Numerous U.S. government agencies are involved in developing and implementing U.S. policy toward Korean Peninsula events, trends, and developments. Those studying U.S. government policies toward this region need to pay particular attention to the role played by U.S. Congressional committees in this policymaking. Congressional committees are responsible for approving new legislation, revising existing legislation, funding U.S. government programs and conducting oversight of these programs. This work examines Congressional committee hearings and debate during the 113th Congress (2013–2014) and reveals that multiple Congressional committees with varying jurisdictions seek to shape U.S. government Korean Peninsula policy and that this policymaking covers more …

Center for Public Service (CPS) helped the City of Brookings respond to public concerns and opposition to suggestions for a City annexation of the adjacent community of Harbor. The City and CPS agreed to a consulting study in which CPS assessed the public service situation in the City and Harbor area, and then modeled and analyzed two annexation scenarios. Development of the annexation scenarios was especially complex. Annexation law and procedures, urban renewal requirements and assessments, three types of special districts, decaying water and sanitary infrastructure, state revenue shared funds, and unique transient tax and tourism fund use all combined …

How Has The Louisiana Scholarship Program Affected Students? A Comprehensive Summary Of Effects After Two Years, Jonathan N. Mills, Anna J. Egalite, Patrick J. Wolf

School Choice Demonstration Project

Louisiana, a state whose educational performance has lagged behind national averages for decades, began its experiment with publicly financed scholarships for students to attend private schools in 2008. The pilot version of the Louisiana Scholarship Program (LSP) was expanded statewide with the passage of Act 2 of the 2012 Louisiana state legislative session. Nearly 10,000 students applied to the expanded program in 2012-13, with roughly 5,000 applicants receiving scholarships. The program has continued its rapid expansion every year since then, with nearly 7,500 scholarships awarded in the 2014-15 school year.

Thanks to fifteen community volunteers who worked, debated, and brainstormed on the Dayton Together Charter Development Committee, we are releasing a draft charter—the Dayton Metro government. Our model is a Council-Manager government, incorporating professional management that has served our communities well for a century. It includes a mayor voted on by all 535,000 residents, one at-large countywide council seat, and 9 geographic districts, with the mission of bringing the community together to tackle shared opportunities and challenges.

On November 23, 2015 the United Kingdom (UK) released a defense white paper detailing its national security strategic objectives. This work examines the geopolitical, economic, and strategic implications of this document and compares it with recent and historical defense white paper documents issued by the British government. It scrutinizes the text of these documents and relevant scholarly literature analyzing them while also examining the national security threats facing the UK at the time of their issuance and assesses whether the 2015 document will be supported with requisite political will, military personnel, and financial support to carry out its objectives

The Effects Of The Louisiana Scholarship Program On Student Achievement After Two Years, Jonathan N. Mills, Patrick J. Wolf

School Choice Demonstration Project

The Louisiana Scholarship Program (LSP) is a statewide initiative offering publicly-funded vouchers to enroll in local private schools to students in low-performing schools with family income no greater than 250 percent of the poverty line. Initially established in 2008 as a pilot program in New Orleans, the LSP was expanded statewide in 2012. This paper examines the experimental effects of using an LSP scholarship to enroll in a private school on student achievement in the first two years following the program’s expansion. The Impact Of The Louisiana Scholarship Program On Racial Segregation In Louisiana Schools, Anna J. Egalite, Jonathan N. Mills, Patrick J. Wolf

School Choice Demonstration Project

The question of how school choice programs affect the racial stratification of schools is highly salient in the field of education policy. We use a student-level panel data set to analyze the impacts of the Louisiana Scholarship Program (LSP) on racial segregation in public and private schools. This targeted school voucher program provides funding for low-income, mostly minority students in the lowest-graded public schools to enroll in participating private schools. Our analysis indicates that the vast majority (82%) of LSP transfers have reduced racial segregation in the voucher students’ former public schools. Given the significant growth rate and geographic expansion of private school choice programs over the past two decades, it is important to examine how traditional public schools respond to the sudden injection of competition for students and resources. This article uses 1) a school fixed effects approach, and 2) a regression discontinuity framework to examine the achievement impacts of the Louisiana Scholarship Program (LSP). Recent major natural disasters in New Jersey have demonstrated the need to increase the resilience of transportation infrastructure. This research examines public attitudes toward revenue sources that can be dedicated to protecting vulnerable areas, most notably the transportation linkages on which the state depends. A statewide survey was conducted to gather data approximately four months following Superstorm Sandy, the costliest natural disaster in the state’s history. The authors’ objective was to sample public attitudes while the impacts of the disaster were still fresh. They found little support for temporary tax increases to improve resiliency, with the most positive support for …

Economic Growth And The Optimal Level Of Entrepreneurship, James E. Prieger, Catherine Bampoky, Luisa R. Blanco, Aolong Liu

Using data from the Global Entrepreneurship Monitor (GEM), we examine data from developed and developing countries to estimate the ‘‘growth penalty” over 2003–11 when a country’s entrepreneurship deviates from its optimal level. We account for heterogeneity among countries in the optimal entrepreneurship rate, in the growth penalty from deviating from that optimum, and in other factors affecting growth. Notwithstanding that developing countries have more of their population running nascent small firms than in developed countries, a marginal increase in the entrepreneurship rate in developing countries has a positive effect on growth. We claim that there are important cases of “incommensurability” in public policymaking, in which all relevant reasons are not always comparable on a common scale as better, worse, or equally good. Courts often fail to confront this. We are by no means the first to contend that incommensurability exists. Yet incommensurability’s proponents have failed to sway the courts mainly because they overlook the fact that there are two types of incommensurability. The first (“incompleteness incommensurability”) consists of the lack of any appropriate metric for making the comparison. Contemporary natural resource management (NRM) emphasizes the role of the public in general and land owners in particular as voluntary participants in the process. Understanding the role of trust in voluntary cooperation is therefore critical, but the current state of the relevant literature is such that it fails to systematically address a few important issues. This inquiry sought to address these issues by presenting and testing a model of land owners’ trust in and cooperation with a NRM institution. We at COAL think that Appalachian culture has been marginalized by American urban centers and being an Appalachian American comes with many negative stereotypes. This is especially felt right here in the Franklinton neighborhood of Columbus, Ohio. We want to make an impact in the community in a way that lessens stereotypes towards Appalachian Americans and help the city of Columbus be more inclusive towards Appalachian culture.
