For two years now the war in Southeast Ukraine has claimed approximately 10, 000 lives and countless casualties. Pegged as a civil war, the conflict is waging on between pro-Western nationalists and pro-Russian separatists. The war ignited after the public ousting of President Yanukovch in Maidan Square in the midst of thousands of protesters, and the subsequent annexation of Crimea. Although the Russian Federation maintains it does not have a military presence in Ukraine, U.S. intelligence and Ukrainian military officials have evidence otherwise. Plan implementation is crucial to the success of any society. For a community to feel the impact of planning, planners should implement plans efficiently. In the light of the importance of plan implementation to our community, the study evaluated the various factors (institutional capacity, and citizen participation) that affected the implementation of the DMTDP (2006-2013) in Offinso Municipal Assembly (OMA) and Kwabre East District Assembly (KEDA) in Ghana. Sex offender registration policies have expanded rapidly, now extending to adolescent offenders across the nation. Policies mandating registration are based, in part, on arguments that registration is needed to prevent dangerous sex offenders from committing additional offenses and that risk of registration deters would-be offenders from offending in the first place. Research suggests that registration does not serve the former specific deterrent function for adolescents, but less is known regarding the latter goal of general deterrence. The disciplines of criminology and developmental psychology both offer important theoretical perspectives, but these frameworks have yet to be applied to this unique context. …

The Appalachian Art Preservation Society is a non-profit organization dedicated to preserving and showcasing of past and present Appalachian artists. One of the ways that we wanted to do this was by making sure that communities had access to Appalachian Art and that local Appalachian artists were nurtured. We have a traveling collection of art, currently made up of twelve pieces including photographs, paintings, fiber arts, ceramics, and historic artifacts. Higher education institutions in the Unites States (U.S.) are under stress. Universities and colleges in the U.S. face competing demands marked by steeply declining state and local appropriations and increased competition for research dollars and prestige. This stress is felt most acutely at high and very high research universities who must face these funding challenges while at the same time must serve a multiplicity of missions and stakeholders.

Data Snapshot: Challenges To Small Business, Applied Policy Research Institute, Wright State University

Defense Policy

The percentage of contract dollars awarded to small businesses at DoD increased from just over 16% to just over 19%, but the actual dollars only changed by approximately 10%. The number of small business contract actions at DoD fell by nearly 70% yet the value of those contract actions rose by nearly 290%. As the data shows, fewer small companies are winning contracts, but the contracts won are larger in dollar amount.

While (urban) resilience has become an increasingly popular concept, especially in the areas of disaster risk reduction (DRR) and climate change adaptation (CCA), it is often still used as an abstract metaphor, with much debate centered on definitions, differences in approaches, and epistemological consider- ations. Empirical studies examining how community-based organizations (CBOs) “practice” resilience on the ground and what enables these CBOs to organize and mobilize around resilience are lacking. Over the past decade, there has been a dramatic increase in the number of areas where asking for help is restricted or banned. Whether called begging, panhandling, or solicitation, cities were spurred on by concerns of business owners and residents to ban or highly restrict this type of speech from occurring in public areas. Yet laws such as these have been repeatedly struck down by courts in recent months, fueled in large part by the Supreme Court’s decision in Reed v. City of Gilbert.

The City Is Black, Black Is The City: Exploring The Intersections Of Race And Stratification Beliefs On Policy Preferences, Randall Rashad Wyatt

This paper examines the association between race blame attitudes with support for policies aimed at improving the nation’s large cities among White and Black Americans. Although legislative safeguards protect the constitutional rights of all Americans, Blacks trail Whites on nearly all quality of life indicators. By extension, the quality of life within cities with disproportionate and segregated Black populations is decidedly worse than in other cities. That said, the current study largely finds that black and white Americans maintain different motivations for supporting increased or decreased funding for large urban American cities, which often serves as a code word for …

Within the last century, interrogation practices throughout the United States have notably changed. Police interrogations went from physical harm (i.e., the third degree) to psychologically suggestive techniques. These psychologically coercive techniques put suspects at risk of giving a false confession, which is one of the contributing factors in wrongful convictions. One remedy to reduce false confessions is to electronically record interrogations. Very little is known about the specific policies and practices of electronic recordings during interrogation within law enforcement agencies. A great deal of political science literature has illustrated that U.S. Representatives respond to different electoral competition scenarios through modifying voting behaviors, floor statements, and bill sponsorship activities. However, scholarship has yet to significantly assess if and how political competition impacts the ways members of Congress present themselves to their voters and explain policy positions to their constituents. This dissertation longitudinally explores if and compares how members of Congress in different and changing electoral circumstances alter their home style behaviors, or not, due to the presence or lack of robust political competition.

The New York State Nursing Home Transition and Diversion Medicaid waiver program (NHTD) assists individuals with long-term care needs with the goal of living safely in their communities. This program is founded on two assumptions: it is less expensive to provide long-term care services to Medicaid recipients in the community as opposed to a nursing home and those who are willing and capable of living in a community setting should do so. The Obama Administration launched an e-petitioning site called “We the People” (WtP) in 2011 to encourage the submission of citizens’ policy suggestions. Since 2011, thousands of petitions have been submitted to this site. Analysis of the contents of petition texts using topic modeling may enable policy makers and government leaders to identify latent topics of public interest that are not otherwise apparent.

Public agencies contract out to pursue a variety of goals. But, these goals cannot be realized if the performance of contractors is not assessed and monitored. This study examines the state of performance measurement and contract monitoring in the U.S. transit agencies. We focus on three research questions: (1) What monitoring capacity exists within transit agencies? (2) What monitoring methods are used by transit agencies? (3) What performance measures are tracked by transit agencies? We find monitoring units are common in a third of agencies in the study. 1953年聖誕夜石硤尾寮屋區的一場大火,成為政府開展公共房屋政策的契機。自此,一幢幢徙置大廈紛紛落成,遍佈港九各地。政府在1960年代推出了廉租屋,單位的空間較寬敞,居住環境較舒適。至1970年代,政府為公營房屋引入社區規劃元素,開始講求生活素質,屋邨內設有商場、休憩公園、醫療、交通、學校等配套設施,公屋更成功帶動香港人口向新市鎮遷移。而至2000年代興建的新型公屋,除了滿足居住上的需求外,還講求可持續發展,邨內設有環保設施,為居民帶入「綠色生活」的元素。

Modelling The Impact Of Fiscal Policy On Non‑Oil Gdp In A Resource Rich Country: Evidence From Azerbaijan, Khatai Aliyev, Bruce Dehning, Orkhan Nadirov

This paper analyses the impact of public expenditures and tax revenues on non‑oil economic growth in Azerbaijan for the period of 2000Q1‑2015Q2 by employing OLS, ARDL, FMOLS, DOLS, CCR and Granger Causality techniques. Different cointegration methods result in consistent results. In this study, there is strong evidence of significant long‑run positive contributions from public expenditures to non‑oil sector output. Results also show that tax revenues significantly slow down non‑oil economic growth in the long run. Granger Causality analysis finds the existence of a bidirectional short‑run association between non‑oil GDP and public expenditures, while tax revenues Granger Cause both variables. The …

There has been little policy effort to address sea level rise in coastal states in the US. It is important to examine, at the state level, how the multitude of different (and changing) actors with different preferences and perspectives contribute to such inertia. This study examines state-level legislative inaction with regards to sea level rise. Using Kingdon's multiple streams framework, we draw a picture of the policy landscape in Virginia as one where the problem of sea level rise is perceived as a low priority, with little consensus on achievable policy solutions, and is politically controversial. At the end of the 20th century, economic and political forces converged to create an unprecedented migration of Hispanics across and within U.S. borders. Many migrated for work in new destinations like the Southeast instead of traditional regions in the Southwest. In the Southeast many communities struggled to meet the economic and social needs of its newest members of a population that grew seemingly overnight.
