Despite the efforts of policymakers, medical professionals, and other stakeholders, obesity and related health problems show no signs of receding from their record-high rates. Public policy has largely taken the form of consumer advice, (e.g., USDA’s Dietary Guidelines). Since consumers bear most of the costs associated with their obesity, the goal of obesity prevention appears to be incentive-compatible, prima facie. That is, there is no a priori case for much further policy intervention unless existing advice is deficient or consumers’ exhibit systematically poor decision-making.
My review of the literature shows that scholars have long conveyed a consistent narrative regarding …

Why do American states organize as they do for environmental protection? According to Moe (1990), “a positive theory of organizations has two goals: 1) explain where institutions come from and why they take the forms they do, and 2) understand their effects for political and social behavior.” This paper will examine Moe’s question in terms of state environmental agencies: What influences state adoption of a comprehensive environmental structure? In 2007 South Carolina funded 15 regional coordinators to work with local law enforcement agencies and alcohol and drug commissions to create 16 community alcohol enforcement teams to improve enforcement of underage drinking laws. Previous researchers have suggested that collaborative leadership is needed for effective teams, yet little is known about the factors that serve as barriers to and facilitators of, collaborative leadership in alcohol enforcement teams. Distraction while using mobile technology devices such as a cell phone or tablet computer is a common occurrence within the civilian population of the United States. U.S. police officers are increasingly utilizing these types of devices within the patrol environment. However, little is known as to how distraction affects police officers while they interact with these devices in the course of their daily duties. People who suffer a traumatic brain injury (TBI) experience challenges in returning to work differently and at a rate that surpasses the return to work transition for people who experience other types of disabling injuries. Some public university systems are considering abolishing tenure as a cost-saving mechanism, but little is known about how this change may impact organizational outcomes related to faculty retention and research productivity. Using Almendarez' human capital theory, the purpose of this concurrent mixed methods study was to explore how tenure relates to faculty retention and productivity at a convenience sample of public universities in mid-western states. Law enforcement agencies believe that traffic enforcement, in addition to reducing fatalities associated with automobile collisions, may also reduce the incidence of public order crimes. The academic literature, though, has largely failed to address this phenomenon. The purpose of this correlational study was to use Kelling and Wilson's broken windows theory to evaluate whether a statistically significant relationship exists between traffic enforcement rates and public order crimes in South Carolina. Although Code of Maryland policy mandates multidisciplinary, integrated teams for residential service provider organizations (RPOs) for an intellectual/developmental disabilities (IDD) population, alignment criteria to identify and evaluate the functional characteristics of such teams do not exist. The Department of Defense's (DoD's) budgetary and personnel challenges are affecting readiness, thus encouraging the use of effective teams to improve efficiency. This qualitative, descriptive case study examined how public sector DoD members experienced characteristics of high-performing teams (HPTs), defined by their members' shared sense of purpose, interdependent commitment, and exceptional team effectiveness. The documentation of these experiences may aid other DoD teams seeking to improve performance. Individuals from the millennial generation, ages 16 to 35, appear to be most susceptible to distracted driving. Following the issuance of the National Preparedness Guidelines in 2009 by the Department of Homeland Security, it remains unknown whether homeland security programs have been consistently implemented in the nation's rural areas. Research findings have been inconsistent and inconclusive on the degree of implementation. Assaults on emergency department nurses by patients are higher than any other occupation in the private sector. Professional nursing organizations have lobbied for penalty enhancement laws that increase the categorization of assaulting a nurse on duty from a misdemeanor to a felony. As of 2015, 32 states have implemented these laws. Yet, low assault reporting rates by nurses remains a problem, and little is known about whether penalty enhancements improved reporting rates. A skills gap exists in Maine because of lack of diversity in educational opportunity offered to students. Preparation for college and career readiness has become conflated. High schools focus primarily on core academic knowledge, often forsaking the knowledge necessary to prepare for jobs that do not require college educations. Reluctant students often criticize the study of history as irrelevant to the present day.
In the case of one important and controversial piece of legislation, nothing could be farther from the truth. The 1973 War Powers Resolution (WPR), which places limits on presidential power to deploy troops in combat situations, has ample application to the political functioning of the United States today. Thus, investigating and studying the resolution remains relevant and important today. The WPR became law in 1973, overcoming a predictable veto by President Nixon. In a January 2016 meeting, the Clark County Commission heard a proposal from the County Public Works Department about a $200 million plan to build two urban elevated expressways constructed above existing roadways, potentially linking McCarran International Airport with the Las Vegas Strip’s resort corridor. Commissioners lauded the project with a “high degree of confidence” for funding sources and praised the “magnificent way of moving traffic” and “out of the box thinking” of these urban elevated expressways. This paper, using a political economic approach, explores the communication techniques used during a second-wave of consolidation in the dairy industry in the 1980s. After providing a historical context of the dairy industry and its connections with federal policy, this paper follows the story of a large dairy cooperative: Association Milk Producers, Inc. (AMPI) and how it influenced public policy and consumption through interconnected dairy organizations like the National Milk Producers Federation and by using a political action committee. African-trained landed immigrants in the Alberta labor market are faced with employment over qualification and professional devaluation. Researchers have documented the precarious labor market position of this cohort and efforts undertaken by federal and provincial Canadian governments to address it. Little is known, however, about how these African immigrants perceive job satisfaction and over qualification. Guided by human capital theory, this phenomenological study focused on the perceptions of job satisfaction and over qualification among 11 landed immigrants of African origin in Alberta, Canada. Mental illness is not only the leading cause of disability among adults, but there is also an emerging public health crisis in childhood mental illness. A majority of parents do not recognize symptoms of psychological disorder in their children, and current policies and programs for mental health service delivery are not sufficiently responsive to the early help-seeking dynamics of families. Using a concurrent mixed methods design, this study explored how parents in the Pikes Peak region of Colorado learned to recognize their child's mental illness.
