On January 24, 2013, the Secretary of Defense rescinded the 1994-ground combat exclusion policy to integrate women into all occupations previously closed to them, particularly special operations, infantry, and armored divisions. This change in policy required military policy makers to establish gender-neutral standards for physically demanding jobs to meet the military's needs. Extensive research exists on the readjustment experiences of male veterans and families adapting to new lives after a service member returns from combat, yet the experiences of single women returning from combat remain empirically unexplored. This report is the fourth in a series prepared by the Institute on Aging to describe Oregon’s assisted living, residential care and memory care service sectors which are referred to by Oregon Department of Human Services as community-based care (CBC) settings. These settings may also be referred to as Home and Community Based Services (HCBS).
Community-based care settings provide a variety of services, including daily meals, housekeeping and laundry, assistance with personal care needs, medication administration, evaluation, coordination, and monitoring of health conditions, communication with residents’ health care providers, and social and recreational activities. There has been growing concern over how state and federal governments can support the increasing population of aging Americans and their need for long-term care. Current insurance funding models cover acute hospitalization and skilled care only, leaving unskilled care needs and homemaker services at the full expense of those in need. Time banking allows individuals to exchange or barter time for goods or services without monetary payment. There is insufficient evidence to determine if members believe time banks to be a viable alternative to support aging-in-place care needs. Despite their peacekeeping role in the management of internal armed conflicts, some military peacekeepers have sexually exploited local populations in host countries, resulting in dire social and health consequences and threats to the success of international peace operations. Although researchers have examined sexual violence committed by peacekeepers, few researchers, if any, have used routine activities theory to examine sex offending by peacekeepers. Youth in foster care encounter challenges during and after they transition from foster care to adulthood. To address these challenges and prepare these youth for transitioning into adulthood, U.S. Congress enacted the Preventing Sex Trafficking and Strengthening Families Act (PSTSFA) in 2014. The problem, which has received little attention in research, concerns the challenges that the implementers of this policy encounter as they provide services to foster youth. The purpose of this qualitative study was to better understand the challenges faced by foster care providers in their implementation of PSTSFA. On April 4, 2011, the U.S. Department of Education issued a Dear Colleague Letter on campus sexual assault reaffirming the intent of Title IX, the 1972 law that prohibits discrimination sex-based under any education program or activity receiving federal financial assistance. In response to growing concern over due process rights for defendants, in September 2017 the guidance was rescinded. Public policy continues to evolve, leading to potentially lasting institutional changes on many college campuses. These developments include the formalization of campus investigations and adjudications, the development of campus coordinating committees and expanded support mechanisms for victims. Knowledge has been recognized as an important resource that should be carefully managed in order to enhance organizational competitiveness. Therefore, it is important to manage knowledge resources that have been learned and stored in organizations. Employee Financial Wellness Programs (EF-WPs) consist of a wide array of workplace-based services and benefits that aim to enhance em-ployees’ financial well-being, such as in-person financial coaching, online financial management tools, and payroll advances or short-term loans. EFWP provision varies across employers with few organizations offering the same set of services. The recently released Employee Financial Well-ness Programs Project: Comprehensive Report of Findings notes that EFWP utilization rates and employee self-reported benefits also vary widely. Highway engineers sometimes believe that if they redesign streets to improve pedestrian safety (for example, by introducing traffic calming techniques) they might be successfully sued for negligent design by motorists. This chapter suggests that in such situations, governments are likely to be protected by discretionary function immunity. In addition, the chapter discusses a variety of technical issues.

This critical interpretive study explores the relationship between public policy and visual culture. Drawing from five areas of research literature on (1) policy feedback theory, (2) the spectacle, (3) art and visual culture, (4) Black feminist theory, (5) and critical philosophies of resistance, images of contemporary antiracist activism are conceptualized as a form of policy feedback. With the changing significance of caste and caste identity, this thesis explores the role of affirmative action or "reservations" in Indian higher education. Specifically, it aims to reopen the debate on the dominance of a "creamy layer" among the OBCs in an increasingly nationalist India. Viewing caste through the lens of ethnic identity, this thesis draws comparisons between the identity of OBCs and Scheduled Castes and Tribes, OBCs of the "Hindi Belt" and OBCs of the South, followed by an analysis of the politicization of caste identity today. The lack of parental benefit provision operates to the detriment of individuals and society as a whole by contributing to inequity across gender, race, socioeconomic status, and sexual orientation. Since 1995, sage-grouse (Centrocercus spp.) conservation planning in the western United States has largely been based upon local working groups comprised of federal, state and local governments, environmental groups, landowners, interested citizens. In this article, we review the history and process of these local working groups in western Colorado. These groups are generally convened by one or more government agencies, operate on the general principle of consensus, and have little or no administrative or financial support. The greater sage-grouse (Centrocercus urophasianus) has been the subject of multiple status reviews under the Endangered Species Act (ESA). Wyoming accounts for approximately 38% of the range-wide population. Since 2000, 2 statewide and 8 local citizen working groups have been established in Wyoming to developed conservation plans and advise state policy. The first statewide plan for the conservation of sage-grouse was formally adopted in 2003. The statewide plan established local sage-grouse working groups charged with developing and facilitating implementation of local conservation plans. Those 8 plans were completed in 2007 and 2008, and updated in 2014. From 2005-2017, …

This article examines Give Local America 2016, a giving day beset by a technology failure that created challenges for donors and community foundations throughout the United States, and explores the experiences of donors as giving day participants.
Philanthropic giving days have gained popularity as opportunities for community foundations to engage new donors, create excitement about organized philanthropy, and democratize charitable giving. This article, examining survey data collected after a giving day led by a community foundation in northern Illinois, provides unique insight into donor satisfaction levels, opinions, and giving patterns.

In 2008, leading U.S. counties adopted innovative treatment courts specializing in the unique needs of veterans with substance abuse and other legal issues. Since then, pro-veteran advocacy has aided in the continued diffusion of additional veterans treatment courts (VTCs), with more than 300 county and state-level VTCs currently operating in 46 states across the country. Though the lens through which veterans are viewed may be positive in the public eye, institutional support for these wayward veterans appears to vary across levels of government; therefore, while some posit the increased social utility of budget-friendly VTCs, others suggest that VTCs offer favorable …

This thesis explores the political and demographic obstacles facing the Fairness movement in Kentucky in regards to local employment protection ordinances for LGBTQ+ persons (Fairness Ordinances). Using case studies on recent Fairness debates in Berea and Bowling Green, this thesis explores the concern some Kentuckians have about LGBTQ+ nondiscrimination ordinances in their communities. From these cases studies, it can be concluded that many of the concerns espoused by opponents of Fairness are simple scare tactics with no evidence supporting their claims. Unmanned aerial vehicles (UAVs), also known as drones, are an innovative technology that has received significant interest from the law enforcement community. The size and ability, technological capability, and cost effectiveness of UAVs make them an attractive tool for law enforcement agencies to utilize in the course of operations, including domestic surveillance. The goal of this study was to capture information about the amount of money Maine’s older adults have lost to financial exploitation, along with information about those exploited, the perpetrators of financial exploitation, the type of loss, and amount of money lost. This report summarizes key findings emerging from this analysis. In particular, we found that, when compared to Maine’s general population of adults age 60 and older, the victims of financial exploitation served by Maine's Adult Protective Services (APS) and Legal Services for the Elderly (LSE) are more likely to be age 80 and older, female; and widowed, single, …

However, the capacity of legal services providers and their partners still face daunting challenges when trying to meet an overwhelming need that contrasts with limited resources (McAllister, 2015). Under these circumstances, the quality and effectiveness of immigration legal service providers in delivering their services is a subject of concern for immigrant groups. Community-based organizations are best suited to help immigrants with the legalization process (Cordero-Guzman, 2005) and their integration into the economic, political, and social mainstream in the long run.
