The main focus is on education finance in New York State, but general research findings in education and education policy issues in several other states are also discussed. The Fourth Meeting of States Parties (4MSP) took place in Lusaka, Zambia, from 9 to 13 September 2013 and gathered some 464 delegates from 58 States Parties, 18 signatories States, 30 observer States and 12 international organizations (see list below). The 4MSP was opened by Ambassador Steffen Kongstad, President of the 3MSP. During the opening session, H.E Wylbur Simuusa Minster of Foreign Affairs of the Republic of Zambia was elected by the Meeting as President of the 4MSP.

Gender Bias In Leader Evaluations: Merging Implicit Theories And Role Congruity Perspectives, Crystal L. Hoyt, Jeni L. Burnette

This research extends our understanding of gender bias in leader evaluations by merging role congruity and implicit theory perspectives. We tested and found support for the prediction that the link between people’s attitudes regarding women in authority and their subsequent gender-biased leader evaluations is significantly stronger for entity theorists (those who believe attributes are fixed) relative to incremental theorists (those who believe attributes are malleable). In Study 1, 147 participants evaluated male and female gubernatorial candidates. Results supported predictions, demonstrating that traditional attitudes toward women in authority significantly predicted a pro-male gender bias in leader evaluations (and progressive attitudes predicted …

First STEPS (Strengthening Together Early Preventive Services) is a learning initiative supported by Maine's CHIPRA quality demonstration grant to support measure-driven practice improvement in pediatric and family practices across the state on improving developmental, autism, and lead screening for children. This report, authored by research staff at the USM Muskie School, evaluates the impact of Phase II of Maine's First STEPS initiative, which was implemented from May to December 2012 and included 12 practices serving more than 20,000 children on MaineCare (Maine's Medicaid system). Patterns Of Anti-Muslim Violence In Burma: A Call For Accountability And Prevention, Andrea Gittleman, Marissa Brodney, Holly G. Atkinson

In this report, the authors documents how persecution of and violence against the Rohingya in Burma has spread to other Muslim communities throughout the country. Physicians for Human Rights conducted eight separate investigations in Burma and the surrounding region between 2004 and 2013. PHR’s most recent field research in early 2013 indicates a need for renewed attention to violence against minorities and impunity for such crimes. The findings presented in this report are based on investigations conducted in Burma over two separate visits for a combined 21-day period between March and May 2013.

This report presents an evaluation of the Friends in the Desert, Foundation Incorporated (FID), a sit-down feeding program in downtown Henderson, Nevada. The evaluation identified both strengths of the program and opportunities for growth. Major components of this report are presented in the following order: scope of work, research design, findings, recommendations, conclusions and limitations. The report recommendations provide the agency’s members and principal stakeholder groups with proposals designed to improve the program’s financial position and long-term viability. These recommendations focus on opportunities for restructure, growth, and uninterrupted success.

The Colorado River is an economic, environmental and cultural lifeline of the southwestern United States, and the allocation of its scarce waters are a source of ongoing controversy. This year marks the 50th anniversary of the Supreme Court decision in Arizona v. California. The slow economic recovery since the 2008 financial crisis and Great Recession requires state and local governments to continue to make difficult decisions concerning which taxes to raise and which expenditures to decrease in order to maintain a balanced budget. As expenditures usually raise economic growth and taxes generally hinder it, seeking the optimum combination of tax structures and expenditure options is necessary to encourage prosperity in a state. In this paper I study the effects of various expenditures and revenue combinations on growth in state personal income from 1977-2010 for 49 states and the District of Columbia. I find …

This project is a theory-driven secondary data analysis of state-level incarceration trends in the U.S. between 1980 and 2005. I replicate and advance Smith's (2004) study of the relationship between the socioeconomic, demographic, political, electoral, and criminal justice factors and incarceration rates at the state level. The purpose of this project is to determine the empirical validity of the major explanations of the incarceration trends in the U.S. I advance Smith's (2004) study using important novel elements. The United States first became involved in humanitarian demining in 1988 by sending a team to assess the landmine situation in Afghanistan. During the past decades, women have increasingly joined the labor force and worked in their later years. Yet women, especially married women, often have shorter work histories than their male counterparts due to taking time off for child care or care for ailing relatives. Despite their importance to our system, the study of interest groups has produced few concrete findings compared to other actors such as administrative agencies and political parties in the policymaking process. The absence of generalizable findings is partly explained by the unpopularity of the topic, but is primarily due to a deficiency of easily accessible data and lack of agreement over how to operationalize important concepts. In the following dissertation, I employ interest group "scorecards" (ratings of members of Congress) as an approach to examining interest groups in a generalizable manner. The Bipartisan Campaign Reform Act increased the individual donor limit to $2,000 per candidate per election and indexed the limit for inflation every two years. The primary research question guiding this study is how has the increase in the donor limit affected donor behavior. Answering this question should allow a determination to be made about how donors have responded to the increased donor limit. The rapidity of change in Irish early childhood policy over the last 20 years is clear to observers (OECD 2004). What may be debated is how significant the changes are. In this paper, we analyse changes in early childhood education and care policy in Ireland since 1995, using Hall’s (1993) typology of policy change to help understand how policies and institutions could change so much in appearance without changing their fundamental features or underlying philosophy. The financial crisis of 2007 to 2009 took a tremendous toll on household wealth and shattered the sense of financial security for millions of American families. American households lost more than $20 trillion in wealth (in 2012 dollars) in the Great Recession, and households still had $10 trillion less in wealth at the end of 2012 than they had before the crisis. This massive wealth decline contributed to a widespread loss of economic security, particularly among lower-income and moderate-income families, single women, and communities of color.

Effective supervision of employees with intellectual or developmental disabilities can be challenging for businesses that may not have experience in hiring people with diverse support requirements. This is largely due to the relatively low participation rates of people with disabilities in the workforce. This is, thankfully, changing as more businesses are seeing the value of diversifying their workforce, which includes hiring people with diverse cognitive abilities like people with intellectual or developmental disabilities.

There has been a resurgence of political and media interest in maritime piracy, specifically in the Gulf of Aden off the coast of Somalia. This is credited to a rise in the number of piracy attacks that have been committed in Somalia's coastal waters. Sidewalks are a critical part of sustainable transportation systems, supporting pedestrian travel and healthy physical activity. Presence and quality of sidewalks is a significant predictor of perceived safety and quality of the pedestrian environment. Lack of adequate pedestrian infrastructure data has been identified as a major barrier to large-scale pedestrian planning. Sidewalk presence, width, and surface condition are identified as important indicators of facility quality and accessibility. Georgia Tech is deploying an Android tablet application to automatically generate spatial sidewalk inventories, automatically assess sidewalk quality, and prioritize sidewalk repairs. The attacks of September 11, 2001 (9/11) forced the United States to examine its immigration policies and how they relate to the national security of the nation. In the months following these events, Congress expanded the nation’s ability to collect data and share information on suspected terrorists through the passage of several laws focused on detaining and deportation of immigrants (Rosenblum, 2011). Although the intention of the enactment of these policies was to protect the nation from further terrorist attacks, they have created unforeseen impacts on populations identified as immigrants into the United States.
