Workers who are lesbian, gay, bisexual, transgender, and queer (LGBTQ)-identified have always been a part of the workplace in the United States, yet there has been a lack of awareness about how to advocate for the needs of these people. This lack of awareness was challenged by Congresswoman Bella Abzug. Abzug’s campaign for creating an equal working environment for sexual minorities initiated gradual changes in the public discourse concerning workplace and other broad equality measures for these communities. One Size Does Not Fit All: Looking Beyond Homeless Housing-First And Housing-Ready Approaches To Enhanced Models Of The U.S.-Mexico Border And New York City, Jacqueline Loweree

This study explored two "enhanced" service and housing models for homeless persons in the U.S.-Mexico border and in New York City. From data collected in both regions, this study examined the relationship between homeless recidivism and the provision of services. The results suggest that services alone have minimal impact in reducing homeless recividism. This study also reviews the relationship between homelessness and poverty. To evaluate this interconnection, a socio-historical analysis was presented reviewing the application of poverty theories from the last two centuries, to policy-driven approaches with aims to treat indigence, poverty, inequality and more contemporary homeless issues. This case study explored the use of site-visitation as a diagnostic tool for school improvement. Nine charter schools in New Orleans were selected for the study. Based on qualitative research and systems theory, a within- and cross-case analysis of nine semi-structured interviews with school leaders were conducted. The school leaders’ experiences with the state-run site-visitation model and their use of the findings for school improvement was explored. The findings led to the development of a hybrid accountability model that encompasses the components school leaders believe will lead to school improvement. This study examines ten major storms that have affected Louisiana in the last fifty years, beginning with Hurricane Betsy in 1965. The goal is to determine if the nine coastal parishes are prepared adequately for another major hurricane impact. My study focuses on foreign aid and local initiatives for HIV/AIDS prevention in eastern Indonesia using the provinces of Papua and West Papua as a case study. The two provinces are home to indigenous tribal groups that are socioeconomically marginalized and most affected by the epidemic. My research investigates behavior change communication as a principal strategy undertaken by multiple organizations for HIV/AIDS prevention in this region. I take a qualitative approach by examining the effectiveness of this strategy in local communities and by revealing social and cultural barriers that impede success. This report describes collaborative efforts undertaken by the Friends of the Marion Council on Aging (FMCOA) and the Center for Social and Demographic Research on Aging, within the McCormack Graduate School at the University of Massachusetts Boston (UMass Boston). Paid Family Leave policies are rare in the United States. Around the world, one hundred and eighty-two countries provide some form of paid maternity leave, and seventy countries also offer paid paternity leave. It is estimated that only 36 percent of U.S. employees have access to paid leave if they get sick, a policy that is almost universal in other developed countries, and only 12 percent of employees have access to paid family leave. For the fourth time in the past 20 years, the state of Arkansas has implemented a performance-funding program. Although directly referenced in the title of Act 1203 of 2011, the implemented performance-funding program does not include a measure of how efficiently institutions are converting their inputs into outputs. The individuals who staff the nation's 4,600 Community Development Corporations (CDCs) represent the front line in production of affordable housing for America's poor. CDC staff members work within chronic funding uncertainties, applying complex and often ambiguous policies, under pressure to address shortfalls in affordable units. As such, they represent a prime example of Lipsky's (1980) street level bureaucrats (SLBs): agency workers with no formal policy role, who nevertheless shape policy by exercising discretion in the course of implementing ambiguous directives under stressful and alienating conditions.

This study analyzes the public's role in the regional water planning process that took place in the State of Georgia from 2009 to 2011. Specifically, this dissertation analyzes the extent to which a 'consensus-based' water planning process occurred by 1) examining the public participation plans that governed how the public was to contribute to the plan and policy formation, and 2) analyzing the public comments that were submitted at public meetings and commenting periods. This paper examines the current civil unrest in Hong Kong to determine the underlying causes that are driving Occupy Central and its affiliates to pressure the Central Government in Beijing and the Hong Kong government for universal suffrage. This article starts with a sketch of the military justice system to orient readers. Understanding that structure, the article then describes the sentencing process for special and general courts-martial. The article follows by identifying two core military sentencing questions: First, should commanders have authority to grant clemency? Second, should the military justice system adopt sentencing guidelines? With respect to each topic presented, the article does not attempt to answer the questions nor offer prescriptions. In December 2001, Argentina declared the largest economic debt default in history. Following the default, Argentina’s economy spiraled into depression and a severe economic crisis plagued the country. Unemployment skyrocketed, dollar shortages continued, and many businesses closed under financial pressures. As private business and large corporations alike shut their doors indefinitely, oftentimes under the auspices of fraudulent bankruptcies, freshly unemployed workers across the country reclaimed their right to work by occupying their workplaces and eventually putting them back into production. This research studies the effects of state laws banning access to in-state resident tuition (ISRT) rates and other educational benefits for unauthorized immigrant students (UIS) in five states: Arizona, Colorado, Georgia, Indiana, and Ohio. It measures the overall effect of policies denying ISRT that were implemented between 2005-2012 in the United States.

Three potential effects are evaluated. First, the study estimates the policy effects on the college enrollment of UIS. Because the policy does not deny access to higher education institutions, the possibility exists for this population to attend public or private colleges. Public higher education has experienced a decline in state funding in real dollars. This has created financial challenges for many students and their families, as well as institutions.

Tax revenue has decreased as a result of the economic recession, causing state leaders to reprioritize their fiscal responsibilities. Higher education has been viewed as a discretionary expense in competition with other state programs, so funding can, and often, does vary. Police officers acting in their official capacity are subject to being sued in federal court pursuant to 42 U.S.C. §1983 for violating constitutional rights under the color of law. Using data obtained in a larger study on police crime in the United States, names of more than 5,500 nonfederal sworn law enforcement officers who were arrested during the years 2005-2011 were checked against the civil case party master name index of the federal courts’ Public Access to Courts Electronic Records (PACER) system. A clear lesson of the Ebola epidemic in West Africa is the need for strong public health systems globally, including in the United States. Ebola has highlighted the dangers of weak public health systems, from the immense shortage of health workers in West Africa to the budget cuts at the U.S. Centers for Disease Control and Prevention. In response to Ebola and the broader threat of infectious disease, President Obama has proposed a $6.2 billion supplemental funding request to Congress. We investigated whether and how a juvenile’s history of experiencing sexual abuse affects public perceptions of juvenile sex offenders in a series of 5 studies. When asked about juvenile sex offenders in an abstract manner (Studies 1 and 2), the more participants (community members and undergraduates) believed that a history of being sexually abused as a child causes later sexually abusive behavior, the less likely they were to support sex offender registration for juveniles. Yet when participants considered specific sexual offenses, a juvenile’s history of sexual abuse was not considered to be a mitigating factor. This was true when participants …

The existing Partial Guidelines for Implementation of Articles 9 & 10 of the WHO Framework Convention for Tobacco Control includes a strategy for regulating tobacco products to reduce their attractiveness, but does not yet provide any guidance for reducing either the toxicity or the addictiveness of tobacco products. Health Information Exchanges (HIE) provide the electronic movement of health-related information among organizations according to nationally recognized standards. The goal of health information exchange is to facilitate access to and retrieval of clinical data to provide safer, timelier, efficient, effective, equitable, patient-centered care.
