The purpose of this dissertation is to examine the experiences of St. Bernard Parish, La., residents as they coped with the impact of the catastrophe of Hurricane Katrina on August 29, 2005. An estimated 50,000 St. Bernard Parish residents relocated to a new home one year after Katina in 2006, and many of those residents moved again. This study examines the effects of the decisions of St. Bernard residents to relocate or to return on their social connections. The utility, adaptability and durability of social networks of these residents will be explored to enrich our knowledge about the social effects …

In 2010, GICHD initiated a project on landmines and land rights in conflict affected contexts. The purpose of the project was to strengthen the capacity of mine action organisations to prevent and respond to land-related conflict before, during and after mine action operations. Adequate funding has become a critical issue for institutions of higher education, affecting outcomes such as accessibility, affordability, and quality of education. The recent economic recession has been detrimental for state funding, resulting in budget cuts for higher education in a majority of states. Overall, state funding has not kept pace with the rising costs of education. Additionally, the issues of state governance and institutional autonomy have also become heightened. The Effect Of Casino Tax Policy On Short-Run Gaming Development, Kahlil Philander

This study examines the effect of casino tax rate structure on investment by casino operators. Using a panel data set consisting of all states with legal commercial casino gambling from 1998 to 2009, a fixed-effect model with two-stage least squares is estimated to examine the effect of gambling taxes on firms' short-run behavior. The study finds that maximum casino tax rates decrease casino employment, with an estimated average elasticity of -0.5. This result is noted to be robust to several different model specifications and data subsets. No robust relationship is found between maximum tax rates and casino wages. No significant …

This project examines the congressional politics associated with legislation on skilled foreign workers, specifically the H-1B visa which was created by the Immigration Act of 1990. It attempts to explain why legislative policies were successful on a small scale between 1998 and 2004 and completely unsuccessful after 2004.
Specifically, this study is a longitudinal qualitative analysis that uses Krehbiel's pivotal politics model (1998), Cox and McCubbins' party politics models (2005; 2007), Sinclair's (2007) unorthodox lawmaking theory, and Gilmour's (1995) strategic disagreement model to explain four key periods of H-1B legislation: (1) the passage of the Immigration Act of 1990; (2) …

The purpose of this study was to give a voice to Maine’s incarcerated women and potentially influence the ongoing policy revision process in Maine. The researcher conducted 3 focus groups with 18 residents of the Women’s Center- a gender-responsive facility that houses about 70 to 80 incarcerated women at the Maine Correctional Facility in Windham, ME. The perspectives of the participants varied, however, the findings of the study were largely in line with the literature guidelines for gender-responsive policies and practices.

This article proposes that educational and community based programs can help juveniles stay away from crime and prevent recidivism. A presentation of federal and state statistics, along with an analysis of the risk factors for delinquency, will be provided in order to illustrate the important areas that should be addressed in successful programs. Testimonies, including personal interviews with those who have experience working at the RI Training School, DCYF, Boys' Town, Child and Family Services will be shared as evidence of the research found. Finally, recommendations based on the findings will be proposed.

This dissertation analyzes selected policies designed to attract foreign direct investment (FDI) as a means of economic growth. The focus is on multinational corporations (MNCs) because most foreign direct investment is done by MNCs. The dissertation first shows the effects that the presence of MNCs has on economic growth before examining tradeoffs between direct costs (i.e., transportation and production costs) and policy factors in attracting MNC FDI.

The management of common pool resources and policy conflicts between livestock and wildlife, two land-use types that take place in the same geo-spatial area has been a subject of debate among scholars for decades. This conflict in policies has engendered in communities which are beneficiaries attitudes that are either negative towards wildlife or favorable depending on the benefits they derive from them. This report summarizes the quadrennial review of Maine's child support guidelines conducted by the USM Muskie School , which complies with federal law requiring each state's child support guidelines be reviewed at least once every four years. Principle findings of the extensive review by the Muskie School show that many aspects of Maine's child support system work well. Maine's low deviation rate reflects a reasonably high level of consistency in apply the guidelines, and in large part, protect the needs and interests of the children. On July 16, 2012, emtricitabine/tenofovir (Truvada) became the first drug approved by the US Food and Drug Administration for preexposure prophylaxis (PrEP) of human immunodeficiency virus (HIV) for adults at high risk. While PrEP appears highly effective with consistent adherence, effective implementation poses ethical challenges for the medical and public health community. For PrEP users, it is necessary to maintain adherence, safe sex practices, and routine HIV testing and medical monitoring, to maximize benefits and reduce risks. On a population level, comparative cost-effectiveness should guide priority-setting, while safety measures must address drug resistance concerns without burdening patients' access. Researchers, scholars, and policymakers interested in the falling rate of violent crime in New York City (NYC) have attempted to pinpoint causes of the welcome trend. Discovering the causes of the city’s crime drop may lead to important lessons for the city itself and may influence policy and practice throughout the state, nation, and perhaps other countries. Researchers have suggested a host of mechanisms that may explain the dramatic decline in violence, but two factors—misdemeanor policing and the transformation of drug markets—continue to receive the most attention. On July 12 and 13, 2012, experts convened at Colorado Law to demonstrate the extent to which a model law could help address the global problem of indoor air pollution from inefficient cook stoves. The air pollution that results from inefficiently burning biomass as fuel for cooking has serious health and climatic consequences. The workshop produced two sets of Model Laws and commentaries to help nations solve the problem, and the commentaries were published in the Colorado Natural Resources, Energy, and Environmental Law Review.

This study examined the change processes of two Oregon Cities, Corvallis and Eugene, that had made the choice to become more sustainable as a community. The general public has been bewildered by the magnitude of sex abuse cases and the widespread failure by pillars of the community to notify appropriate authorities. The crime of sexually abusing children is punishable in all jurisdictions and this article examines the duty to report suspected cases by individuals in positions of trust over young people, such as in the church or university sports. Our study focused on the perspective of homeowner decision-making in response to home energy audits, combined with attention to the quality of the recommendations that homeowners receive, as well as the perspectives of some key industry actors on auditing and home energy labels. Despite the extraordinary need for the vital Low Income Home Energy Assistance Program (LIHEAP), the program has seen major budget cuts as part of the Federal Budget’s Discretionary spending, even as fuel prices rise and incomes fall. The Vermont Community Action Partnership (VCAP – also known as the Vermont CAP Directors) has been the primary advocate for LIHEAP in Vermont. This case study examines VCAP’s measures to advocate for level funding of the LIHEAP program at the federal level, as well as influencing state level decision makers to improve service delivery to Vermont’s eligible low-income households.

This dissertation proposes a methodology to manage and understand the risk of underwater terrorism to critical infrastructures utilizing the parameters of the risk equation. Current methods frequently rely on statistical methods, which suffer from a lack of appropriate historical data to produce distributions and do not integrate epistemic uncertainty. Other methods rely on locating subject matter experts who can provide judgment and then undertaking an associated validation of these judgments.

In the past three decades, state and local governments implemented various reform strategies to reduce the youth justice system’s reliance on confinement facilities and serve as many youths as possible in their own homes or at least in their own communities when removal from the home is warranted. The various reform strategies may be conceptualized as relying on three distinct but interrelated mechanisms: resolution, reinvestment, and realignment (Butts and Evans 2011). Public service reform in modern economies has placed an emphasis on effective planning and management of service delivery to the citizen-client. This paper draws on the concept of the Street Level Public Organization (SLPO) to examine the problem of government’s top down implementation of planning reform in the delivery of public services.
