Consumer cyber protection as it relates to the threat of cyber insecurity is an increasingly critical issue with cyberattacks on major businesses such as Target and Sony. Over 100 million Americans to date have had their financial information compromised, and in the ten-year history of Verizon’s Payment Card Industry investigations no companies were compliant with Payment Card Industry standards at the time of the attack. In March 2015, the FCC fined AT&T $25 million for failing to adequately provide cybersecurity that resulted in almost 300,000 people having their personal and financial information compromised. The purpose of this paper is to examine differences in factors influencing use of entrepreneurial assistance programs by male and female entrepreneurs. Design/methodology/approach – Data from the Panel Study of Entrepreneurial Dynamics I are used to determine drivers of assistance program use by men and women using logistic regression. These drivers include size and composition of the start-up team and personal network, experiences of the entrepreneur, team and network; support provided by the team and network, and other factors. Findings – In total, 31 percent of female entrepreneurs and 24 percent of male entrepreneurs in the sample used entrepreneurial assistance …

Islamic terrorism has become a global problem which has resulted in human, social, political, and economic costs. Many Islamic terrorist organizations have focused their attacks on the West and its interests. They justify these acts by making reference to policies of the West, which they believe are inimical to Islam. France, a Western country, recently introduced a law which bans the Islamic face veil (the burqa) in public places in the country. This study examined the implications of this law. A public health workforce must be trained to react quickly, especially in the case of terrorist attack. Political leaders and emergency management experts have often cited inadequate emergency training as a contributing factor in the public health system's failed preparations for a bioterrorist event. As a result of these failures, billions of dollars have been allocated towards correcting infrastructure deficiencies including training for public health nurses (PHNs), who are critical to a communitywide medical response. Despite a large body of literature addressing the issue, questions remain about whether nonprofit hospitals provide more community benefit than do for-profit hospitals. This lack of information impacts governments, hospitals, and the healthcare industry, as stakeholders attempt to generate requirements to which hospitals should adhere to maintain nonprofit status, and thus tax exemption. This study addressed this lack of information by examining U.S. hospitals through the lens of stewardship theory to determine whether nonprofits are better stewards of the public good than for-profits, and thus likely to provide higher quality and access. In 2014, breast cancer was the second leading cause of death among Canadian women, with women over age 50 years making up 82% of the identified cases. To address this issue, the Ontario Breast Screening Program developed a media campaign that promoted the benefits of mammogram screening, but not the associated risks (i.e., false-positive, false-negative, radiation exposure, and overdiagnosis). This study was designed to determine whether there was a statistically significant relationship between knowledge of overdiagnosis and participation in mammogram screening. Asthma cannot be cured, but it can be managed. Asthma management is a public health issue that is complex. Medication, asthma triggers, age, and the environment are all factors that impact asthma management. Although philanthropy ranks among the best of human endeavors, local governments across the country have severely restricted charitable entreaties by organizations and individuals alike, all in the name of eliminating "panhandlers." These laws rely on premises that increasingly conflict with Supreme Court instructions about the freedom of speech. Yet lingering uncertainty about where exactly charitable restrictions fall in First Amendment jurisprudence has encouraged local governments to innovate new statutory formulations to wage war on expressions of poverty in order to "clean up" their cities. Problem: Given Cleveland’s prominence in the foreclosure crisis, discussions surrounding demolition, rehabilitation, and stabilization are particularly active and passionate in the region. It is surprising, though, that the role of historic preservation isn’t more thoroughly explored, both in Cleveland, and beyond. To fill a near void of empirical research, this paper offers a systematic investigation of the relationship between residential historic preservation and foreclosure. This research note compares the effect on willingness to raise taxes and government fees of three common approaches to public consultation: (a) a telephone survey with no information or discussion, (b) a focus group with discussion but no information relating need to the proposed tax or fee, and (c) a focus group with discussion and such information. Our purpose is twofold: (a) illustrate the contribution of pertinent information to public acceptance of tax or fee increases, and (b) suggest a more comprehensive and informative approach to consultation with the public. The West African Ebola epidemic is a pivotal moment for the global health system. Just as the depth of the crisis ultimately spurred an unprecedented response, the failures of leadership demand innovative reforms. This analysis offers a template for these reforms, responding to the profound harms posed by fragile national health systems, delays in the international response, deficient resource mobilization, ill-defined responsibilities, and insufficient coordination. Sexual assault is common among college-aged women (18 to 25 years), with 1 in 5 reporting having experienced these crimes during their college years. Acute and long-term consequences of sexual assault may include physical trauma, sexually transmitted infections, posttraumatic stress disorder, depression, and substance abuse. Survivors have the option of reporting assaults to the university or to the police, but the goals of these 2 systems—and women’s experiences with them—can be quite different. The criminal justice system’s principal aim is to adjudicate guilt, but the university has the broader purpose of fostering a safe learning environment.

Our society is structured to encourage unhealthy diets and physically inactive lifestyles, which are key risk factors for chronic diseases including diabetes, heart diseases, and cancers. We are bombarded with advertisements for hyperprocessed foods laden with saturated fat, salt, sugar, and refined carbohydrates, “low-fat” foods often contain high amounts of sugar and salt, and parks and recreation spaces are often inaccessible or unsafe.

High-occupancy toll (HOT) lanes—an increasingly popular solution for congested roadway networks—give drivers the option to access express lanes. The cost of entry often varies with demand, although no standard method of optimizing these price points exists. Using the principles of a Vickrey auction that incentivizes true-value bids, this paper proposes a tolling system that uses vehicle-to-infrastructure technology to optimize toll operator revenue with HOT lane usage. Twenty-six key stakeholders from schools in Waterloo Region, Ontario, participated in semi-structured, open-ended interviews for this dissertation. They included students, teachers, school board representatives in administrator and superintendent roles, trustees, and community service providers. This study explored the experiences of lesbian, gay, bisexual, and transgender (LGBT) youth in publicly-funded schools, the effect of those experiences on their mental health and well-being, and the success of strategies, programs, and policies implemented by schools to address LGBT youth issues. The red-blue state and urban–rural narratives— which depict that people living in red states and rural areas oppose pro-LGB policies—are popular frames for describing variation in public opinion of LGB policies by geographic re- gion. In a test case of a red state, we examine public opinion of pro-LGB policies to assess the accuracy of the red–blue and urban–rural narratives. Using data from a survey of Nebraskans (n = 1608), we found that public opinion was more nuanced than the red state narrative allows but that urban and rural respondents reported significantly different opinions of pro- LGB policies. For more than two decades, the United States has been at the forefront of international efforts to reduce the worldwide threat to civilians from landmines, unexploded ordnance (UXO), and other conventional weapons of war. Just 15 years ago, landmines and other explosive remnants of war killed or injured nearly 10,000 men, women, and children every year—more than 25 every day. This is a case study of performance-based and budgeting reforms in National Park Service (NPS). The study examines the effects of reform initiatives on the agency’s administration, budgeting, and management. Previous research suggests that current reform initiatives are more effective than those of the past. Further research on reforms suggests reform impacts, while small or non-existent at the agency level may be significant at the sub-agency level. The main reform studied here is performance based budgeting (PBB), under the Government Performance and Results Act (GPRA). This research studied ten full time fire departments in the United States to develop a quantitative study showing demographic make-up of the fire department rosters and the citizens in which they serve. Human trafficking, domestic minor sex trafficking (DMST), and commercial sexual exploitation of children (CSEC) are complex and multifaceted occurrences in the United States. As the numbers of youth ensnared in sexually exploitive situations increase, organizations and communities are called upon to address the ramifications of this abuse; little research was located, however, that examined collaborative networks and partnerships that address victim identification and mitigation of DMST and CSEC. Researchers have examined ways in which policy makers develop their decisions. The literature has not explored, however, the methodologies used by county managers to arrive at decisions, or whether they consider the medium- and long-term policy implications, or second and third order effects, of those decisions. The purpose of this study was to identify the methodologies and decision-making processes used by county managers in North Carolina. The theoretical framework was Lindblom's theory of incrementalism in decision making.
