growth due to climate migration in Oregon’s Willamette Valley. Climate change impacts in Oregon are predicted to be less severe than in other areas of the country. Generally, models project warmer, wetter winters and hotter, drier summers in the Willamette Valley and other areas west of the Cascade Range. The engagement of families of children and adolescents with Serious Emotional Disturbance (SED) as full partners in individual treatment, organizational, and system level decision making has become an important focus for systems of care (SOCs) serving youth with emotional and behavioral challenges. This study is designed to determine whether managed care has had an influence on the number and distribution of procedures with demonstrated volume and outcome endogeneity in Florida healthcare markets; in addition, methods are developed to determine which measures of managed care activity best predict the impact of managed care in health care markets.

A retrospective population based cohort design is used capitalizing on the variability among Florida markets between 1995 and 1999, a period which captured the full business life cycle of managed care plans statistical areas and competing hospitals (market share) over time. In this essay, the first of a series, we explore the theoretical implications of one particular type of fiscal limitation on state legislatures - namely, special rules limiting tax increases. In this first essay we will explore the analytic soundness of these tax increase limitations (TILs). In future essays in this series we will analyze some of the consequences of TILs and in particular how they can be 'evaded.' This thesis explores the Australian State response to the voyage facilitators of maritime asylum seekers, commonly known as ‘people smugglers’. It does so by examining a number of Parliamentary debates and previously confidential Cabinet papers. Negative depictions of asylum seekers and their voyage facilitators as well as the prevailing political discourse is critically explored while Parliamentary debates are analysed using Critical Discourse Analysis. The research questions the ways Australian legislators justified the criminalisation of these voyage facilitators and investigates whether political elites were sufficiently informed about the circumstances of maritime asylum seeker journeys and the unique nature of their travel …

Intimate partner violence is a very serious issue in the United States. In spite of improvements, there is still much work to be done. Policies focusing on formal controls such as arrest, orders of protection, and prosecution have questionable potential. However, collective efficacy and the examination of community context have much to offer the field of intimate partner violence. Collective efficacy, comprised of social cohesion, social capital, and informal social control, may be more effective in reducing intimate partner violence than use of traditional formal social controls alone. Background: Helicobacter pylori (H. pylori) infection is a significant risk factor for peptic ulcer (PU) and gastric cancer (GC). Apart from the virulent CagA genotype of H. pylori environmental and dietary factors influence disease outcomes. There have been no studies addressing these factors in Western India. Hence, we conducted a case control study enrolling PU, GC patients and controls at Pune, India.
Methods: Risk factors for PU and H. pylori infection were assessed in participant interview. H. pylori status was assessed from stool by monoclonal antigen detection. To understand treatment effect, we followed 100 H. pylori positive patients.

American urban education policy debates pivot around dueling lines of discourse on what ails inner-city youth; such students are portrayed as emblems of a largely African-American and Latino ‘culture of failure’, even as their voices remain largely absent from debates about them. In response, youth-led organizations attempt to forward youth as political stakeholders. I draw upon ethnographic data from two such organizations to examine the performative aspects of their campaign work. I focus on how they engaged in (1) counter-scripting, to imagine themselves as political stakeholders and substantively prepare themselves for their new roles, and in (2) counter-staging, to gain …
